It's more in the nature of a comment, but perhaps you will want to respond. Why even bother tabling a bill when we're awaiting a ruling from the court on the definition of marriage? Aren't we getting ahead of ourselves just a bit, since we haven't yet...? We've not yet received any information. In my view, it would be pointless to hold a debate in the House, since we have many other issues to attend to. I think we should wait, and then...

Thank you, Mr. Saada, for being here with us this morning to talk about democratic reform. My question concerns modern technology. I agree with you that we need to take into consideration new methods: that may be the best way to engage young people. However, do we not need to take into account the fact that much of the public does not use modern technologies to communicate with us?
Can we think about different ways of engaging people, such as seniors, among others, who have opinions but who are not necessarily able to communicate with us in that way? It is difficult for them. They can still use regular mail, but would it be possible to use innovative means to gather information? Those people often have a lot to say. They could be very helpful to us in the kind of consultation we are planning to do.

I am sorry to come back to the question of modern technologies, but I do want to say that they sometimes do not work. I know, because I have attended meetings where the Human Resources Development Committee has tried to do interactive consultations. We will have to make sure that these technologies work.
Finally, I agree that we need to take a modern approach, but sometimes it does not work. So I like the idea, but I have certain reservations.

On the subject of flexibility, Linda Duxbury stated last week that an additional five personal leave days should be added to the quota already provided for in the Canada Labour Code. I'd be interested in hearing your views on this matter. I'd also like to know if you feel the annual leave provisions set out in the Canada Labour Code are adequate.

However, Ms. Duxbury was talking about five personal leave days. A worker could use these days whenever he or she chooses, either to help someone who is sick or simply to take some personal time. Would you be in favour of our exploring this option?

Earlier, you mentioned caring for people who were sick. Compassionate leave provisions will take effect in January 2004. Workers will be entitled to six weeks' leave to care for a sick child or spouse. Are these provisions adequate, in your view? Should they be extended? What is your opinion?

Still on the subject of compassionate and special leave, as we know, self-employed workers are not entitled to employment insurance. Our mandate also includes looking into the possibility of extending EI to self-employed workers whose circumstances are often similar to those of other workers. Do you feel special leave provisions, such as maternity leave, parental leave and compassionate leave, should also be extended on a voluntary basis to this category of workers?

How could coverage be extended to self-employed workers? That's the question I continue to ask myself. Would participation be strictly voluntary? We can't impose it on them, because they would be required to pay both the employer's and the employee's share of premiums.

My last question concerns a statement you made, namely that governments should allow families to manage care, but not force them to provide that care. Do you get the feeling that governments are trying to force families to provide care? Basically, it still comes down to a personal choice.
