Ms. Bélanger, of course we won't have time to talk about all the recommendations in a few minutes. However, I did analyze the Quebec recommendations on lobbying. I'd like to know what you think of the recommendations and if they inspired you in formulating your own.

Thank you for the question.
The recommendations did inspire me, in part. I have a very good working relationship with Mr. Routhier, Quebec's Commissioner of Lobbying. We keep in touch. I believe I have inspired him and he has inspired me.
Our lobbyist registration regimes are not quite the same. So we need to look at how we can each improve our own.
I looked at all the registration regimes across the country as a basis for my recommendations.

Ces recommandations m'ont effectivement inspirée en partie. J'ai une très belle relation de travail avec M. Routhier, qui est le commissaire au lobbyisme du Québec. Nous communiquons l'un avec l'autre. Je crois l'avoir inspiré et lui aussi m'a inspirée.
Nos régimes d'enregistrement des lobbyistes ne sont pas tout à fait les mêmes. Il faut donc chercher à savoir de quelle façon nous pouvons améliorer le nôtre chacun de notre côté.
J'ai examiné tous les régimes d'enregistrement partout au pays afin de m'en inspirer pour mes recommandations.

Were there any documents or contractual obligations between you and the government with regard to providing this service in French in Quebec? If so, would you be able to provide us a copy of the said contract?

As far as your ability to deliver the program in Quebec was concerned, I understand you hired the public relations firm NATIONAL to handle that.
In the past, had WE Charity delivered similar programs in French in Quebec?

—WE Day events were held entirely in French. The purpose was to celebrate all the students who had volunteered in their communities for a year.
Our team did [Inaudible—Editor] tours in schools in Quebec and created resources for educators. Events for youth were conducted in French all over the province.

When the Kielburgers were pitching this they claimed a lot of partnerships. Volunteer Canada they said was on board. Volunteer Canada walked away. Imagine Canada walked way. The YMCA didn't get involved. They claimed to the Treasury Board that WE Charity “has a significant presence in Quebec”, yet, Mr. Daraiche, they hired a PR firm and they said your job was to reach out to the francophone and Quebec organizations in the area of non-profit organizations. Only 4% of the people who signed up were young people from Quebec. I would think that would be registered as quite the abysmal failure of outreach in Quebec.
What happened?
They said they had significant presence in Quebec. They said you could get them organizations on the ground. Why were only 4% of the youth from Quebec?

Lorsque les Kielburger vantaient les mérites du projet, ils affirmaient avoir établi de nombreux partenariats. Ils soutenaient que l'organisme Bénévoles Canada appuyait le projet. Mais Bénévoles Canada s'est retiré, tout comme Imagine Canada. Le YMCA n'a pas pris part au projet. Les Kielburger ont affirmé au Conseil du Trésor que l'organisme UNIS avait « une présence considérable au Québec ». Toutefois, monsieur Daraiche, ils ont engagé une firme de relations publiques, et ils ont dit que votre travail consistait à vous porter à la rencontre des organismes sans but lucratif francophones et québécoises. Seulement 4 % des personnes qui se sont inscrites au programme étaient des jeunes du Québec. Je pense que la sensibilisation du Québec a été un échec lamentable.
Que s'est-il passé?
Ils ont indiqué avoir une présence considérable au Québec. Ils ont dit que vous pourriez sensibiliser des organisations sur le terrain. Alors, pourquoi les jeunes originaires du Québec représentaient-ils seulement 4 % des demandeurs?

Mr. Angus, if you're asking about the program's effectiveness, I can only provide a partial answer. It's a question government officials might be able to answer.
I want to set the record straight. We only had a few weeks to reach out to people. That brings me back to how challenging implementing the program was. For the month of June, we had a mandate to inform organizations and students. Basically, we were working on it just a few weeks, less than a month. That is the extent of our involvement. We did indeed endeavour to inform as many organizations as possible, but the time frame was very limited. As you know, WE Charity decided to hand over the program's administration to the federal government on July 3.
I can only comment—
Monsieur le député, si votre question a trait à l'efficacité du programme, je ne peux que partiellement y répondre. Elle pourrait être posée aux représentants du gouvernement.
Il faut remettre les faits en contexte. Nous sommes en mesure d'établir des contacts pendant quelques semaines seulement. Je reviens sur le défi que représentait le déploiement de ce programme. Pendant le mois de juin, nous avons été mandatés pour informer des organismes et des étudiants. Essentiellement, tout cela a duré quelques semaines seulement, moins d'un mois. Notre implication se limite donc à cela. Nous avons effectivement fait les démarches pour informer le plus d'organisations possible, mais la durée a été très limitée. Comme vous le savez, l'organisme UNIS a décidé de retourner la gestion du programme au gouvernement fédéral, le 3 juillet.
