Mr. Speaker, I rise on a point of order.
I want to beg your indulgence, because I know there is normally not debate on motions. I just want to make sure something is very clear, because this morning I raised a point of order on the admissibility of the motion, and Conservatives will agree to this motion as long as the Chair views it as the scheduling of debate and as long as it will in no way prejudice your ruling on the admissibility of Motion No. 2.
Because the phrase “notwithstanding any Standing Order or usual practice of the House” is in this motion, I just want to make sure the Chair views this very clearly as a scheduling motion and not as something that would touch in any way on the point of order I raised earlier today.
Monsieur le Président, j'invoque le Règlement.
J'implore votre indulgence parce que je sais que, d'habitude, les motions ne font pas l'objet d'un débat. Or, ce matin, j'ai invoqué le Règlement pour déterminer la recevabilité de la motion n
o
2. Je tiens à préciser très clairement que les conservateurs accepteront la motion présentée par la députée à condition que la présidence la considère comme établissant l'ordre des travaux et qu'elle ne nuise d'aucune façon à sa décision sur la recevabilité de la motion n
o

Étant donné qu'on trouve dans la motion les mots « nonobstant tout article du Règlement […] ou usage habituel de la Chambre », je veux seulement m'assurer que la présidence considère cela très clairement comme une motion établissant l'ordre des travaux, et non pas comme quelque chose ayant une incidence sur le recours au Règlement que j'ai soulevé plus tôt aujourd'hui.
