Mr. Speaker, my question is for the Prime Minister.
His apology for abuse suffered 70 years ago by Inuit TB patients was appreciated.
Today the rate of TB among Inuit is 290 times that of non-indigenous Canadians, and we know why. A severe shortage of housing creates overcrowding and that is a major cause of TB in Nunavut.
Previously announced funding, although sounding good, does not even provide for two houses per community per year. Will he commit to action today and provide adequate funding to alleviate this severe housing crisis and make a real difference?
Monsieur le Président, ma question s'adresse au premier ministre.
Ses excuses pour la maltraitance subie il y a 70 ans par les patients inuits tuberculeux ont été bien reçues.
Aujourd'hui, la prévalence de la tuberculose chez les Inuits est 290 fois plus élevée que chez les Canadiens non autochtones et nous savons pourquoi. La grave pénurie de logements qui sévit crée une surpopulation, une des principales causes de la présence de la tuberculose au Nunavut.
Le financement annoncé précédemment, même s'il paraît bien, ne permet même pas de construire deux habitations par communauté par année. Le premier ministre peut-il s'engager dès aujourd'hui à agir et à prévoir un financement adéquat pour répondre à cette grave crise du logement et changer les choses?

My question is for the Minister of Families, Children and Social Development. This is in follow-up to my question last week. I do not believe that the minister grasped the severity of Nunavut's housing shortage.
Yes, $240 million has been allocated. It sounds like a lot, but it is over 10 years. That is 48 new houses per year for the entire territory, which is less than two per community. This is a crisis. Overcrowding is contributing to high rates of youth suicide and tuberculosis. No Canadian should live like this.
I ask again, will the minister take immediate action to work with the Government of Nunavut to solve this crisis?

Ma question s'adresse au ministre de la Famille, des Enfants et du Développement social. Elle se rapporte à une question que j'ai posée la semaine dernière. Je ne crois pas que le ministre ait saisi la gravité de la pénurie de logements au Nunavut.
Oui, 240 millions de dollars ont été octroyés. Cela peut sembler beaucoup, mais il s'agit d'une allocation sur 10 ans. Cette somme représente la construction de 48 maisons par année pour l'ensemble du territoire, soit moins de 2 maisons par communauté. La situation est critique. Les logements surpeuplés contribuent au taux de suicide élevé chez les jeunes et à la prévalence de la tuberculose. Aucun Canadien ne devrait vivre dans de telles conditions.
Je vais le demander de nouveau: le ministre peut-il agir immédiatement afin de collaborer avec le gouvernement du Nunavut pour régler cette crise?

Mr. Speaker, my question is for the Minister of Families, Children and Social Development.
Canadians would be horrified and embarrassed to see the third world conditions that many people in Nunavut are living in. Our housing shortage has reached a crisis point. Overcrowding is contributing to high rates of youth suicide and tuberculosis. The housing allocation in the last budget does not even begin to address the current crisis or meet the annual labour force growth.
Will the minister immediately increase funding to alleviate this crisis and work with the Government of Nunavut on an appropriate allocation for the 2019 budget?

Si les Canadiens voyaient dans quelles conditions vivent plusieurs résidants du Nunavut, ils en seraient horrifiés et embarrassés. La pénurie de logements a atteint les proportions d'une véritable crise. Les logements surpeuplés sont l'une des causes des taux élevés de suicides et de tuberculose. La somme prévue pour le logement dans le dernier budget est loin d'être suffisante pour calmer la crise ou même pour suivre la croissance annuelle de la main-d'oeuvre.
Le ministre augmentera-t-il immédiatement le financement afin de remédier à cette crise, et collaborera-t-il avec le gouvernement du Nunavut afin d'inclure une allocation appropriée dans le budget de 2019?
