Mr. Speaker, despite evidence on the misuse of international aid by Hamas, Canada recently pledged $16.2 million to non-profit organizations in the region, including $10 million to the UN Relief and Works Agency, UNRWA, for its Palestinian programs.
How can Canada fund UNRWA when one of its own employees held an Israeli citizen hostage in Gaza? Hamas uses UNRWA buildings to launch rocket attacks. Over 100 Hamas terrorists attended UNRWA schools that teach anti-Semitism and Israel's elimination.
Will Canada review its UNRWA funding and suspend it if the agency is found to be in non-compliance with UN operational standards?
Monsieur le Président, malgré des preuves voulant que le Hamas utilise l'aide internationale à mauvais escient, le Canada s'est récemment engagé à verser 16,2 millions de dollars à des organismes à but non lucratif de la région, dont 10 millions de dollars à l'Office de secours et de travaux des Nations unies, ou UNRWA, pour ses programmes en Palestine.
Comment le Canada peut-il financer l'UNRWA alors qu'un de ses employés a retenu un Israélien en otage à Gaza? Le Hamas utilise les bâtiments de l'UNRWA pour lancer des attaques à la roquette. Plus de 100 terroristes du Hamas ont fréquenté des écoles de l'UNRWA où on enseigne l'antisémitisme et l'élimination d'Israël.
Le Canada va-t-il réexaminer son financement de l'UNRWA et le suspendre si on découvre que l'office ne respecte pas les normes opérationnelles des Nations unies?

Mr. Speaker, this Liberal government suffers from amnesia. It has forgotten its election promise to Toronto to help the city with its deficit, and it has forgotten the 1951 UN Convention relating to the Status of Refugees, of which Canada is a signatory with obligations to support the refugees we accept.
Under the resettlement assistance program, the government is supposed to help refugees get essential services and support for basic needs. Given last summer's debacle as refugees and asylum seekers slept on the streets, could the minister confirm that the government will provide Toronto with financial support to avoid a repeat, or does the government want to see refugees sleep in the snow?
Monsieur le Président, ce gouvernement libéral souffre d'amnésie. Il a oublié sa promesse électorale d'aider Toronto à combler son déficit. Il a également oublié la Convention de 1951 relative au statut des réfugiés des Nations unies, dont le Canada est signataire, qui l'oblige à aider les réfugiés qu'il accepte.
Dans le cadre du programme d'aide à la réinstallation, le gouvernement est censé aider les réfugiés à obtenir des services essentiels et de l'aide pour subvenir à leurs besoins fondamentaux. Compte tenu de la débâcle de l'été dernier, alors que les réfugiés et les demandeurs d'asile dormaient dans la rue, le ministre pourrait-il confirmer que le gouvernement fournira à Toronto un soutien financier pour éviter qu'une telle situation ne se reproduise, ou est-ce que le gouvernement souhaite voir les réfugiés dormir dans la neige?

Mr. Speaker, I met with Afghan refugees who have been stranded in Poland since August of 2021. These people put their trust in Canada to give them a safe haven. Poland has done all it can. These refugees will soon be penniless and homeless. Some analysts suggest that the Afghan refugee program has been de facto shut down and that Canada has abandoned them.
What does this failure tell the world about Canada's commitment to those who stood shoulder to shoulder with us? Their lives are not those of pawns. Will they be brought to Canada now, or will the minister admit that people were mislead?
Monsieur le Président, j'ai rencontré des réfugiés afghans qui sont coincés en Pologne depuis août 2021. Ces gens comptent sur le Canada pour y trouver refuge. La Pologne a fait tout ce qu'elle pouvait. Ces réfugiés se retrouveront bientôt sans argent et sans toit. Certains analystes laissent entendre que le programme d'accueil des réfugiés afghans est, de facto, terminé et que le Canada les a abandonnés.
Quel message un tel échec envoie-t-il au reste du monde à propos des engagements du Canada envers ceux qui nous ont épaulés? Ce ne sont pas des pions. Va-t-on les faire venir rapidement au Canada, ou le ministre admettra-t-il que ces gens ont été induits en erreur?

Mr. Speaker, last week I met with Ilya and Liudmyla in my constituency office. They will soon be Canadian citizens and are excited to begin the next chapter of their lives. However, Liudmyla also told me that she is worried about her mom and her family, who are living in bomb shelters. In Ukraine, others are in long lines of refugees at the Polish border. Over 115,000 refugees are heading for safety in Poland. Thousands are also going to Romania and any EU country offering sanctuary. However, resources are being stretched to the brink.
Can the Minister of Foreign Affairs inform the House if Canada will provide assistance to countries opening their borders to the Ukrainian exodus?
Monsieur le Président, la semaine dernière, j’ai rencontré Ilya et Liudmyla à mon bureau de circonscription. Elles recevront bientôt la citoyenneté canadienne et elles sont enthousiastes à l’idée d’entamer ce nouveau chapitre de leur vie. Toutefois, Liudmyla m’a aussi dit qu’elle était inquiète pour sa mère et sa famille qui vivent en ce moment dans des abris anti-bombes. En Ukraine, il y a aussi de longues files de réfugiés à la frontière polonaise. Plus de 115 000 réfugiés cherchent à se mettre à l’abri en Pologne. Des milliers se dirigent vers la Roumanie et d’autres pays européens qui leur accordent l’asile. Malheureusement, ces pays sont sur le point de manquer de ressources.
La ministre des Affaires étrangères peut-elle dire à la Chambre si le Canada viendra en aide aux pays qui ouvrent leurs frontières aux réfugiés ukrainiens en exode?
