My question is for Mr. Fadden. In its response to the Auditor General, the Department notes that a number of areas of responsibility come under provincial jurisdiction, as you pointed out earlier to Mr. Sauvageau. However, the Auditor General made it clear that this does not in any way relieve the department of its obligation to develop emergency preparedness plans.
How would you respond to this statement by the Auditor General, namely that while a number of areas of responsibilities fall under provincial jurisdiction, this does not in any way relieve the department of its obligation to develop emergency preparedness plans? How do you rate your efforts to work with the provinces?

Earlier, Mr. Fitzpatrick and Mr. Lastewka were wondering about the introduction of an internal audit system. There was talk about identity verification, a kind of quality control system. We see there are deficiencies in this regard.
The government wants to introduce Service Canada, which would be a kind of single window for the departments. How do you view this service in the interaction with Passport Canada, in view of the current deficiencies in your service?

Yes, partly. We were talking about security, and that was the subject of my question. I wanted to know how that can be managed, in view of the fact that there will be 11 other... In fact, it will be a single window. So how will people be trained to handle each of the files? That will be a fairly tough task. I know you already have a task with regard to identity. What kind of training will you give those people?

On the subject of airport security, Ms. Fraser said earlier that only the infiltration rate was verifiable, that the failure rate couldn't be checked, that it was kept secret.
You're mandated to verify people's identities. You also talked about electronic passports. Have objectives or timetables been set for the links that can be established between countries and the information that countries can exchange with regard to September 11? Is there some kind of information protocol?

According to public accounts, the federal government budgetary revenues for 2004-2005 were $10.8 billion, or 5.4 per cent higher than what had been forecast in the 2004 budget. According to you, is this a normal gap, and how can it be explained?

I do not know if these issue has already been addressed, but at table 1.2 on page 1.13, we see an 11.5  per cent increase in tax receivables. That is the second largest increase over the last 10 years, the first one being a 12.1 per cent increase in 2001.
How do you explain this sharp increase in tax receivables?

My question is for Professor Watts.
In your study, you say you approached the issue from a global perspective. You also illustrated the existence of a gap between revenue and expenditure levels and argued that it was difficult to strike a permanent balance between the two. As well, you talked about an unconditional transfers by the federal government to the provinces in order to put money back in the provinces' pockets so that they can meet their needs. As matters now stand, we know about the federal surplus, about centralized revenues and about provincial deficits. The provinces are in need of money for education, health and other areas.
In your opinion, what kind of adjustments can we make to the existing fiscal imbalance, whether horizontal or vertical, in order to meet the current needs of the provinces?

My question is for Professor Watts.
I'd like to delve further into a subject broached by my colleague Ms. Wasylycia-Leis, to get a clearer picture of your understanding of the agreement between the federal government and Newfoundland and Nova Scotia. Is it your opinion that this arrangement also serves to exacerbate the fiscal imbalance, given that the aim of equalization is to achieve equality among the provinces? I'm curious as to whether, in your view, this arrangement ultimately serves to widen the gap, in terms of fiscal imbalance?

Fine then. The Bloc would like a clause 3.1 to be added to the bill to ensure that the benefits of a good education are highly promoted and to make parents aware of the bill's existence, the aim being to avoid having to bring in a second Guaranteed Income Supplement , something from which all eligible persons were not able to benefit.
