Mr. Speaker, Privacy Commissioner Daniel Therrien is raising serious alarm bells that Bill C-11 would undermine the fundamental privacy rights of Canadians. As a case in point, Clearview AI broke Canadian law when it took millions of photos of Canadians without their consent for its controversial facial recognition technology. The Privacy Commissioner is saying that Bill C-11 would actually protect the interests of companies like Clearview over the rights of Canadians.
Why are the Liberals using Bill C-11 to rewrite the privacy laws and stack the deck in favour of corporate outliers such as Clearview over protecting the rights of Canadian citizens?

Mr. Speaker, recently it was announced that 800,000 taxpayers had been locked out of their CRA My Account because their account information had been obtained by unauthorized third parties. That is close to one million Canadians who have been locked out of their accounts, many of whom rely on it to apply for their emergency benefits or file their taxes.
While the CRA has suggested this is just precautionary, it should never have happened. Will the minister ensure that Canadians are not paying the price for CRA's recklessness and make sure this never happens again?

Mr. Speaker, the protection of Canadians' privacy is a priority for the Canada Revenue Agency. Those affected will receive a notice from the CRA indicating that they need to reset their username and password in the My CRA Account section. The CRA took this proactive measure for security reasons.
I want to be clear. The CRA's systems were not breached.

Mr. Speaker, the government can only work effectively if it has the trust of Canadians. That trust, however, is eroding.
To access benefits, Canadians have to provide their personal information online. However, according to cybersecurity experts, the government is not doing an adequate job protecting that information. The CRA has now closed down 800,000 accounts because hackers are gaining access.
My question is simple. What is the government doing to beef up security measures to make sure bad actors are not accessing Canadians' personal information and using it against them?

Mr. Speaker, clearly my colleague reads only the headlines and not the articles.
The protection of taxpayers' information is a priority for our government. For that reason, the Canada Revenue Agency has revoked user names and passwords in order to prevent identity theft. The agency acted before the data was compromised.
I would like to thank CRA employees for their excellent preventative work and invite my colleague to become better informed and read newspaper articles in their entirety before spreading information that is wrong. Her constituents deserve better.

Mr. Speaker, I have a document that shows the Chinese Communist Party is at the heart of Canada's visa application centre in China. The subcontractor doing this work is a company owned by the Beijing Municipal Public Security Bureau. Under Chinese regulations, the chair of the company is the same person as the party's secretary, and the general manager is the deputy secretary. They must execute the will of the party in performing their duties and swear an oath to never betray the party.
If the Prime Minister does not think a Chinese state-owned company should supply X-ray machines for embassies, why should we trust the Chinese Communist Party to run and operate Canada's visa application centres in China?

Mr. Speaker, I can confirm that all third party contractors undergo rigorous screening. Officials regularly carry out inspections and audits to ensure compliance with Canada's privacy standards, most recently in December of last year.
A number of countries also use the same local provider, including a number of Five Eyes allies. We will, every step of the way, continue to ensure the safety and the integrity of our visa application system.

Mr. Speaker, the Beijing visa office is being run by a company owned by Chinese police, and the Liberal government does not seem concerned. The government and VFS Global say that people's information is protected from the entry point onward.
People are entering information into those computers physically. How can the data processed by that centre be considered secure when it is being inputted by people hired by a Beijing police-owned company?

However, Mr. Speaker, it was reported by The Globe and Mail that members of the Chinese Communist Party work in the visa office. State-owned companies with a specific number of party members have to follow rules that allow the Communist Party to influence management. This is extremely concerning.
Why is the Prime Minister willing to risk having our visa office influenced by the Chinese Communist Party?

Madam Speaker, earlier this week, the CRA suspended 100,000 taxpayer accounts after learning that their log-in credentials were found on the dark web. Individuals were informed that in order to unlock their accounts, they would have to contact the CRA. However, as many Canadians have found during this pandemic, it is very difficult to get hold of the CRA.
This is a challenging problem for many people as they are depending on their pandemic benefits as well as filing their tax returns to the CRA. What is the minister going to do to ensure that Canadians are not harmed by CRA's actions?

Madam Speaker, the protection of Canadians' personal information is a priority for the CRA. Individuals signed up for My Account alerts may receive a notification from the CRA indicating that their email address has been removed from their account. This step is taken proactively by the CRA as a security precaution. Let me be clear that there was no breach of CRA systems. Those affected by this measure can expect a letter by mail with instructions on how to unlock their accounts in the coming days.

Madam Speaker, with respect, that is not good enough, as 100,000 Canadians have had their information put onto the dark web. Yes, it was not through the CRA but through others; however, a chain is only as strong as its weakest link.
The CRA has been breached twice now within the last year. What will the minister do to keep Canadians' information safe?

Madam Speaker, as I stated a second ago, the CRA's top priority is to protect the privacy and data of all Canadians and all information contained within the CRA systems. There has been no breach to the CRA data of any personal information of Canadians. We will continue to work with all Canadians so they can access their accounts again in a safe and secure manner.

Mr. Speaker, a troubling report revealed that Canada’s visa application centre in Beijing is operated by a subcontractor owned by Chinese police forces. Canadians are concerned that sensitive and confidential information will fall into the hands of the Chinese Communist Party, one that is committing Uighur genocide and detaining the two Michaels. This brings into question the integrity of our visa application process.
I am baffled. Why does the government think it is acceptable for a company with ties to the Chinese government to be running our visa office?

Mr. Speaker, it is obvious to Canadians that a company with ties to the Chinese government should not be operating our visa application centre. Last night at committee, a former Hong Kong legislator, Nathan Law, who has experienced first-hand the brutality of the Chinese regime, and former Canadian diplomat to China, Charles Burton, called for an end to the contract.
Given the contract's troubling connections to the Chinese government, will the minister end the contract, yes or no?

Mr. Speaker, the EU's general data protection regulation mandates that all business activities by Huawei meet its requirements. This allowed it to rule that Huawei was in breach of a European privacy law when it failed to comply with the request to provide the data it kept on EU citizens.
I ask the minister to be clear. Will Canada's Personal Information Protection and Electronic Documents Act take similar steps to identify companies that are deemed a security threat and take coercive action if needed?
