Mr. Speaker, if we listen to the parliamentary secretary, we would think that everything is okay. After all, the Conservatives bring in this bill which should have been eight or nine pieces of legislation and then the parliamentary secretary tries to give the impression that there is some sort of consensus of the stakeholders. The reality is that there is nothing close to a consensus from the stakeholders.
We have provinces that are completely offside, that are calling into question this legislation. We have many different stakeholders raising flags and saying that this legislation is fundamentally flawed. We have had the member for Mount Royal make amendments to the legislation, which the government turned down. Then the government recognizes and tries to amend it at third reading and finds out that no, it cannot do it.
Why will the government members not open their minds and recognize that there are fundamental flaws in Bill C-10, and that amendments are necessary? Why will they not recognize the need to send this bill back to committee so it can be properly amended today?
Monsieur le Président, à écouter la secrétaire parlementaire, on penserait que tout va comme sur des roulettes. Après tout, les conservateurs présentent un projet de loi qui aurait dû en être huit ou neuf, puis la secrétaire parlementaire tente de donner l'impression qu'il existe une espèce de consensus parmi les parties intéressées. La vérité, c'est qu'il n'y a rien qui se rapproche de près ou de loin d'un tel consensus.
Il y a des provinces qui n'embarquent pas du tout là-dedans et qui mettent en question la mesure législative. Il y a une multitude d'intervenants qui lancent des signaux d'alarme parce que le projet de loi est profondément boiteux. Il y a le député de Mont-Royal, qui a proposé des amendements; le gouvernement les a rejetés avant de se rendre compte de ses erreurs et de tenter de ramener les amendements à l'étape de la troisième lecture pour alors constater que non, il ne peut pas faire ça.
Pourquoi les députés du gouvernement ne font-ils pas preuve d'un peu d'ouverture d'esprit en reconnaissant que le projet de loi C-10 comporte de graves lacunes et qu'il faut y apporter des amendements? Pourquoi refusent-ils de reconnaître qu'il est nécessaire de renvoyer le projet de loi au comité dès aujourd'hui afin de le faire amender?

Mr. Speaker, I reject the premise of that question from the hon. member. As I stated earlier, very pieces of legislation that have been before this House have been studied as much as this bill and its components. Yes, it is comprehensive legislation that brings together nine bills, but those have been studied, they have had witness testimony, speeches and committee hearings, as I have already pointed out.
As to dialoguing with our provincial and territorial counterparts, this is an ongoing matter. This is something we do continuously. It is disingenuous of the hon. member to suggest that we are not listening.
The Premier of British Columbia has praised the legislation. The Attorneys General for Saskatchewan and Manitoba have come out in praise of it. I quoted some of what the Attorney General for New Brunswick had to say. Not only that, the Attorney General for Saskatchewan publicly stated, “These are reforms we've been asking for. We've been asking the federal government to take action, and we're glad they have”.
Monsieur le Président, je rejette la prémisse de la question du député. Comme je l'ai déjà dit, très peu de projets de loi ayant été présentés à la Chambre ont été aussi analysés que celui-ci et les mesures législatives qu'il comporte. Oui, c'est un projet de loi exhaustif qui en regroupe neuf, mais comme je l'ai déjà souligné, les neuf mesures ont été étudiées et elles ont été l'objet de témoignages, de discours et d'audiences du comité.
Pour ce qui est du dialogue avec nos homologues provinciaux et territoriaux, c'est un dossier en évolution constante. C'est malhonnête de la part du député de laisser entendre que nous ne sommes pas à l'écoute.
La première ministre de la Colombie-Britannique a applaudi le projet de loi. Les procureurs généraux de la Saskatchewan et du Manitoba ont fait de même. J'ai cité des propos de la procureure générale du Nouveau-Brunswick. Non seulement ça, mais le procureur général de la Saskatchewan a dit publiquement: « Ce sont là les réformes que nous réclamions. Nous avons demandé au gouvernement fédéral de passer à l'action, et nous nous réjouissons qu'il l'ait fait. »
