Uqaqtittiji, I would like to remind the member that the bill speaks to requiring the national council for reconciliation to have a minimum of nine members and a maximum of 13. Just because it names four organizations does not mean it excludes others from becoming board members.
Does the member agree that there is nothing in this legislation stating that CAP shall not be a member of the national council for reconciliation?

Ce n'est pas parce qu'on y nomme quatre organismes que d'autres qui ne sont pas nommés ne peuvent pas devenir membres du conseil d'administration.
Le député convient-il que rien dans le projet de loi n’indique que le Conseil des peuples autochtones ne sera pas membre du Conseil national de réconciliation?

Uqaqtittiji, I am going to ask the member a similar question to what I asked a previous Conservative member, because she spoke to it as well. She mentioned that, by CAP not being mentioned as one of the board members, it is being prevented from being a voice in this board. However, I give the same reminder that the national council for reconciliation will have a minimum of nine members and a maximum of 13, so in addition to the four, there are going to be several other board members that can be on this national council for reconciliation.
Can the member tell us where she sees, in the bill, that CAP is being prevented from being on this board?
Uqaqtittiji, je vais poser à la députée une question semblable à celle que j'ai posée à un de ses collègues conservateurs, car elle a soulevé le même point. Elle a dit que, puisque le Congrès des peuples autochtones ne fait pas partie du conseil d'administration, il n'a pas voix au chapitre. Tout comme je l'ai fait plus tôt, je lui rappelle que le Conseil national de réconciliation sera formé d'au moins 9 membres et d'au plus 13 membres. Donc, en plus des quatre membres, plusieurs autres pourront faire partie du Conseil national de réconciliation.
La députée peut-elle nous dire à quel endroit, dans le projet de loi, il est indiqué que le Congrès des peuples autochtones ne peut pas faire partie du conseil d'administration?

Uqaqtittiji, the hon. minister started his speech by saying that the Liberal government is listening to indigenous peoples and their calls to action.
Seven years ago, it promised sunny ways and an improved relationship with indigenous peoples. If it has been listening, why did it take seven years for the Liberal government to introduce this table?

Uqaqtittiji, I am quite concerned about some of the Conservative responses when they say they will listen to first nations. When the Conservatives were in government, they were the ones who cut funds to the Aboriginal Healing Foundation, which was very important for healing between first nations, Métis and Inuit. Even though they were told not to cut the program, they did.
Therefore I will ask the member this: Is this how the Conservative Party describes “listening” when it comes to making to cuts? How do the Conservatives actually listen when it comes first nations, Métis and Inuit and ensuring the well-being of our societies in Canada?
Uqaqtittiji, je suis assez inquiète de certaines réponses des conservateurs lorsqu'ils disent qu'ils écouteront les Premières Nations. Lorsque les conservateurs formaient le gouvernement, ce sont eux qui ont éliminé le financement de la Fondation autochtone de guérison, qui était très importante pour la guérison parmi les Premières Nations, les Métis et les Inuits. Même si on leur avait dit de ne pas sabrer ce programme, ils l'ont fait.
Par conséquent, je pose la question suivante au député: est-ce l'idée que se fait le Parti conservateur de « l'écoute » lorsqu'il s'agit de faire des compressions? En quoi les conservateurs sont-ils réellement à l'écoute lorsqu'il s'agit des Premières Nations, des Métis et des Inuits? Lorsqu'il faut veiller au bien-être des sociétés peuplant le Canada?

Uqaqtittiji, the NDP believes that immigration makes Canada stronger, so we support this motion.
I will read a quote by the premier of Nunavut on immigration. He said, “We do want to welcome new workers to Nunavut, but our immense housing shortage is the biggest obstacle we face today.”
In an effort to have Nunavut welcome immigrants, will the member support increasing investments in housing so it can do the same as other provinces and territories?

Je vais vous lire une citation du premier ministre du Nunavut sur l'immigration. Il a dit: « Nous voulons effectivement accueillir de nouveaux travailleurs au Nunavut, mais notre immense pénurie de logements est le plus grand obstacle auquel nous sommes confrontés aujourd'hui. »

Uqaqtittiji, I do not normally like to ask questions with respect to other parties. However, I feel compelled to do so in this case. The previous member misstated a fact about the way I voted instead of answering my question on the need for increased investments so that all provinces and territories, including Quebec, could do better to make sure immigrants get the help they deserve. For example, Nunavut wants to welcome more immigrants, but it is unable to do so because of the overcrowded housing situation that exists in all the communities.
What does the member think about this kind of response and what the Liberals always attempt to do, which is to underinvest in any major social issues?
Uqaqtittiji, en règle générale, je préfère ne pas poser de question sur d'autres partis. Je me sens toutefois obligée de le faire dans ce cas-ci. Le député précédent a donné une information inexacte sur la façon dont j'ai voté au lieu de répondre à ma question sur la nécessité d'augmenter les investissements pour que l'ensemble des provinces et des territoires, y compris le Québec, puissent en faire davantage afin que les immigrants reçoivent l'aide qu'ils méritent. Par exemple, le Nunavut veut accueillir plus d'immigrants, mais il ne peut pas le faire en raison du surpeuplement des logements partout sur son territoire.
Que pense le député de ce genre de réponse et de ce que les libéraux tentent toujours de faire, soit de sous-investir dans tous les grands enjeux sociaux?

Uqaqtittiji, I rise on a point of order in response to the erroneous comment made by the member for Kings—Hants when, in response to my question, he said, “I noticed that she voted against the fall economic statement and the measures that actually contain the housing that was put to Nunavut just recently.”
I abstained on the ways and means vote because this government has and continues to fail Inuit and indigenous communities. The housing crisis and all the consequential impacts of overcrowding continues among my territory.
For the record, I abstained. I did not vote against as the member indicated. I ask that the member apologize.

En réponse à ma question, il a dit: « J'ai remarqué qu'elle a voté contre l'énoncé économique de l'automne et les mesures qui prévoient justement la création des logements pour le Nunavut qui ont été annoncés tout récemment. »
Je me suis abstenue de voter sur la motion des voies et moyens parce que le gouvernement continue de laisser tomber les communautés inuites et autochtones. La crise du logement se poursuit dans mon territoire, où se manifestent les innombrables conséquences du surpeuplement.
Je tiens à préciser que je me suis abstenue. Contrairement à ce que le député a indiqué, je n'ai pas voté contre la motion. Je lui demande donc de s'excuser.

Uqaqtittiji, I enjoy the hon. member's chairmanship at the indigenous and northern affairs committee very much. I know that he answered this question a little. I also want to thank the member for including indigenous artists like Kenojuak Ashevak in his statement and for noting the importance of ensuring that indigenous peoples are laureates as well.
I wonder, in addition to what was just asked, in terms of alternating laureates, if we are making sure that indigenous artists are at the forefront of those selections and those rotations.

Je tiens également à remercier le député d'avoir inclus des artistes autochtones comme Kenojuak Ashevak dans son intervention et d'avoir souligné l'importance de veiller à ce que des Autochtones soient aussi nommés artistes officiels.
Outre la question qui vient d'être discutée en ce qui concerne l'alternance des titulaires, je me demande si nous veillons à ce que les artistes autochtones soient au premier plan quand vient le temps de faire un choix et d'alterner.

Uqaqtittiji, the Liberals are skirting their responsibility by underfunding the non-insured health benefits that provide dental care, eye care, mental health and medical travel for Nunavummiut. Their actions are forcing Nunavut to divert funds to this program instead of to their own health priorities. The Liberals need to step up. Their failure to live up to their responsibilities to Nunavut is unacceptable.
Will the Prime Minister commit to his obligations to ensure that Nunavummiut have the health care they are owed?
Uqaqtittiji, les libéraux se dérobent à leur responsabilité en sous-finançant les services de santé non assurés qui fournissent des soins dentaires, des soins oculaires, des soins en santé mentale et du transport médical aux Nunavummiuts. Uqaqtittiji, the NDP, I think, are quite well-known for trying to work with all parties to get things done, and we did try to work with the Conservative Party on this motion.
Why did the Conservatives vote against our amendments, for example, requiring auto manufacturers to improve security features in the cars they sell, and secondly, to put in place tough, new measures to crack down on organized crime and money laundering linked to auto thefts?
Uqaqtittiji, le NPD, selon moi, est bien connu pour essayer de travailler avec tous les partis afin de faire avancer les choses, et nous avons essayé de travailler avec le Parti conservateur sur la motion à l'étude.
Pourquoi les conservateurs ont-ils rejeté nos amendements visant, par exemple, à ce que l'on exige des constructeurs automobiles qu'ils améliorent les dispositifs de sécurité des voitures qu'ils vendent, et aussi à ce que de nouvelles mesures sévères soient mises en place pour lutter contre le crime organisé et le blanchiment d'argent liés aux vols de voitures?

Uqaqtittiji, as I listen to the interventions and think back to the effectiveness of the NDP in this 44th Parliament, I think about, for example, what the MP for Vancouver East and I have done in securing $4 billion over seven years for urban, rural and northern housing. I think about the member of Parliament for Winnipeg Centre who got unanimous consent by all of Parliament that residential schools are a form of genocide.
Having said that, I am struck by the fact that there are 24 Liberal MPs who represent Toronto and the general area of Toronto alone. What I am asking is this: Why have they failed to take action to stop criminals from stealing cars?
Uqaqtittiji, en écoutant les interventions de mes collègues, je repense à l'efficacité dont a fait preuve le NPD au cours de la présente législature. Je pense par exemple au travail que j'ai effectué avec la députée de Vancouver-Est afin de débloquer 4 milliards de dollars sur sept ans pour des logements en milieu urbain, rural et nordique. Je pense également à la motion de la députée de Winnipeg-Centre qui a été adoptée à l'unanimité et qui déclare que les pensionnats autochtones ont constitué une forme de génocide.
Cela dit, je pense au total remarquable de 24 députés libéraux qui représentent la grande région métropolitaine de Toronto. Ma question est donc la suivante: pourquoi tous ces députés ont-ils échoué à prendre des mesures pour empêcher les vols de véhicules?

Uqaqtittiji, I would indeed like to rise on that same point of order because I am quite offended that I am being told that I might not be smart enough or might not have the level of information that I need to be able to ask smart questions. I did point to the effectiveness of what the NDP has done and pointed to the difference between that and what the Liberals have not done. The member did not answer my question in this manner.
Uqaqtittiji, je voudrais effectivement intervenir sur le même recours au Règlement. Je trouve très insultant qu'on me dise que je ne serais peut-être pas assez intelligente ou que je n'aurais pas l'information nécessaire pour poser des questions avisées. J'ai parlé de l'efficacité du NPD, puis j'ai souligné l'écart entre ce que les néo-démocrates ont fait et ce que les libéraux n'ont pas fait. Le député n'a pas répondu à ma question.

Uqaqtittiji, I always appreciate what the member has to share. I also appreciate that he did list some of the court case settlements. However, I want to ask about source water protection and who has the authority. I know that there have been discussions about whether first nations should have the authority to discuss source water, be it municipal, provincial or federal.
I wonder if he could share his thoughts on what this would mean and why it should be discussed in committee.
Uqaqtittiji, je sais toujours gré au député de ses commentaires. Je le remercie aussi d'avoir fait mention de certains règlements judiciaires à l'amiable. Cependant, je veux poser une question sur la protection des sources d'eau et sur le pouvoir en la matière. Je sais qu'il y a eu des discussions quant à savoir si les Premières Nations devraient avoir le pouvoir de tenir des discussions sur les sources d'eau, qu'elles soient municipales, provinciales ou fédérales.
Je me demande si le député pourrait nous dire ce qu'il pense que cela signifie et pourquoi la question devrait être discutée en comité.

Uqaqtittiji, a lot of the thoughts the member shared are quite similar to what I have analyzed as well.
I would like to hear from the member what his thoughts are on the current Liberal government's attitude toward indigenous peoples, and what it means that it introduced this bill that would not meet international human rights laws.
