The memory lane hits keep coming, Mr. Speaker. Who can forget the Prime Minister's disastrous India trip, the many days of answers from the PM, the public safety minister and others blaming the Liberal member for Surrey Centre for inviting a convicted terrorist on that bhangra-dancing, diplomatic train wreck. In the end, we will recall the National Security and Intelligence Committee of Parliamentarians report revealed it was the Prime Minister's Office that put the convicted terrorist on the guest list.
Can the Prime Minister tell us when he last spoke with Jaspal Atwal?
Monsieur le Président, les mauvais souvenirs ne cessent de faire surface. Qui peut oublier le désastreux voyage du premier ministre en Inde? Qui peut oublier que, durant des jours, le premier ministre, le ministre de la Sécurité publique et d'autres ministériels ont répondu aux questions en blâmant le député libéral de Surrey-Centre d'avoir invité un terroriste notoire à cette soirée dansante au son du bhangra qui s'est soldée par un fiasco diplomatique? Or, on se rappellera que le rapport du Comité des parlementaires sur la sécurité nationale et le renseignement a révélé que, en fin de compte, c'est le Cabinet du premier ministre qui avait inscrit ce terroriste notoire sur la liste des invités.
Le premier ministre peut-il nous dire quand il a parlé à Jaspal Atwal pour la dernière fois?

Mr. Speaker, on these last days of this mandate, I will say the same thing that I will say in the first days of our next mandate. We are going to stay focused on Canadians, growing the economy, protecting the environment, reconciling with indigenous peoples, and creating opportunities for the middle class and people who are working hard to join it.

Mr. Speaker, there are some unanswered questions about the Prime Minister's trip to the Aga Khan's island.
The letter sent to the RCMP is vital to conducting a thorough investigation to assure all Canadians of the integrity of their government and reaffirm their confidence in the administration of justice.
Will the Prime Minister agree to co-operate in the investigation process? Canadians want to know the truth.

Mr. Speaker, much has transpired since the Ethics Commissioner found the Liberal leader violated four sections of the Conflict of Interest Act in accepting an illegal vacation from a lobbyist. A federal court has now ordered the Commissioner of Lobbying to reopen investigation of that lavish and illegal gift. I have asked the RCMP commissioner that, on the basis of original and new evidence, she consider a criminal investigation.
Has the Prime Minister been contacted by either the Commissioner of Lobbying or the RCMP in regard to that illegal gift?
Monsieur le Président, bien des événements se sont produits depuis que la commissaire à l'éthique a conclu que le chef libéral avait enfreint quatre articles de la Loi sur les conflits d'intérêts en acceptant des vacances sur l'île d'un lobbyiste. Un tribunal fédéral vient de demander à la commissaire au lobbying de rouvrir l'enquête sur ce cadeau aussi extravagant qu'illégal. J'ai demandé à la commissaire de la GRC d'envisager la tenue d'une enquête criminelle en raison des éléments de preuves initiaux et de ceux qui se sont ajoutés.
La commissaire au lobbying ou la commissaire de la GRC ont-elles communiqué avec le premier ministre au sujet de ce cadeau illégal?

Mr. Speaker, the member knows very well, because he spent much time asking questions on this file, that this matter has been thoroughly looked at by the Conflict of Interest and Ethics Commissioner. We know that a report was tabled and the Prime Minister accepted responsibility as well as the recommendations.
What is clear is that the Conservatives will continue to talk about something that has already been looked at by our officers of Parliament, because they have never had regard or respect for the work that they do. On this side, we recognize that our institutions are intact. We know that officers of Parliament do important work, and we believe that they should be able to do that independently of this place.
Monsieur le Président, le député a posé beaucoup de questions sur ce dossier et sait donc pertinemment que cette affaire a fait l'objet d'un examen approfondi de la part de l'ancienne commissaire aux conflits d'intérêt et à l'éthique. Un rapport a été déposé et le premier ministre a accepté la responsabilité de ses actes, ainsi que les recommandations qui lui ont été formulées.
De toute évidence, les conservateurs ne démordront pas de cette affaire sur laquelle les mandataires du Parlement se sont déjà penchés car ils n'ont pas le moindre respect pour le travail de ces mandataires. De ce côté-ci de la Chambre, nous ne remettons pas en question l'intégrité de nos institutions. Nous sommes conscients de l'importance du travail des mandataires du Parlement, et nous estimons qu'ils doivent pouvoir s'en acquitter de leur tâche en toute indépendance.

Mr. Speaker, no one was surprised that the Liberals continue to attempt to minimize and trivialize the seriousness of the Liberal leader's guilt, chronic ethical lapses and disrespect for the law, but from the illegal vacation to his actions and reactions in the SNC-Lavalin corruption scandal, and half a dozen lesser scandals in between, he has shaken Canadians' confidence in the integrity of government and the administration of justice.
Again, will the Prime Minister co-operate with a criminal investigation by the RCMP or the Ontario Provincial Police?
Monsieur le Président, personne n'est surpris que les libéraux continuent d'essayer de minimiser et de banaliser la gravité de la culpabilité du chef libéral ainsi que ses manquements constants à l'éthique et son manque de respect pour la loi. Cependant, de ses vacances illégales jusqu'à ses actions et ses réactions dans le scandale de corruption impliquant SNC-Lavalin, en passant par une demi-douzaine de scandales moins graves, il a ébranlé la confiance des Canadiens dans l'intégrité du gouvernement et l'administration de la justice.
Je le demande donc encore une fois: Le premier ministre coopérera-t-il à une enquête criminelle menée par la GRC ou la Police provinciale de l'Ontario?

Mr. Speaker, I will state once again that we will always respect the work of officers of Parliament and the independence of the police forces. We on this side will always co-operate with the work they do, because we recognize that Canadians deserve to have confidence in their institutions, just like we do. When it comes to our agents of Parliament, we know they do very important work, and we will let them do that important work.
While the Conservatives continue to rehash items that have already been addressed, we will continue to focus on Canadians and the things that matter to them in their everyday lives. That is why we have a program and a plan that is working, unlike the Conservatives, who continue to mislead Canadians.
Monsieur le Président, je le répète, nous respecterons toujours le travail des mandataires du Parlement et l'indépendance des forces policières. Nous, les députés de ce côté-ci de la Chambre, collaborerons toujours au travail qu'ils font, car nous reconnaissons que les Canadiens méritent d'avoir confiance en leurs institutions, tout comme nous. En ce qui concerne les agents du Parlement, nous savons qu'ils font un travail très important et nous les laisserons le faire.
Tandis que les conservateurs continuent de ressasser des questions qui ont déjà été réglées, nous continuerons de nous concentrer sur les Canadiens et les choses qui comptent pour eux, dans leur vie de tous les jours. Mr. Speaker, Canadians deserve to have confidence in the integrity of their government, and right now they do not. My colleague from Thornhill has written to the RCMP to ask it to investigate whether the Prime Minister broke the law when he accepted the gift of a vacation to a tropical island from someone who was lobbying the government.
Canadians deserve answers, and they deserve them now. Will the Prime Minister co-operate with any such investigation?
Monsieur le Président, les Canadiens doivent avoir la certitude que le gouvernement agit de manière intègre, mais c'est loin d'être le cas à l'heure où on se parle. Mon collègue de Thornhill a demandé à la GRC de faire enquête afin de déterminer si le premier ministre a enfreint la loi en acceptant de séjourner gratuitement sur l'île tropicale d'un homme qui faisait du lobbying auprès du gouvernement.

Mr. Speaker, when it comes to officers of Parliament and the independence of the police force, we on this side will always have the utmost respect for them and we will always co-operate with them. As I said yesterday, it is only the Conservatives who would have to ask that question, because for 10 years under Stephen Harper, they spent their time undermining officers of Parliament. Unfortunately, under their new leader they continue to do the same.
When it comes to this matter, there was an investigation and a report was issued. The Prime Minister accepted responsibility and accepted the findings. We have confidence in our institutions, and I encourage the Conservatives to have a little confidence in them as well.
Monsieur le Président, les mandataires du Parlement et les policiers du pays sont indépendants, ils ont toute notre confiance et ils seront toujours assurés de notre collaboration. Comme je le disais hier, il n'y a que les conservateurs pour poser ce genre de question, parce que pendant les 10 années où Stephen Harper a été au pouvoir, ils ont passé leur temps à dénigrer les mandataires du Parlement. Dommage qu'ils continuent à faire la même chose sous la direction de leur nouveau chef.
Pour répondre à la question, cette affaire a déjà fait l'objet d'une enquête et d'un rapport. Le premier ministre a accepté sa part de responsabilité ainsi que les conclusions du rapport. Nous faisons confiance aux institutions du pays, et ce serait bien si les conservateurs leur faisaient le moindrement confiance eux aussi.

Mr. Speaker, in our glorious 152 years of existence, never in the history of Canada has a sitting Prime Minister been found guilty of ethics violations. This Prime Minister has been found guilty of violating the ethics code five times, four of which involved his relationship with the Aga Khan.
The Aga Khan Foundation is lobbying the government. That is why we are calling for an RCMP investigation.
Could the government ensure that the Prime Minister fully co-operates with this investigation?
Monsieur le Président, dans nos glorieuses 152 années d'existence, jamais, dans l'histoire du Canada, un premier ministre en exercice n'avait été reconnu coupable d'infractions concernant le code d'éthique. Or, à cinq reprises, le premier ministre a été reconnu coupable d'avoir enfreint le code d'éthique, dont quatre fois pour ses relations avec l'Aga Khan.
La Fondation Aga Khan fait du lobbying auprès du gouvernement. C'est pourquoi nous demandons à la GRC de faire une enquête.
Le gouvernement pourrait-il s'assurer que le premier ministre va collaborer entièrement à cette enquête?

As we saw yesterday, the hon. member for Carleton and other Conservative members called into question the independence of our officers. We respect their work. We know that the commissioner did his job and submitted his report. We accepted the findings of these—

Mr. Speaker, Canadians thought that after the sponsorship scandal the Liberals would turn over a new leaf. What we are seeing today is that the Liberal organization has not changed its culture. The Prime minister and leader of the Liberal Party was found guilty of breaching the Conflict of Interest Act four times. Furthermore, the Federal Court wants to reopen the investigation into his family trip to the Aga Khan's island.
Will the Prime Minister agree to reopen the investigation and collaborate?
Monsieur le Président, les Canadiens pensaient qu'après le scandale des commandites, les libéraux allaient changer. Ce qu'on constate aujourd'hui, c'est que la culture libérale est toujours présente dans cette organisation. On est en face d'un premier ministre et chef du Parti libéral qui a été reconnu quatre fois coupable d'avoir enfreint la Loi sur les conflits d'intérêts. De plus, la Cour fédérale demande de rouvrir l'enquête sur le voyage familial du chef à l'île privée de l'Aga Khan.

Mr. Speaker, we know that the commissioners work at arm's length from the government and the House of Commons. On this side of the House, we respect the work that the commissioners do. The Prime Minister has accepted responsibility and what the commissioner put in his report.
With respect to inappropriate donations to two political parties, we know that the commissioner of Canada elections conducted an investigation and that both parties returned those donations.
Monsieur le Président, nous savons que les commissaires font un travail indépendant du gouvernement et de la Chambre des communes. De ce côté-ci de la Chambre, nous respectons le travail des commissaires. Le premier ministre a accepté ses responsabilités, et il a accepté ce que le commissaire a présenté dans son rapport.

Mr. Speaker, it was illegal, not inappropriate.
Earlier today I wrote to the RCMP commissioner suggesting an investigation of the Liberal leader's illegal vacation to the Aga Khan's island. Recent confirmation of the RCMP's deep involvement in the planning of the vacation, as well as lingering questions involving the Liberal leader's behaviour in the SNC corruption scandal, underscore the need to assure Canadians that there is only one law that must be followed by all Canadians.
Will the Prime Minister cooperate in any belated criminal investigation into his illegal vacation?
Monsieur le Président, ils étaient illégaux et non inappropriés.
Plus tôt aujourd'hui, j'ai écrit à la commissaire de la GRC pour lui suggérer de faire enquête sur les vacances illégales du chef libéral sur l'île de l'Aga Khan. Comme il a été confirmé récemment que la GRC avait joué un rôle important dans la planification de ces vacances et qu'il y a toujours des questions qui sont restées sans réponse en ce qui concerne la conduite du chef libéral dans le scandale de corruption de SNC, il faut que la population puisse savoir que la loi est la même pour tous les Canadiens.

Mr. Speaker, as we know, this matter has been thoroughly studied by the former conflict of interest and ethics commissioner. The Prime Minister has accepted her findings. The Prime Minister has accepted responsibility when it comes to this matter.
The member opposite should very well know that ATIPs are handled completely separately from political staff. I should not have to remind the Conservatives that they were the ones who were found guilty of politically interfering with the ATIP process. It is unfortunate, because they actually rehired the person who was responsible and was found guilty.
Monsieur le Président, comme nous le savons, cette affaire a déjà fait l'objet d'une enquête approfondie de la part de l'ancienne commissaire aux conflits d'intérêts et à l'éthique. Le premier ministre a accepté ses conclusions. Il a accepté sa responsabilité dans cette affaire.
Le député d'en face devrait savoir que les demandes d'accès à l'information ne sont pas traitées par le personnel politique. Je ne devrais pas avoir à rappeler aux conservateurs que ce sont eux qui ont été reconnus coupables d'ingérence politique dans le processus d'accès à l'information. Dommage qu'ils aient réembauché la personne responsable et reconnue coupable.

Mr. Speaker, we know that the Liberal leader considers the exposure of each of his ever-accumulating ethical lapses learning experiences. Members will recall the Liberals' rote answers during the ethics commissioner's year-long investigation, pledging his co-operation, but we all saw, at the justice and ethics committees, just how much the Liberal leader co-operates if he does not like where an investigation is going.
Again, will the Liberal leader co-operate with a criminal investigation by the RCMP or the Ontario Provincial Police?
Monsieur le Président, nous sommes conscients que chaque fois qu'un nouveau manquement à l'éthique s'ajoute à ceux qu'il a déjà commis, le chef libéral le considère comme une occasion d'apprendre. Les députés se souviendront que, pendant l'année qu'a duré l'enquête de la commissaire à l'éthique, les libéraux soulignaient inlassablement que leur chef coopérait à l'enquête. Nous avons toutefois pu voir, pendant les travaux des comités de la justice et de l'éthique, à quel point le chef libéral se montre coopératif quand une enquête prend une tournure qui ne lui convient pas.
Je le demande donc encore une fois: Le chef libéral coopérera-t-il à une enquête criminelle menée par la GRC ou la Police provinciale de l'Ontario?

Mr. Speaker, when it comes to officers of Parliament and the independence of the police force, we on this side have the utmost respect for the work they do. We will always cooperate.
It is only the Conservatives who would have to ask that question, because we know that under 10 years of Stephen Harper, they had no regard when it came to officers of Parliament. We know that the Conservatives have chosen a new leader, but they continue with the same approach as Stephen Harper.
What is even more interesting is that the Conservatives will do anything but talk about their plan, because they have no plan. However, we know that they want to cut the tax-free Canada child benefit. That is why today we find that they do not even want to cost their electoral platform, because they want to mislead Canadians, just like Doug Ford did.
Monsieur le Président, de ce côté-ci de la Chambre, nous avons un immense respect pour le travail des mandataires du Parlement et des policiers ainsi que pour leur indépendance. Ils auront toujours notre coopération.
Ce sont plutôt les conservateurs qui devraient se poser cette question puisque, pendant les 10 années où Stephen Harper était au pouvoir, ils n'ont montré aucun respect envers les mandataires du Parlement. Nous savons que les conservateurs ont choisi un nouveau chef, mais leur approche demeure celle de Stephen Harper.
Fait encore plus intéressant, les conservateurs évitent à tout prix de parler de leur plan, puisqu'ils n'en ont pas. Nous savons toutefois qu'ils veulent sabrer dans l'Allocation canadienne pour enfants. Cela explique pourquoi, comme on le constate aujourd'hui, ils n'ont aucune intention d'établir le coût de leur plateforme électorale. Ils souhaitent plutôt induire les Canadiens en erreur, à la manière de Doug Ford.

Mr. Speaker, the Ethics Commissioner found that the Prime Minister violated the Conflict of Interest Act by accepting an illegal vacation seen as a gift designed to influence the PM. This past week a federal court ruled that the Lobbying Commissioner must also investigate this illegal vacation. Now the Liberals are fighting that order.
Why is the government spending public money trying to cover up the Prime Minister's illegal holiday?

Mr. Speaker, as I have said on numerous occasions in the House, we support the independence of officers of Parliament. As we all know, the lobbying commissioner investigates lobbyists. As the interpretation of the act continues to be considered by the courts, we will not comment.
I can assure all members, as well as all Canadians, that the Prime Minister and his office were not part of the decision to appeal.

Comme nous le savons tous, le commissaire au lobbying enquête sur les lobbyistes. Étant donné que les tribunaux examinent encore l'interprétation à donner la loi, nous ne commenterons pas.

Mr. Speaker, the investigation into the Prime Minister's illegal holiday will no doubt be delayed, since the Liberals are appealing a judge's decision. This shows how the Liberal government only respects our justice system when it helps them benefit, conspire or cheat.
We must do everything we can to maintain confidence in our justice system. Why is the Prime Minister not setting an example for all Canadians?

Mr. Speaker, I can understand why the Prime Minister did not want to answer that question, because this is really about the Prime Minister's motives. It is not just that. It is the illegal, taxpayer-funded vacation that he took while he was raising taxes on people who cannot think about affording their own vacation right now. It is the fact that he punished two strong women for doing the right thing while he moved hell and high water to protect his buddies at SNC-Lavalin from facing a day in court.
Why does everything the Prime Minister does benefit him and hurt the people that we are supposed to serve?
Monsieur le Président, je peux comprendre pourquoi le premier ministre n'a pas voulu répondre à la question, car elle porte vraiment sur ses motifs, mais il ne s'agit pas seulement de cela. Il s'agit des vacances illégales financées par les contribuables qu'il a prises en même temps qu'il augmentait les impôts des gens qui n'ont même pas les moyens de prendre des vacances. Il s'agit du fait qu'il a puni deux femmes fortes pour avoir fait ce qui s'impose pendant qu'il remuait ciel et terre pour éviter un procès criminel à ses amis de SNC-Lavalin.
Comment se fait-il que le premier ministre agisse toujours dans son propre intérêt, au détriment des gens qu'il est censé servir?

Mr. Speaker, speaking of misleading Canadians, the very first thing we did was lower taxes on the middle class and raise taxes on the wealthiest 1%. We then delivered a Canada child benefit that lifted 300,000 kids out of poverty. The Conservatives voted against both of those measures.
How is our economy doing? It has among the best in growth in the G7 and the lowest unemployment rate in 40 years, and Canadians have created over 900,000 new jobs.
No wonder the Conservatives can only sling mud instead of talking about any plan for growing the economy. It is because they have none.
Monsieur le Président, en parlant d'induire les Canadiens en erreur, la toute première mesure que nous avons prise a été de réduire les impôts de la classe moyenne et d'augmenter ceux du centile le plus riche. Nous avons ensuite instauré l'Allocation canadienne pour enfants, qui a permis de sortir 300 000 enfants de la pauvreté. Les conservateurs ont voté contre ces deux mesures.
Comment se porte l'économie canadienne? Elle affiche la meilleure croissance de tous les pays du G7, et le taux de chômage est à son plus bas depuis 40 ans. De plus, les Canadiens ont créé plus de 900 000 emplois.
Il n'est pas étonnant que les conservateurs se contentent de nous critiquer, au lieu d'annoncer un plan pour favoriser l'économie — c'est parce qu'ils n'en ont pas.

Mr. Speaker, section 121 of the Criminal Code makes it an offence for any government employee to accept a benefit from someone who has business with the government, which is why it was so strange that several years after the Prime Minister accepted over $200,000 in gifts from someone seeking a government grant in the form of his famous island vacation, there still have been no charges laid.
Now we know that the Prime Minister implicated the RCMP in planning that very offence. How many times has he discussed that with the police force since he went on that vacation?
Monsieur le Président, selon l'article 121 du Code criminel, commet une infraction tout employé du gouvernement qui accepte un bénéfice d'une personne qui a des relations d'affaires avec le gouvernement. C'est pourquoi il est très étrange qu'aucune accusation n'ait encore été portée contre le premier ministre alors qu'il a accepté, il y a plusieurs années, de la part d'une personne qui cherchait à obtenir une subvention du gouvernement, des cadeaux de plus de 200 000 $ sous forme de vacances sur une île.
Nous savons maintenant que le premier ministre a fait participer la GRC à la planification de cette infraction. Combien de fois en a-t-il discuté avec la GRC depuis ces fameuses vacances?

Mr. Speaker, I am not asking about a security-related matter; I am asking about a potential offence under section 121 of the Criminal Code.
If a junior procurement officer had accepted a small vacation from someone seeking a government contract, he would have been fired the same day and probably would have been charged within a week, yet the Prime Minister takes over $200,000 of illegal gifts from an individual seeking a government grant and there are no criminal consequences.
Has the Prime Minister discussed this case with the RCMP since he took that vacation, yes or no?
Monsieur le Président, ma question ne porte pas sur un enjeu lié à la sécurité; elle porte plutôt sur une infraction éventuelle au sens de l'article 121 du Code criminel.
Si un agent d'approvisionnement subalterne avait accepté de petites vacances payées par une personne cherchant à obtenir un contrat du gouvernement, il aurait été congédié sur-le-champ et il aurait probablement été accusé dans les sept jours. Pourtant, même s'il a accepté des cadeaux illégaux totalisant plus de 200 000 $ de la part d'une personne qui souhaitait obtenir une subvention du gouvernement, le premier ministre n'a pas eu à subir de conséquences criminelles.
Le premier ministre a-t-il discuté de cette affaire avec la GRC depuis qu'il a pris les vacances en question, oui ou non?

Mr. Speaker, Groundhog Day is February 2. We are a long way past that, yet the Conservatives seem to be desperate to reach back into any old thing they can to avoid talking about the fact that they have no plan for the economy, no plan to fight climate change and no plan to continue to grow an economy that works for Canadians in a way that is inclusive and positive.
These are the things that we have been working on over the past four years, and they are working for Canadians. All they can do is try to sling mud and bring up old issues that quite frankly are not what Canadians care about.
Monsieur le Président, le jour de la Marmotte, c'est le 2 février. Nous sommes passés à autre chose depuis longtemps, mais les conservateurs cherchent désespérément à s'accrocher à de vieilles histoires, question de ne pas avoir à parler du fait qu'ils n'ont aucun plan pour l'économie, aucun plan de lutte contre les changements climatiques et aucun plan pour continuer à faire croître une économie qui fonctionne pour les Canadiens d'une manière inclusive et positive.
Nous travaillons sur ces dossiers depuis quatre ans, et nos efforts donnent d'excellents résultats pour les Canadiens. Tout ce que les conservateurs savent faire, c'est s'adonner à du salissage et ressusciter de vieilles histoires, qui, bien franchement, n'ont rien à voir avec les questions que les Canadiens jugent importantes.

Mr. Speaker, all Canadians remember the Prime Minister's controversial trip at taxpayers' expense. We know that he began planning his trip nine months before going on vacation to the Aga Khan's island.
While he was planning his dream trip, no one seems to have pointed out that he would be breaking the law. We would usually say that this was a one-off, but this Prime Minister has made a habit of breaking the law since 2015.
Why does the Prime Minister seem to be above the law?
Monsieur le Président, les Canadiens se rappellent tous du voyage controversé du premier ministre aux frais des contribuables. On sait qu'il avait commencé à planifier son voyage neuf mois avant de partir en vacances sur l'île de l'Aga Khan.
Pendant qu'il préparait son voyage de rêve, personne ne semblait avoir soulevé le fait qu'il allait enfreindre la loi. Habituellement, on dit qu'une fois n'est pas coutume, sauf pour ce premier ministre, qui a bel et bien l'habitude d'enfreindre la loi depuis 2015.
Pourquoi le premier ministre semble-t-il être au-dessus de la loi?
