Mr. Speaker, first nations in northern Manitoba are scared of the impact of COVID-19 on their communities. People in the Island Lake region are sounding the alarm. There is no running water, overcrowded housing, no hospital and nowhere to self-isolate and get treatment. Meanwhile, the government is talking conference calls, hand sanitizer and testing tents. These are first world responses to a third world reality.
The government needs to get real about what first nations are facing on the ground. These communities need urgent infrastructure now and before the winter road season shuts down. What will the government do to take COVID-19's impact on first nations seriously now?

Mr. Speaker, yesterday I asked the Minister of Indigenous Services when his government would stop breaking the law and honour the Canadian Human Rights Tribunal ruling to immediately stop discriminating against first nations children. This was followed by 10 seconds of silence and then story time. The same silence was heard about a plan for COVID-19 on reserves.
When will the minister follow the rule of law, honour the tribunal ruling and stop discriminating against first nations children?

Mr. Speaker, today when I called on the Liberals to address the potential crisis of coronavirus on first nations, they tried to shut me down. The government does not get it.
The Liberals advised regular handwashing. How does one do that without running water? They advised self-isolation. That is impossible with a housing crisis of 12 to 20 people living in a home. In places like the Island Lake or Cross Lake regions, there are thousands of people and no hospital in sight. People are worried.
Can a regular member of the Prime Minister's coronavirus committee please stand up and tell us what they are doing to ensure first nations and Inuit communities are supported now?

Mr. Speaker, the Liberals keep saying they care about a nation-to-nation relationship, but as we face a potential coronavirus outbreak, they have turned their backs on first nations and Inuit again.
When the H1N1 crisis hit, indigenous nations asked for help, but the government sent body bags instead.
Lives are at risk.
Will the Prime Minister admit he was wrong and reverse his decision to exclude the Minister of Indigenous Services from the COVID-19 committee?

Mr. Speaker, indigenous people are standing up across the country demanding respect and justice. Their message: Enough is enough.
The reality on first nations is getting worse. This week, a seven-year-old boy died in a house fire in Garden Hill, a community with third world housing, no running water, no all-weather road in a region of 13,000 people without a hospital.
When is the government going to recognize that systemic racism and underfunding is killing people? When is the minister going to act to ensure justice for the Knott family and for indigenous communities across the country?

Mr. Speaker, the government committed to implementing all 94 calls to action from the Truth and Reconciliation Commission, and the United Nations Declaration on the Rights of Indigenous Peoples is referenced 16 times as the framework for reconciliation. There is no reconciliation in the absence of justice.
Now the government is stalling on presenting its UNDRIP bill by using the current events with the Wet'suwet'en people. Is this the Prime Minister's way to punish indigenous people who are standing up for their rights, or was he never going to follow through in the first place?

Mr. Speaker, trade deals affect every part of Canadians' lives, from jobs to drug prices to the environment.
After extensive negotiations with the government, we were able to deliver a meaningful step forward to make Canadian trade negotiations more open and transparent. We are bringing more decisions out of the back room and into the light. For future deals, the government will need to give 90 days notice of its intent to negotiate, table negotiation objectives 30 days before it begins and provide an economic impact assessment with the ratifying legislation.
Could the Deputy Prime Minister confirm the government's commitment to moving ahead with these improvements?

Mr. Speaker, the government uses the concept of the rule of law when it comes to helping their corporate friends build development projects without the free, prior and informed consent of indigenous people. We can all agree that upholding the Constitution, which includes section 35, aboriginal title and treaty rights, requires the free, prior and informed consent of indigenous people prior to developing. It is the rule of law.
Why does the Prime Minister have a double standard when applying the rule of law in this country?

Mr. Speaker, this morning a terrifying accident shook the people of Guernsey, Saskatchewan. This comes just a year after the derailment of a CP train in B.C. that killed Dylan Paradis, Andrew Dockrell and Daniel Waldenberger-Bulmer.
What have we learned from Lac-Mégantic?
The Transportation Safety Board is limited. The rail companies continue to put profits over the lives of workers and the safety of communities. Deregulation has proven deadly.
What is the government doing to ensure justice for the three men killed, and safety for communities like Guernsey and so many others across Canada?

Mr. Speaker, the government's record on the treatment of first nations children is getting worse by the day. We have learned that the government has actually spent not $5 million but over $9 million on legal fees to fight first nations children in courts. This is shameful for a government that was found guilty for wilfully and recklessly discriminating against first nations children on reserve.
What price is the Prime Minister willing to spend on lawyers to continue violating the human rights of first nations children?

Madam Speaker, when it comes to indigenous kids, the Liberal government continues to wilfully and recklessly discriminate against first nations children on reserve.
The Liberals have fought court order after court order and are ignoring the unanimous will of this House. The Prime Minister is so committed to his crusade to deny these kids justice that he has spent over $5 million on court fees to fight them.
Why does the Prime Minister think this money is better spent on lawyers than on children?

Madam Speaker, New Flyer Industries in Transcona is a world-class manufacturer of electric and diesel buses. Most of its sales go to the United States and the Buy American policy has forced it to move more jobs to the U.S. It is not alone. This is happening to workers and companies across Canada.
We have heard that Mexico got some relief from Buy American in the new NAFTA. Can the minister explain what efforts, if any, Canada made to protect Canadian jobs from Buy American and why they did not succeed?

Mr. Speaker, my riding has the third-highest poverty rate in the country. In Canada, over one million children live in poverty. The Liberals promise one thing but do the opposite. They could end child poverty today, but they choose not to. Instead of financing their corporate buddies and letting the ultra-rich off the hook, they could invest in pharmacare, child care and a $15 minimum wage. Campaign 2000 shows that these are the solutions.
Are the Liberals planning to act to end child poverty, yes or no?

Mr. Speaker, when it comes to first nations, the Prime Minister says one thing and does another. He says he believes in reconciliation, but then he takes first nations children to court. Instead of starting the reconciliation process, his government is perpetuating colonialism. Let us be clear. His government's negligence towards these children is costing lives.

Mr. Speaker, between the 1950s and 1980s an estimated 20,000 indigenous children were stolen from their families and communities during the sixties scoop. There are reports of sexual, physical, emotional, cultural and spiritual abuse at the hands of adoptive families. A settlement was awarded, but the application process is riddled with issues and some survivors still have not been informed about what they are owed. Victims deserve justice.
Without stalling payment for those who have applied, will the Prime Minister extend the application date, yes or no?

Mr. Speaker, on October 21, first nations and Métis people in Churchill—Keewatinook Aski sent a message to the Liberal government: enough of promising a new relationship and doing the opposite; enough of promising the Dene to settle the north of 60 land claim and bailing; enough of promising to solve the housing crisis and failing; enough of ignoring the suicide crisis in Gods Lake Narrows where over 100 people, primarily young girls, have attempted suicide in the last four months.
Will the Minister of Indigenous Services acknowledge that the Liberals failed on their promises and act urgently on the issues facing first nations and Métis people?

Mr. Speaker, the planet is warming. The verdict is clear. We are running out of room to manoeuvre. People in the North are already living with the effects of climate change. The ice season is getting shorter and our infrastructure is at risk.
The throne speech does not even mention this. Ending oil subsidies would have been a start, but not buying any more pipelines is not even mentioned. In fact, I wonder what the member for Laurier—Sainte-Marie thinks about this. Clearly, he is finally discovering just what the Liberal Party's legacy is.
Why are the Liberals refusing to take action?
