Pursuant to order made Monday, January 25, 2021, the House proceeded to the taking of the deferred recorded division on the motion of Mr. Blanchet (Beloeil—Chambly), seconded by Mr. Therrien (La Prairie), — That the House agree that section 45 of the Constitution Act, 1982, grants Quebec and the provinces exclusive jurisdiction to amend their respective constitutions and acknowledge the will of Quebec to enshrine in its constitution that Quebeckers form a nation, that French is the only official language of Quebec and that it is also the common language of the Quebec nation.
The question was put on the motion and it was agreed to on the following division:

“the House decline to give second reading to Bill C-12, An Act to amend the Constitution Act, 1867 (Democratic representation), because the Bill would unacceptably reduce the political weight of the Quebec nation in the House of Commons and does not set out that Quebec must hold 25 percent of the seats in the House of Commons.”.

Pursuant to Order made Thursday, June 10, 2010, the House proceeded to the taking of the deferred recorded division on the motion of Mr. Paillé (Hochelaga), seconded by Ms. Bonsant (Compton—Stanstead), — That this House denounce the government’s unrelenting efforts to marginalize the Quebec nation, in particular by depriving it of the major economic lever of securities regulation, a matter that is under the exclusive legislative jurisdiction of Quebec and the provinces and for which they have established a harmonized regulatory system recognized for its effectiveness by the OECD and the World Bank, among others, and that it demand, along with Quebec’s National Assembly and the business community in Quebec, that the government immediately withdraw its draft bill.

Mr. Paquette (Joliette), seconded by Ms. Gagnon (Québec), moved, — That this House acknowledge that federalism cannot be renewed, since 20 years after the failure of the Meech Lake Accord, Quebec still does not have the power to choose three justices on the Supreme Court of Canada, or to opt out with compensation from federal programs in its areas of jurisdiction, nor does it have a real veto over constitutional amendments and its status as a nation still has not been recognized in the Canadian Constitution.

The House proceeded to the taking of the deferred recorded division on the amendment of Mr. Laframboise (Argenteuil—Papineau—Mirabel), seconded by Ms. Demers (Laval), — That the motion be amended by deleting all the words after the words “in the House” and substituting the following:
“and call on the government not to enact any legislation that would reduce Quebec’s current representation in the House of Commons of 24.35% of the seats.”.
