Mr. Speaker, I appreciate the opportunity to set the record straight.
We have made investments of over $1 billion to give the Canada Revenue Agency the resources needed to crack down on tax evasion and aggressive tax avoidance.
On the Panama papers specifically, the CRA has identified over 3,000 offshore entities with over 2,600 beneficial owners that have some link to Canada, of which the CRA has risk assessed over 80%. I can confirm that there are several criminal investigations under way regarding the Panama papers which, as my colleague knows, can be complex and require months or years to complete.

Mr. Speaker, we thank the Auditor General for his report. We are committed to ensuring that all Canadians are treated fairly and that they all pay their fair share.
The CRA will review internal processes to ensure that compliance work is consistent. Since we took office, the CRA has completed twice as many offshore compliance audits than it did under the previous Conservative government. Thanks to our investments, the CRA can now identify those involved in tax evasion and aggressive tax avoidance and ensure they face the consequences of their actions.

It is interesting to note that the Auditor General's report also covered the last years of the Conservative Party in office. That is why, since we took office, the CRA has completed twice as many offshore compliance audits than under the Conservatives. Thanks to our unprecedented investments, the CRA can now identify those involved in tax evasion and aggressive avoidance and ensure they face consequences better than they did under the Conservative government.

We remain committed to ensuring that the CRA treats all Canadians fairly and consistently and makes sure everyone pays their fair share. Mr. Speaker, on the contrary, we have made historic investments in the CRA for the fight against tax evasion. We have fully adopted the international standard for automatic information exchange with our partners in the OECD. We have provided resources so that the CRA is better able to identify taxpayers who participate in aggressive tax avoidance schemes. With respect to offshore tax evasion, the CRA has more than doubled the number of completed offshore audits since we have taken office.

Mr. Speaker, yes, we have invested historic amounts in the Canada Revenue Agency to fight tax fraud. To ensure that there are consequences, we fully adopted the OECD Standard for Automatic Exchange of Financial Account Information and provided the resources that the CRA needs to better target taxpayers involved in aggressive tax avoidance.
With regard to offshore non-compliance, since we took office, the Canada Revenue Agency has doubled the number of audits conducted abroad. Fighting tax evasion, particularly abroad, is a priority for our government.

For example, the CRA now proactively communicates with low-income non-filers so that they can get the money they are owed. Mr. Speaker, on the contrary, our government is taking meaningful action to ensure that tax evaders and tax avoiders are forced to pay taxes. During our first years in office, we invested nearly $1 billion to help the Canada Revenue Agency better target individuals who are trying to avoid their responsibilities. We are also in the process of making sure that benefits reach those who are entitled to them, even if they have low incomes and lack the means to apply. That is the definition of a fair system that looks after people.

Mr. Speaker, we have invested nearly $1 billion in the fight against tax evasion and tax avoidance.
More than 1,000 audits are under way abroad, along with 40 criminal investigations connected to foreign transactions. So far, we have imposed $44 million in sanctions on those who promote tax avoidance schemes, and we have announced more than $90 million over five years to manage the other cases that were reported through our country's and other countries' improved risk assessment systems.

Mr. Speaker, in budgets 2016 and 2017, we allocated nearly $1 billion to combat tax evasion and tax avoidance. We take this very seriously and we will continue to ensure that everyone pays their fair share of taxes. Mr. Speaker, EDC is a crown corporation that operates at arm's length from the government. EDC supports Canadian exporters in order to create quality jobs, support the middle class, and grow the economy. The confidentiality provisions of the Income Tax Act prevent us from commenting on this particular situation. However, we support the base erosion and profit shifting project that addresses aggressive international tax avoidance strategies used by some multinational companies.

Mr. Speaker, this government takes very seriously the responsibility of going after tax avoidance and tax evasion. That is why we have invested close to a billion dollars over the past two years to ensure that people are paying their fair share of taxes. That has resulted in significant actions, and we are in the process of recovering $25 billion of monies avoided and evaded. This is what Canadians expect, and that is what we are going to continue to do .
