Thank you, Madam Chair.
I'm here today to express my objections to the Federal Electoral Boundaries Commission for Ontario's proposal regarding the Don Valley North riding.
The commission proposed to move the riding's eastern boundary from Victoria Park Avenue westward to Highway 404, which would remove the neighbourhood of Pleasant View and parts of Henry Farm and Hillcrest Village from Don Valley North.
The proposal would instead incorporate these North York communities into Scarborough—Agincourt and result in an electoral district that would be 84% in Scarborough. The commission also proposed to include the neighbourhoods north of York Mills Road between Yonge Street, Highway 401 and Don River.
In my letter to the committee, I raised three main concerns regarding the commission's proposals, but for the purpose of this discussion I would like to focus on two.
First, I believe the commission failed to adequately apply its own standards with regard to how it drew boundaries respecting Scarborough versus North York. While the commission sought to respect the historical significance of the former city of Scarborough and took efforts to accommodate this reality, I believe it failed to do the same for the former city of North York.
The commission acknowledges in its report the importance of recognizing and considering communities of identity, as well as historic patterns that determine boundaries, but failed to do so in the case of North York. The commission rightfully acknowledged Victoria Park Avenue as a very important landmark for the residents of Scarborough; however, the commission has failed to adequately recognize that this is also a very important landmark for the residents of North York.
North York was its own municipality prior to the amalgamation of the city of Toronto and for many decades the residents east of Highway 404 and west of Victoria Park have been residents of North York—in fact, for over 100 years. If the commission is prepared to consider the importance of community of identity and historic patterns with regard to Scarborough, it must do the same for North York.
The second major concern I would like to raise has to do with an issue that this committee has heard much about already. That is the significant changes between the first proposal and the report that was tabled in the House.
I know this committee has heard these concerns raised by other members, and I believe the fact that other members have expressed this concern highlights its significance. These changes presented in the commission's final report vary so significantly from the original proposal that I believe they would have warranted providing opportunities for community feedback and further consultation.
I believe that there is more work to be done regarding this proposal that has been tabled. I'm hopeful that these objections will be thoughtfully considered.

Je suis ici aujourd'hui pour exprimer mes objections à la proposition de la Commission de délimitation des circonscriptions électorales fédérales pour l'Ontario concernant la circonscription de Don Valley-Nord.
La Commission a proposé de déplacer la limite est de la circonscription de l'avenue Victoria Park vers l'ouest jusqu'à l'autoroute 404, ce qui retirerait le quartier de Pleasant View et certaines parties de Henry Farm et de Hillcrest Village de Don Valley-Nord.
La proposition vise plutôt à intégrer ces collectivités de North York dans Scarborough—Agincourt et à créer une circonscription électorale qui serait constituée à 84 % par la ville de Scarborough. La Commission a également proposé d'inclure les quartiers situés au nord du chemin York Mills, entre la rue Yonge, l'autoroute 401 et Don River.
Dans ma lettre au Comité, j'ai soulevé trois grandes préoccupations au sujet des propositions de la Commission, mais aux fins de la discussion, j'aimerais me concentrer sur deux d'entre elles.
Tout d'abord, je crois que la Commission n'a pas appliqué adéquatement ses propres normes en ce qui concerne la façon dont elle a tracé les limites entre Scarborough et North York. Bien que la Commission ait cherché à respecter l'importance historique de l'ancienne ville de Scarborough et qu'elle ait fait des efforts pour tenir compte de cette réalité, je crois qu'elle n'a pas fait la même chose pour l'ancienne ville de North York.
La Commission souligne dans son rapport l'importance de reconnaître les communautés identitaires et de les prendre en compte, ainsi que les schémas historiques qui déterminent les limites, mais elle ne l'a pas fait dans le cas de North York. La Commission a reconnu, à juste titre, que l'avenue Victoria Park était un point d'intérêt très important pour les habitants de Scarborough. Toutefois, elle n'a pas su reconnaître qu'il s'agissait également d'un point d'intérêt très important pour les habitants de North York.
North York était une municipalité à part entière avant la fusion de la ville de Toronto, et cela fait des décennies que les résidents à l'est de l'autoroute 404 et à l'ouest de Victoria Park vivent à North York; depuis plus de 100 ans en fait. Si la Commission est prête à tenir compte de l'importance des communautés identitaires et des tendances historiques en ce qui concerne Scarborough, elle doit faire la même chose pour North York.
La deuxième grande préoccupation que j'aimerais soulever concerne une question dont le Comité a déjà beaucoup entendu parler. Il s'agit des changements importants qui sont survenus entre la première proposition et le rapport qui a été déposé à la Chambre.
Je sais que le Comité a entendu les préoccupations soulevées par d'autres députés, et je crois que le fait que ces personnes les aient exprimées en souligne l'importance. Les changements compris dans le rapport final de la Commission se démarquent tellement de la proposition initiale qu'ils auraient justifié, à mon avis, de permettre aux collectivités de formuler des commentaires et de tenir d'autres consultations.
Je crois qu'il y a encore du travail à faire concernant la proposition qui a été déposée. J'espère que ces objections seront examinées attentivement.
