Before moving on, I want to remind everyone that the S.O. 31s are for 60 seconds, not 65 seconds or 70 seconds. I want to point that out because their length seem to be crawling up and I would not want to cut members off when they have something so important to them that they want to bring it forward. Therefore, if members would keep that in mind and time them so that when we come back next time, they will be ready.

I want to remind the hon. members that accusing someone of a crime is rather extreme, and I want to warn them—
Some hon. members: Oh, oh!
The Speaker: Being in contempt of the Speaker is not a good thing, so I would not shout while I am speaking. That is not a good thing.
What I am asking members to do is be a little more judicious when they are asking their questions or giving their answers, so please be careful. We want to make sure that this place is as respectful as possible.

Madam Speaker, before I begin my speech, I would like to clarify something the opposition House leader said in her speech.
She stated that the Liberals opposed a motion to expedite CUSMA legislation. While she talked about working together with other parties in a collaborative manner, what she fails to mention is that she purposely provided the text at the very last minute, with no time to review it. The Conservatives are playing silly tricks and gotcha politics because they are on the defensive, trying to slow down this important bill.
We did the responsible thing. We took time to review it and then agreed with it and moved it again ourselves. However, once we moved it again ourselves, the Conservatives opposed it. There was no consent.
The actions of the Conservatives on this merely show their current desperation, and they are on the wrong side of history of this important issue.

Mr. Speaker, I want to elaborate a little bit further and ask the parliamentary secretary if he would withdraw his misleading statement to the House. For a government that is committed to doing politics differently and not taking cheap political shots, that was absolutely what happened today.
Will he withdraw his misleading statement about my being offered a briefing? I was not offered a briefing until a meeting that I had in the House of Commons, or rather, in the parliamentary precinct yesterday, 48 hours after the issue became news.

I thank the hon. parliamentary secretary for his point of order. I did not hear the comment as he described it. Certainly we can take that into consideration.
I do not know if the member for Renfrew—Nipissing—Pembroke wishes to address the point. I would certainly allow that. Points of order include comments that are heard from time to time and can be commented upon. Unless it reached the bar of unparliamentary language, per se, that would be something that would have to be taken into consideration if, in fact, it is a point of order. That would be the part of the Standing Orders that would be deemed to be an infraction in this case.
I see the parliamentary secretary is rising again. The hon. parliamentary secretary.

Mr. Speaker, I have a point of order. I wanted to give the Prime Minister the ability to finish the bulk of his remarks, so I waited to bring it up.
My point of order relates to the general practice of the House, which is that before the government talks about the provisions that are going to be contained in a bill, it tables the bill with this House. The Prime Minister, in his remarks, made a specific reference to a tax measure and the exact change he is going to bring in with respect to the basic personal exemption in a bill that has not yet been tabled in this House.
We are talking about collegiality. I would ask the Prime Minister to table the bill that contains the specific tax measures referenced in his remarks, so that Parliament can review what he is talking about as per the normal course of this House.
