Mr. Speaker, my hon. colleague gave a very good speech. I would first like to make a comment, and then I have a question for him.
Page 2 of the document tabled by the minister regarding the modernization of the Standing Orders of the House of Commons talks about ways “to empower Members...to increase their influence in the legislative process.” What needs to be done is simple: just close the Prime Minister's Office, which was created by former Prime Minister Trudeau, and put an end to party discipline. That would be fantastic. It is not complicated. Those are the two things that prevent members from doing their work and representing their constituents properly.
We have heard about electronic voting. I came here to safeguard the honour of this institution, as much as possible and as much as I can as a private citizen. The idea that someone could vote while sitting at their desk and simply pushing a button seems completely dishonourable to me. Plus, if that were to be done from our constituency offices, I see all kinds of terrible scenarios potentially playing out. Imagine if a staffer were to vote instead of the member.
Does my colleague not find dishonourable this effort to ensure that one day members are no longer required to stand up before Canadians to vote?
Monsieur le Président, mon honorable collègue a fait un très bon discours. J'aimerais d'abord faire un commentaire et lui poser une question par la suite.
À la page 2 du document déposé par la ministre concernant la modernisation du Règlement de la Chambre des communes, on retrouve les mots « d’autonomiser les députés [...] comment ils pourraient influer davantage sur le processus législatif ». Ce qu'il faut faire est très simple: il faut fermer le bureau du premier ministre, créé par l'ancien premier ministre Trudeau, et mettre fin à la discipline de parti. Ce serait fantastique. Ce n'est pas compliqué, ce sont les deux choses qui empêchent les députés de faire leur vrai travail et de représenter adéquatement les citoyens de leur circonscription.
On a parlé de faire un vote électronique. Je suis venu ici pour sauvegarder l'honneur de l'institution, dans la mesure du possible et dans le mesure de mes pouvoirs en tant que simple citoyen. L'idée qu'une personne pourrait voter en restant assise et en appuyant sur un bouton me semble totalement déshonorant. De plus, si c'était fait à partir d'un bureau de circonscription, on pourrait imaginer des scénarios terribles; par exemple, un employé pourrait voter à la place du député.
Mon collègue trouve-t-il déshonorant qu'on veuille faire en sorte qu'un jour les députés n'aient pas à se lever pour voter devant les Canadiens?
