Mr. Speaker, yesterday the minister brushed off my call for an inquiry into nutrition north Canada. It seems she does not understand the serious effect the failure of this program has on northern communities. In Nunavut, over 50% of the households are affected by food insecurity. In case she does not understand that, it means they do not have reliable access to affordable, nutritious food.
In the eight years since its launch, successive governments have spent over half a billion dollars on nutrition north and all they have achieved in Nunavut is a 20% hike in the number of households affected by food insecurity. Yesterday, I was not joking when I said we should call it the “Phoenix” food program.
The government cannot continue to hide its head in the sand. Nunavummiut need help and they want answers. Why has this program failed so spectacularly? An inquiry would tell us that and help us find new ways forward to ensure food security for our communities. I call on the Government of Canada to immediately open an inquiry into nutrition north.
Monsieur le Président, hier, la ministre a rejeté du revers de la main ma proposition de tenir une enquête sur le programme Nutrition Nord. Elle ne semble pas comprendre les graves conséquences qu'a l'échec de ce programme sur les collectivités du Nord. Au Nunavut, plus de 50 % des ménages sont touchés par l'insécurité alimentaire. Au cas où la ministre ne comprendrait pas cette statistique, cela veut dire que ces ménages ne bénéficient pas d'un accès fiable à des aliments nutritifs à un prix abordable.
Au cours des huit années qui ont suivi la mise en place de Nutrition Nord, les gouvernements qui se sont succédé ont dépensé plus d'un demi-milliard de dollars dans ce programme. Résultat: le nombre de ménages aux prises avec l'insécurité alimentaire a augmenté de 20 % au Nunavut. Hier, je ne blaguais pas quand j'ai dit qu'on devrait parler du programme alimentaire « Phénix ».
Le gouvernement ne peut plus continuer de faire l'autruche. Les Nunavummiuts ont besoin d'aide et exigent des réponses. Pourquoi ce programme est-il un échec aussi monumental? Une enquête répondrait à cette question et nous aiderait à trouver de nouvelles façons d'assurer la sécurité alimentaire dans les collectivités du Nord. Je demande donc au gouvernement du Canada de lancer immédiatement une enquête sur le programme Nutrition Nord.

Mr. Speaker, my question is for the Minister of Crown-Indigenous Relations and Northern Affairs.
Since it launched in 2011, successive governments have spent over half a billion dollars on the nutrition north program. In that time, the number of households in Nunavut affected by food insecurity has risen from 33% to over 50%. With results that bad, we should call it the Phoenix food program.
Nunavummiut wants answers. Will you open an inquiry into nutrition north so we can understand why it has failed so spectacularly and find a way to ensure food security for our communities?

Depuis le lancement du programme Nutrition Nord, en 2011, les gouvernements qui se sont succédé y ont consacré plus d'un demi-milliard de dollars. Au cours de cette période, le nombre de ménages du Nunavut qui sont aux prises avec l'insécurité alimentaire est passé de 33 % à plus de 50 %. Avec des résultats aussi terribles, on devrait parler du programme alimentaire Phénix.
Les Nunavummiuts veulent des réponses. Allez-vous lancer une enquête sur le programme Nutrition Nord pour qu'on puisse comprendre pourquoi c'est un échec aussi monumental et trouver un moyen d'assurer notre sécurité alimentaire, à nous Canadiens du Nord?

Yesterday, Canada finally announced changes to the nutrition north program. The additional funding and other changes are welcome. However, the government has failed to fix the biggest problem with the program: its transparency and accountability. For example, the department has admitted the program subsidy received by some retailers is higher than the freight rate they are paying, which is why Nunavummiut believes some retailers are unjustly profiting from the subsidy.
Will the minister commit to finally fixing this problem before the spring budget?

Toutefois, le gouvernement ne règle pas le principal problème entourant le programme: la transparence et la reddition de comptes. Par exemple, le ministère admet que la subvention touchée par certains détaillants par l'entremise du programme est plus élevée que le tarif-marchandises qu'ils paient, ce pourquoi les Nunavummiuts estiment que certains détaillants profitent injustement de la subvention.
Le ministre s'engagera-t-il à enfin régler ce problème avant le budget du printemps?

Mr. Speaker, my question is for the Minister of Intergovernmental and Northern Affairs and Internal Trade.
It is over a year now since the nutrition north report was issued and we are still waiting for action. On his recent visit to Iqaluit, the new minister discovered that this was an urgent issue. Five times I have raised this in the House, and the answer is always, “We're taking our time to get it right.” I just have to wonder how long it takes the current government to get something right.
The Prime Minister has given the minister a specific mandate to fix and expand the program. Will he share what his timeline is to do that?

Voilà plus d’un an que le rapport Nutrition Nord a été publié et nous attendons toujours des mesures de suivi. Lors de sa dernière visite à Iqaluit, le nouveau ministre s’est rendu compte de l’urgence de la question. J’en ai parlé cinq fois à la Chambre et la réponse est toujours la même: « Nous prenons le temps de bien faire les choses ». Combien faut-il de temps au gouvernement pour bien faire les choses?
Le premier ministre a confié au ministre un mandat bien précis pour régler le problème et élargir le programme. Va-t-il nous faire part du calendrier qu’il a prévu à cette fin?

Mr. Speaker, I have asked several questions in the House regarding the promised changes to the nutrition north program, which the minister has publicly stated is failing northerners. Last May, the response was that the new program would be launched very soon. In September, the response changed to “we intend to get it right this time”. In December, it was “we're considering all feedback”.
In budget 2018, there is not one mention of nutrition north. It seems with more time there is less progress. Why is the government continuing to fail Nunavummiut by not fixing this broken program?
Monsieur le Président, j'ai posé plusieurs questions à la Chambre au sujet des changements promis relativement au programme Nutrition Nord, la ministre ayant déclaré publiquement que ce programme ne répond pas aux besoins des habitants du Nord. En mai dernier, on m'a répondu que le nouveau programme serait lancé sous peu. En septembre, la réponse était devenue « nous comptons bien faire les choses cette fois-ci », et en décembre, c'était « nous tenons compte de tous les commentaires ».
Le budget de 2018 ne fait aucunement mention de Nutrition Nord. Il semble que plus le temps passe, moins les choses progressent. Pourquoi le gouvernement continue-t-il de laisser pour compte les Nunavummiuts en ne réparant pas ce programme qui ne fonctionne pas?

The “What we heard” report on the nutrition north program was released eight months ago. Since that time, I have asked the minister on numerous occasions when Nunavummiut can expect the much-needed culturally relevant changes to the program. When I asked the same question on May 5, the response was that the launch of the new program would be “very soon”. My constituents are growing impatient.
My question again is, when can Nunavummiut expect these much-needed changes?

Le rapport sur « ce que nous avons entendu » au sujet du programme Nutrition Nord a été publié il y a huit mois. Depuis, j'ai demandé à plusieurs reprises à la ministre quand les Nunavummiuts pouvaient s'attendre à ce que les changements culturels qui s'imposent fortement soient apportés au programme. Quand j'ai posé la même question le 5 mai dernier, on m'a répondu que le lancement du nouveau programme se ferait « très bientôt ». Les habitants de ma circonscription commencent à s'impatienter.
Je pose la question une nouvelle fois: quand les Nunavummiuts peuvent-ils s'attendre à ce que ces changements plus que nécessaires soient apportés?

My question is for the Minister of Crown-Indigenous Relations and Northern Affairs. Since last fall, I have visited 23 of Nunavut's 25 communities. I had the opportunity to talk to many of my constituents face to face. What I heard unanimously were concerns about the nutrition north program. Since the release of the “What we heard” report five months ago, people in my riding have been patiently waiting for the changes recommended in the report. Can the minister inform the House when Nunavummiut can finally expect these changes to be implemented?

J'ai eu la chance de discuter en personne avec un grand nombre de gens de ma région. Tous, sans exception, sont préoccupés par le programme Nutrition Nord. Depuis la publication du document « Rapport final sur ce que nous avons entendu », il y a cinq mois, les gens de ma circonscription attendent patiemment la réalisation des changements qui y sont recommandés. La ministre peut-elle dire à la Chambre quand les Nunavummiuts peuvent s'attendre à ce que ces changements soient enfin effectués?

Yesterday I had the pleasure of visiting the Society of Saint Vincent de Paul in the riding of Kanata—Carleton. I was happy to donate to the society's north of 60 project, which is a national initiative aimed at providing food, supplies, and other goods to northern communities, including five communities in Nunavut.
While Nunavummiut are thankful for such generosity, they are also eager to see what changes have been made to the nutrition north program. Can the minister update the House on when Nunavummiut can expect the changes to be made?

The broken nutrition north program continues to fail Nunavummiut. INAC released the “What we heard” report last week, which reiterates the many necessary changes that I and others have been advocating for years.
It is my understanding that there have been further consultations held over the last few days. My question is not about these consultations. It is not about any future meetings or consultations.
When can Nunavummiut expect the much-needed changes to the program to be made?

Le programme bancal Nutrition Nord ne répond toujours pas aux besoins des Nunavummiuts. La semaine dernière, le ministère des Affaires autochtones a publié le rapport intitulé « Ce que nous avons entendu », qui fait lui aussi état des nombreux changements nécessaires que moi et d'autres préconisons depuis des années.
D'après ce que je comprends, de nouvelles consultations ont été menées au cours des derniers jours. Ma question ne porte pas sur ces consultations ni sur une réunion ou une consultation future.
Ce que je demande, c'est quand les Nunavummiuts peuvent s'attendre à ce que les changements plus que nécessaires soient apportés au programme.

Qujannamiik uqaqti. Mr. Speaker, the Liberal government is committed to improve the broken nutrition north program. Although the program is meant to provide northerners with improved access to food, Nunavut continues to have the highest rates of food insecurity in the country. Nearly 70% of homes in Nunavut are food insecure. This statistic is alarming when we consider Canada's status as a first world country.
In 2016, INAC held consultations to gain insight on how to improve the program. The result of this consultation was a “What We Heard” report, released last Friday.
I have always been a strong advocate for improvements to be made to the nutrition north program. As current MP and previous territorial MLA, I know this report echoes and officially documents what we have been saying for many years.
Given the dire food insecurity reality we face in Nunavut, the need for action on this program is now.
Qujannamiik uqaqti. Monsieur le Président, le gouvernement libéral est résolu à améliorer Nutrition Nord, un programme bancal. Bien que le programme soit censé améliorer l'accès des habitants du Nord à la nourriture, le Nunavut affiche toujours les taux d'insécurité alimentaire les plus élevés au Canada. Près de 70 % des ménages au Nunavut sont touchés par l'insécurité alimentaire. Ce pourcentage est alarmant lorsqu'on considère que le Canada est un pays industrialisé.
En 2016, le ministère des Affaires autochtones et du Nord canadien a mené des consultations pour se faire une idée des améliorations pouvant être apportées au programme. Un rapport sur ce qui a été entendu pendant les consultations a été publié vendredi dernier.
J'ai toujours prôné l'amélioration du programme Nutrition Nord. En tant que député fédéral et ancien député territorial, je sais que ce rapport fait écho à ce que nous disons depuis de nombreuses années et qu'il donne un caractère officiel à nos propos.
Vu la situation pénible qui existe au Nunavut relativement à l'insécurité alimentaire, des mesures doivent être prises sans tarder à l'égard du programme.

Mr. Speaker, my question is for the Minister of Indigenous and Northern Affairs.
The government has committed to improving food security in the north. However, the nutrition north program continues to fail us. The rate of food insecurity in Nunavut is more than four times the national average. The government has stated that the program will be “more transparent, cost effective, and culturally appropriate”.
When will Nunavummiut see these changes? Would the minister be willing to consider pilot projects to help her address these program issues?

Le gouvernement s'est engagé à améliorer la sécurité alimentaire dans le Nord. Toutefois, le programme Nutrition Nord ne cesse de connaître des ratés. Le niveau d'insécurité alimentaire au Nunavut est plus de quatre fois supérieur à la moyenne nationale. Le gouvernement a déclaré que ce programme serait « plus transparent, plus efficient et plus adapté à la réalité culturelle. »
Quand les habitants du Nunavut vont-ils constater ces changements? La ministre serait-elle disposée à envisager la mise en oeuvre de projets pilotes afin de l'aider à régler les problèmes liés au programme?
