Thank you to our officials for appearing before us today.
The most recent conflict in Nagorno-Karabakh started September 19. On the same day, Canada issued a statement that basically called on the Azerbaijanis to refrain from any actions or activities that would be a risk to the safety of the civilian population and to work in good faith to restore humanitarian access to the region. However, six days after that relatively benign statement, Canada's ambassador and permanent representative to the United Nations described the situation in Nagorno-Karabakh as “a complete failure of global diplomacy in the face of ethnic cleansing”. The term “ethnic cleansing” was used by our official representative to the United Nations.
Is it Canada's position that ethnic cleansing has taken place or is taking place, or both, in the region?

C'est le 19 septembre qu'a commencé le plus récent conflit dans le Haut-Karabakh. Le jour même, le Canada a publié une déclaration dans laquelle il demandait essentiellement aux Azerbaïdjanais de s'abstenir de toute action ou activité qui poserait un risque pour la sécurité de la population civile et de faire preuve de bonne foi en facilitant le rétablissement de l'accès humanitaire à la région. Six jours après cette déclaration relativement anodine, l'ambassadeur et représentant permanent du Canada auprès des Nations unies a décrit la situation se déroulant dans le Haut-Karabakh comme un « échec total de la diplomatie mondiale face à un nettoyage ethnique ». Notre représentant officiel auprès des Nations unies a employé le terme « nettoyage ethnique ».
Le Canada a‑t‑il pour position officielle d'affirmer qu'un nettoyage ethnique a eu lieu ou est en cours dans la région?

Can you tell me why our ambassador to the UN would use such a highly explosive term at a time when probably the last thing you would want to do is exacerbate a really explosive situation within the region?

All right. I draw from your comments that, in fact, it is not Canada's official position that ethnic cleansing either is taking place or has taken place in the region.

I didn't even hear them say “might have”.
You said that it was up to an official “legal determination” to come to that conclusion.

Given that our ambassador actually made the statement, I'm assuming he does reflect Canada's policy and position on this. Can we draw from his comments that ethnic cleansing may very well have taken place, at least as part of something larger that would be determined in the future?

Mr. Shimooka, in 2019, the Macdonald-Laurier Institute published a report entitled “The Catastrophe: Assessing the Damage from Canada’s Fighter Replacement Fiasco”. You were the author. You spelled out how the political prosecution of retired Vice-Admiral Mark Norman put a chill on DND and CAF leadership speaking out about the decisions on the fighter jet file that could irreparably damage the fighter force.
Could you describe in depth the chill that might have been felt by whistle-blowers within DND and CAF?

Professor Drapeau, you mentioned something about whistle-blowers. You suggested that whistle-blowers should be contacting legal counsel to pursue their complaints, which of course entails legal costs.
What do you suggest should be done to address this disincentive—in other words, the legal costs—which would cause whistle-blowers not to come forward when they probably should?

To me, it seems counterproductive to impose a cost on a whistle-blower that would prevent or discourage a whistle-blower from coming forward with serious allegations about conduct within DND or CAF.
Il me semble contre-productif d'imposer des coûts à des dénonciateurs, sachant que cela les empêcherait ou les dissuaderait de soulever de graves allégations d'inconduite au sein du ministère de la Défense ou des Forces armées canadiennes.

Mr. McSorley, you mentioned that CSE and DND often obstruct oversight bodies like NSICOP for reasons perhaps not allowed by law. You also mentioned that you had some additional recommendations to make. What are those recommendations, or have you canvassed them already in your subsequent remarks?

Without prejudging the outcome of Mr. Champagne's proposed amendments, we will assume for the time being that those amendments would be passed and incorporated into AIDA. I'd like to know from the three of you—Mr. Harris, Ms. Quaid and Mr. Gagné—if you support AIDA's going ahead as it is right now. It's my understanding that in the future it is almost certainly going to be amended, re-evaluated, recrafted; and it may come back in a different form.
We have to make a decision on the bill before us right now. You're here giving us advice.
Is it your advice for us to go ahead with this, or are there substantive amendments that you would propose?

Mr. Gagné, in your opening remarks, you suggested that Canada is falling behind the rest of the world—certainly the developed world—in addressing the challenges of AI. You also went on to talk about Canada's losing investment in this space.
I'd invite you to expand on both of those. They may be related. Maybe we're losing investment because Canada hasn't had a regulatory framework in place, or because we have taxation challenges or other challenges that scare away investment.
What are your comments, sir?
