My questions are general to OSFI's program domestically for the D-SIBs. That's the acronym for the domestic systemically important banks. One of the capital requirements went from 1.75% to 2%. I want to know why that was.
For the D-SIBs, one of the capital requirements has gone up 0.25% to 2%. I want to get more information from you on why that was, and why that was being done.

If I could, I'll get both of you to comment on the recommendation by the Privacy Commissioner to extend the act to the ministers and to the Prime Minister's Office as well. I think you've loosely touched on it, but if you don't mind commenting a bit again, we could have some of that on the record as well.

The Prime Minister's document entitled “Open and Accountable Government” is a fairly lengthy, comprehensive document that covers a number of areas. How much does the Treasury Board anticipate it would cost to implement all the recommendations and enforce all the provisions of that document?

I guess something that Mr. Lightbound might remember is that in 1990 and 2000 there were changes made to the Access to Information Act. It's not all dated pre-Lightbound. That's just a point of clarification.
Hoping to get a yes or no answer from you, Minister, do you support giving the commissioners access to the cabinet confidential documents?

Je pense que M. Lightbound se rappellera qu’en 1990 et en 2000, des modifications ont été apportées à la Loi sur l’accès à l’information. Tout ne remonte pas aux années antérieures à sa naissance. Je voulais simplement apporter cette précision.

Given the obvious conflict of interest of having a minister's office review access to information requests prior to their release, as is our current practice, should ATIPs be given to ministerial exempt staff prior to their release, in your opinion?
