Commissioner, I found my colleague Mr. Van Popta's question very poignant. In one notable part of the report, I read about the grievous culture of sexual assault within the Musical Ride. In my childhood, I remember going and being excited about the horses and seeing a significant amount of Canadian pride represented there. That's a massive challenge.
I'd like to give you the opportunity to conclude or to answer Mr. Van Popta's question. Are the measures that have been taken thus far—that you've described in part and that the minister has described other aspects of—enough to restore accountability, give justice to the victims and ensure that Canadians can have pride in the RCMP?

Because we have very limited time within the committee, would it be possible for you to table with the committee some of those documents and some of the recruitment mechanisms that you've referenced? Certainly I'd be very curious to see what that looks like, and I'm sure others on the committee would as well, some of the other measures that you're talking about so that members of the committee could see that.
Frankly, I found it quite astounding that the minister talked quite a bit about the future, and I understand that's certainly the way that policy is effected, but to your knowledge, have there been any terminations resulting from sexual misconduct in the RCMP from the actions outlined in the Bastarache report?

I appreciate the witnesses appearing before committee. It's certainly very interesting what you have presented, and I've had a chance to look at some of your work.
To Dr. Leuprecht, your research suggests that online bravado appears to be a bad predictor of whether or not somebody will be a violent extremist. I don't think you say no link, just that it's not a good metric to use to predict violence. I ask this question in the context of being an elected official and having an online presence. I certainly have been subject to and seen a lot of very extreme content, some of which was directed at me.
Could you expand on that and talk about whether that's an accurate summary of what your research has concluded?

I've been concerned about some of the politicization around this issue that seems to pen some of the ways we describe it into more of a political issue than how law enforcement could actually address this. I wonder if you have any comments on that. I know the time is brief.

Mr. Gurski, what would your expert opinion be on the threshold for determining if something rises to being terrorism? It appears that there's a great deal of overlap between what could be religious extremism, in motivated attacks, for example, against the Jewish community, but those could also be xenophobic IMVE, by this study's definition. Similarly, anarchy is a political system defined by the absence of a government.
How do you differentiate from political extremism when it comes to anti-authority violence, and is there any differentiation between these groups?

I'm curious. One of you mentioned 273 investigations regarding IMVE, if I recall correctly, in your previous testimony. I'm wondering if you have similar numbers to that for politically and religiously motivated instances as well.

I've read that there are some barriers to convicting violent extremists because intelligence cannot easily be entered into the court system. Some conflicts exist with that.
I'll ask the RCMP and CSIS about this. What tools are needed to ensure that the evidence collected and the information that is found can actually be entered, resulting in convictions?

In recent Bill C-59, Conservatives proposed an intelligence-to-evidence legal process to allow intelligence into courts, to help get intelligence into evidence under a judicial review process without revealing sources, which we've heard is a significant challenge.
Would something like that make it easier for prosecutors to pursue convictions of those who would perpetrate terrorism and these violent extremist actions, especially with some of these transnational groups and various other hate entities?

I want to ask again regarding Bill C-59, so probably Mr. Flynn would be the best fit to answer this.
It raised the threshold to apply for terrorism-based reconnaissance warrants and didn't change the legal requirements to have one granted. It essentially made it harder to apply for a warrant against a terrorist, but it's the same as before to get a warrant.
How many warrant applications are the RCMP or CSIS seeking per year under this new system? Do you have numbers for that?

Are there any specific tools that are needed to ensure that law enforcement and investigative authorities have the necessary tools required to accomplish the objectives and mandates that you have?
