Mr. Speaker, in fact, the report also said that Canada was a more concentrated donor than it was previously and thus a more effective one. It also praises Canada for its international aid programs. It untied its aid, which means there is 30% more food getting to the people who need it. It also recognized that we met our commitments. We doubled our international assistance and we doubled our commitment to Africa.
This means we are getting results. It means that 8,000 farmers are now receiving 3% more income for their families in Africa.

Mr. Speaker, Canada is fortunate to have many organizations helping those living in developing countries. As a government agency, we want to ensure that our public funds support effective, sustainable, long-term development results. We are helping governments and medical institutions learn their own way and have their own means to develop nurse training in-country so that it can last for years and years to the benefit of those countries.

Mr. Speaker, our government wants to ensure that those living in poverty are going to have a great future over the long term.
That is why we want to make sure that our aid is effective and is going to make a difference. This means creating employment, making sure that unemployed youth have a great future. It means saving lives of mothers and children. By being focused, targeted and looking for results, we will succeed and we will help those living in poverty.

Mr. Speaker, we want to get results, as I have said.
For example, today there are 8,000 producers, 150 micro and small agricultural enterprises that saw their revenue increase from 20% to 65% in Senegal. In Burkina Faso 173 organizations have used quality technical financial services to help their people come out of poverty.
This is getting more teachers, more kids in school, more vaccines for children. This is getting results.

Mr. Speaker, this government is committed to aid that is focused, effective and delivers results for people on the ground. However, first and foremost, we are accountable to hard-working Canadians whose tax dollars we are spending.
We are building on our successes and lessons learned to provide the best aid for our aid dollars. It is about making a difference. It is about results, and we are delivering those results.

Mr. Speaker, our government is committed to making sure its international assistance is making a difference for those in developing countries.
That is why we are focused on targeting the countries we work in. This is not about organizations. This is about getting more kids in school, more mothers to health clinics, more nutrition, more healthy infants at birth, more text books and more qualified teachers. This is getting results and making a difference.

Mr. Speaker, as I told the member at committee yesterday, we are fortunate to have many reputable NGO communities working around the world, founded in Quebec and based in Quebec.
Our government is not about organizations. Our government is about finding the best organizations to deliver the results we want to see in developing countries. We want to ensure that we are maximizing our aid dollars and we will pick the best organizations to do so.
We are fortunate to have French-speaking NGOs so that we can make them available in the global effort.

Mr. Speaker, as I also told the member yesterday at committee, our government wants to ensure that its development and aid dollars will make a real difference for those who are in need.
It is not about organizations. We will pick the best organizations that can deliver those results effectively and efficiently.
We have a number of good, reputable, experienced NGOs here in Canada and that is why I am very confident that, by also extending our reach, we will enhance the work we can do by gaining the expertise and the advice that the private sector can help with our international--

Mr. Speaker, we remain very concerned about the thousands affected and call for immediate safe and unhindered humanitarian access. Humanitarian groups, however, are now able to provide aid sporadically and under insecure and dangerous conditions in Syria. Today I am announcing that Canada will support their brave efforts so that victims can receive the needed food, medical help and other assistance they require.

Mr. Speaker, my colleague's question is an important question every day of the year, not just on International Women's Day.
Forty per cent of the world's labour force is women but they still earn much less. Forty-three per cent of agricultural workers in the world are women but they only own 10% of the land.
By being targeted, we are ensuring that Canada's development money will be used effectively and will get results. The government is doing that. We are focusing on women entrepreneurs in developing countries, women farmers, as well as the rights and--

Mr. Speaker, we are concerned with the situation in the Sahel region, a region with some of the worst child mortality levels and acute malnutrition. Over 10 million people are facing a perfect storm: high food prices, extreme poverty and year after year of drought. If we do not act now, they will be facing a severe humanitarian crisis in the coming months. That is why I have announced that Canada is taking action now and is the second largest country to support the people in the Sahel region with food, water, nutrition and health care.

Mr. Speaker, our government has been very clear. We want to help improve the health of mothers and children. Our efforts to do so have delivered results, and we have done it effectively.
For example, in Ethiopia, we now have 4,000 new community health workers helping 3 million women and their children. In Mozambique, Canada is providing HIV treatment for 39,000 children and 102 pregnant women. In Tanzania, 24 million children and pregnant women will receive immunization. I could go on and on.

Mr. Speaker, our government has been very clear. We are not opening up the discussion on abortion, but we are improving the health and reducing the mortality of women and children in developing countries.
We have been doing this and we are showing results. There will now be 10,000 citizens in Ghana receiving maternal health services. In India, 1,100 health workers have been trained in 600 villages. That means 280,000 women will receive maternal assistance. In Bangladesh, we—
