Mr. Speaker, I am pleased to present a supplementary report to the report from the Standing Committee on Government Operations and Estimates.
This supplementary report is the result of an unwillingness by the Liberal-NDP coalition to take firm action to rein in the outrageous spending by the Office of the Governor General, which demonstrates a callous disrespect for Canadian taxpayers through lavish spending on catering and clothing. It is timely given the news today that the Office of the Governor General has spent $117,000 in dry cleaning since 2018. This should not be allowed to continue, let alone softly approved by a lack of action to end it.
The trust of Canadians must be restored in the role of the Governor General. The best way to do that is to take strong measures to address this overspending at the expense of Canadian taxpayers. That is why Conservatives are recommending the following: reforming the Governor General's pension to match the pension of an MP, as former governors general receive a pension of roughly $150,000 per year regardless of the length of time in office; ending the clothing allowance; ending the expense account for former governors general; and legislating a requirement for the Office of the Governor General to publish on its website an annual report on its activities, including its financial statements, similar to that of the Office of the Official Secretary to the Governor-General of Australia.
The government must act to restore Canadians' trust in the institution of the Office of the Governor General.
Monsieur le Président, j'ai le plaisir de présenter un rapport complémentaire au rapport du Comité permanent des opérations gouvernementales et des prévisions budgétaires.
Ce rapport complémentaire est nécessaire en raison du manque de volonté de la part de la coalition néo‑démocrate—libérale de prendre des mesures fermes pour freiner les dépenses outrancières du Bureau de la gouverneure générale, qui manque cruellement de respect envers les contribuables canadiens en dépensant de manière inconsidérée dans les services de traiteur et les vêtements. Le moment est très approprié, car les médias nous ont appris aujourd'hui que le Bureau de la gouverneure générale a dépensé 117 000 $ en services de nettoyage à sec depuis 2018. Il ne faut pas laisser cette situation perdurer, et encore moins l'approuver en douce en omettant d'agir pour y mettre fin.
Il faut rétablir la confiance des Canadiens envers le rôle du gouverneur général. La meilleure façon d'y parvenir est de prendre des mesures strictes pour mettre fin à ces dépenses excessives aux frais des contribuables canadiens. C'est pourquoi les conservateurs recommandent les mesures suivantes: réduire la pension du gouverneur général pour qu'elle corresponde à celle d'un député, car les anciens gouverneurs généraux reçoivent une pension d'environ 150 000 $ par année, peu importe la durée de leur mandat; mettre fin à l'allocation vestimentaire; supprimer l’allocation de dépenses des anciens gouverneurs généraux; et enchâsser dans la loi l'obligation pour le Bureau du gouverneur général de publier sur son site Web un rapport annuel de ses activités, en y incluant ses états financiers, comme le fait le Bureau du secrétaire officiel du gouverneur général de l'Australie.
Le gouvernement doit agir pour restaurer la confiance des Canadiens envers le Bureau du gouverneur général.

Madam Speaker, in the vein of reasonableness, I have a question for my colleague. I will agree with my friend from Calgary Centre that that was probably one of our Liberal colleague's best speeches. However, I do not think we have decreased the size of the public service. I think it has gone up by about 30%. Also, third party contracts have gone up by 30% to 35%.
With the public service being increased and the number of third party contracts being increased for consulting, does he believe Canadians are getting fair value for their dollar? If they are paying more, are they getting better services?
Madame la Présidente, puisqu'il a été question d'idées raisonnables, j'aurais une question pour mon collègue. Je crois, comme le député de Calgary-Centre, que notre collègue libéral vient probablement de prononcer l'un de ses meilleurs discours. Cela dit, je crois que la taille de la fonction publique n'a pas diminué, mais qu'elle a plutôt augmenté d'environ 30 %. De plus, les contrats passés avec des tiers ont aussi augmenté de 30 % à 35 %.
Puisque la taille de la fonction publique et le nombre de contrats passés avec des consultants ont augmenté tous les deux, le député croit-il que les Canadiens en ont pour leur argent? Si tout cela leur coûte plus cher, reçoivent-ils de meilleurs services?
