Mr. Aylward, last week I was commenting with members about finding somebody that supported red tape. I was having problems trying to think of anyone, because everybody seems to hate red tape, but I've listened to your briefing and you seem to like red tape. You tie in regulations with jobs, and you say that government agencies can adjust the regulations when they want to.
The problem with that, at least in my opinion, is that unless somebody somewhere says, “review your regulations”, departments don't. You know, they just don't review them. They just carry on with the old regulations and nothing changes. Anyway, may I have your comment?

Okay.
Ms. Jones, red tape is a fluffy term that everyone has opinions on. When you're dealing with red tape, how do you know you have red tape or not?

Ms. Coombs, I heard in your briefing something about applying American-type regulations in the future and that you wouldn't have to use the one-for-one rule. Does that mean you can just toss this aside?

But it is an administrative burden, isn't it? Your people have to do this. You actually had to change labels and everything else.

Mr. Lakroni, I have a question about the estimates before I go on to other things.
In your experience how does a minister get involved with estimates, at what stages, or do they attend all estimates? What's the typical actions of a minister with respect to estimates?

Thank you.
I think I have a question in for property. What's the current situation with respect to DND's acquisition of property in Nepean? Where is it? I started it seven years ago and I'm still waiting to see somebody walk through the door.

My next question is on the same area. You have leased buildings and you have owned buildings. How do you determine whether you're going to buy a building, or lease a building, and the shares, etc.? What are the calculations that you do?

Yes. I think Mr. Martin's discussion about the theories of ministers, etc., and the status of Parliament is more for an in camera session. It has nothing to do with these people who are here to answer questions about estimates, and I recommend that he get back on his topic.

It was the same point of order. Enough's enough. Mr. Martin has already been warned twice. He doesn't need to be warned three times.

You don't have it with a point of order and you're not on topic. You've got to get on the topic or get off.

Mr. Clement, you keep talking about reducing red tape and when you look at history, the Romans probably had red tape. We all have different ideas of what red tape is. What is red tape?

We also talk in this bill about one-for-one, that if you want to add something, you have to take something out.
Do you envisage any situation where a department or an agency can get to the point where they can't do that, where they are tight, and they want to add a regulation, but they can't take one out?
How does it work against this bill?

In this theoretical position, would you then give that department authority to break the rule and add a position without taking one away?

I'll ask you another question then.
You've touted the fact that we've saved, I forget what it was, two hundred and something—
