Mr. Speaker, some time ago, there was a fairly entertaining exchange with the Prime Minister about the Liberal Party's difficulties and its need for the wage subsidy.
Yesterday, in committee, a Liberal member indicated that the Liberal Party is indeed in trouble. I believe it. Finances are likely not the reason, but I think this is true because the Prime Minister is too busy dealing with matters that have nothing to do with managing the Canadian government.
Could we start by not giving the wage subsidy to the Liberal Party?

Mr. Speaker, they cannot buy their way out of a crisis, and just because they are spending a lot does not mean they are spending wisely.
The Prime Minister is obviously busy, very busy, probably much too busy with many other things to manage the COVID-19 crisis.
Without making assumptions about the result of the investigations, exchanges, discussions and committees, should he not temporarily, because his mind is on other things, let the Deputy Prime Minister stand in for him?

Mr. Speaker, the more we learn about the WE organization, the worse it looks. At first, we were told it would get $19 million to administer a program and distribute money to volunteers. Then we found out that it was actually $43 million. After that, we were told the organization had experts who were the only ones capable of administering this program. We are now learning that WE Charity is actually in a precarious financial position. According to Volunteer Canada, WE Charity employees have no experience managing volunteers. According to Charity Intelligence Canada, the people at WE Charity are bad managers.
Is it possible that the only thing the WE organization had going for it was giving Trudeau family members contracts worth over $250,000?

Mr. Speaker, the Prime Minister's apologies are wearing a little thin. He is responsible and accountable for his government's decisions. He was the one to trumpet the creation of that program. He was fully aware at the time of his family's ties to the WE Charity. He just hoped that no one else would catch on. Any way you look at it, it is quite simply indefensible from an ethics standpoint. The Prime Minister must assume his responsibilities and do the right thing.
Will he step aside and let the Deputy Prime Minister take over until the investigation is complete?

Mr. Speaker, we are in the midst of a health crisis, a global pandemic that needs to be addressed, and a potential second wave is looming on the horizon. We are all facing a global economic crisis and a public finance crisis. The last thing we need is a leadership crisis in this government.
For the benefit of all, will the Prime Minister allow the Deputy Prime Minister to take over during the investigation?

Mr. Speaker, this is the height of the summer. Quebec is on its construction holiday. The House is having a rare summer sitting because the COVID-19 crisis requires us to adopt measures quickly.
However, we are faced with yet another Liberal scandal involving the Prime Minister who, out of a lack of judgment and ethics, is proving that he cannot be trusted.
Can the Prime Minister step aside until the Ethics Commissioner completes his investigation and thereby allow the House to refocus on the real issues related to the COVID-19 crisis?

Mr. Speaker, roughly an hour ago, exactly when is not important, I received a message from Louis Sansfaçon, who came to Parliament with his daughter Émilie Sansfaçon a few months ago and met with the Prime Minister.
During that meeting, the Prime Minister said that he intended to consider the request made by people who pay the same taxes, and whose families pay the same taxes as everyone else, to increase employment insurance benefits to 50 weeks for the seriously ill.
Will the Deputy Prime Minister consider this request now?

Mr. Speaker, I realize questions are not always sent in ahead of time, but that did not even remotely resemble an answer.
Can the Deputy Prime Minister tell us that she will consider this request, that I will be able to ask a question about this issue, and that I will get a more detailed answer once the government has had some time to think about what it can do for people with serious illnesses who are collecting employment insurance?

Mr. Speaker, in the midst of a pandemic, the government created a $900-million program and decided, without even launching a tendering process, that only those that hire the Trudeau family are able to administer it. Is it just me or did the Prime Minister create a loyalty program for his family and friends of the family?
Is there a single cabinet member who can explain to us how they decided that WE Charity was the only organization that was able to administer this program?

Mr. Speaker, that is absurd. We are in the middle of a pandemic. At a time when we should feel confident that our government is working for the common good, that the only thing that matters is the public interest, the Prime Minister is putting his family and his buddies first. He handed more than $40 million of taxpayer money to an organization that he has ties to and that hires members of his family. We obviously cannot trust him.
Will the Prime Minister do the one thing that could lend any semblance of sincerity to his apology and step down while the Ethics Commissioner investigates?

Mr. Speaker, that makes no sense. The minister did not answer my question. The problem is that the Prime Minister did not recuse himself from the decision. He did not recuse himself beforehand, and then he apologized after the fact, but only because he got caught red-handed yet again.
Why did the Prime Minister fail to mention that his mother and his brother were paid by WE Charity? Did he just forget that detail, or was he hoping it would not come to light? Why try to hide the truth, if not because he knew his decision was ethically indefensible?

Mr. Speaker, there was the case of the Aga Khan, Wealth One, Liberal marijuana companies and now WE Charity. A friend is a friend.
The Prime Minister is certainly not socially distanced from this ethics scandal. He could hardly be any closer.
We are in the midst of a pandemic, the House is not sitting and the government is not accountable to anyone. Everyone must be able to trust it. The Prime Minister has clearly and repeatedly shown that we can no longer trust him.
Will he step aside in favour of the Deputy Prime Minister?

Mr. Speaker, if there was no partisanship, would those people be laughing, would they find this funny and would they still support the Prime Minister?
It is quite clear that there is partisanship going on on their side of the House.
The Prime Minister should get a direct line to the Office of the Ethics Commissioner. This is the third time that he has had to deal with them. The first time was for the Aga Khan controversy. That was strike one. The second time was for the SNC-Lavalin scandal. That was strike two. Now, he swung again but the ball landed in the catcher's mitt.
What are the Liberals waiting for to replace the Prime Minister with the Deputy Prime Minister?

Mr. Speaker, I do not know how many empty, hollow responses the Prime Minister has for the media, Parliament and Quebec taxpayers, but he will see that the Bloc Québécois is going to keep an eye on him right up until the election because he has his hand in the public purse. At a press briefing this morning, he said that programs do not judge, but voters do. The program has no judgment. The Prime Minister should have some.
Will the Prime Minister have enough judgment to forgo the wage subsidy, which the Liberal Party does not deserve, and to return the money, where appropriate?
