That's for the ones who are being paid. So you've changed the rules; you've changed the game here.
Let's talk about those who are waiting seven weeks. In 28 days they get a notice saying they will not be paid. It's tough to put groceries in the fridge with a notice that says you will not get paid.
Are you comfortable with the fact that over 700,000 Canadians who apply for EI benefits are averaging seven weeks before they receive payment?

Beyond that, the stress level in these kitchens, the stress level with these Canadians now, when they phone the call centre.... Before your government cut 600 jobs, closed 100 EI processing centres, which the former minister said would make the “service faster, more effective, and more efficient”, dealing with the call centre calls, the service level was such that 95% of the calls were being answered in three minutes. You weren't hitting that number, so you cut it down to 80% of the calls being answered in three minutes. You weren't hitting that. You cut it down last year to 80% of the calls were being answered in 10 minutes.
I'm starting to pick up a bit of a trend here. Are you not seeing that yourself, Minister? If you're not hitting the numbers, you're changing the rules and you're lowering the standards. Is that acceptable to you?

That's great. Thanks very much.
On the youth employment strategy, in 2005-06 the youth employment strategy served 113,000 youth. Currently, the most recent stats say that last year it was 54,000, which means a loss of 50,000 young people having access to that program. Then we're projecting, as was mentioned earlier, another $20 million cut in that program. Where is the help for them? Where are young Canadians getting support from that program?

Okay, that's great, because the number that I cited, 54% of calls being dropped, was a 2013 number. It's actually gone down to 33%, so there's been improvement. I think the case can be made that additional staff is not a bad thing for efficiency within the EI call processing centres and the call centres.
There are two questions I want to get at here.
We brought the standards down year after year, from 95% in three minutes, to 80% in three minutes, to 80% in ten minutes. Are we hitting that number?

Getting back to what the minister said about 80% payment, was he referring to speed of payment? When Finley was here and she was the minister, she said she couldn't tell us because speed of payment was still notification of non-payment and notification of payment, and she couldn't extract those two numbers from that number.

Okay, so what are we doing about the others who are in? What I understand is that, if it's a “Mc” on the ROE, and it's a “Mac” on the application, if there's anything slightly wrong, that gets kicked out, and then they're not being processed. That's going seven weeks, eight weeks, nine weeks. Some 700,000 Canadians are wrestling with that; 700,000 households are wrestling with that.

What has evolved from the study so far? I guess I'll come back to Mr. Mulvale's comment about the cream skimming or the risk that we see in the low-hanging fruit. It's easy to go after the low-hanging fruit and certainly more of a challenge to go after the more complex issues in society through social financing. That's what I'm drawing from our study, from 36,000 feet, so far.
I like your response about making sure that in the governance models that are set up, a lot of it comes down to analysis and evaluation being key. I guess the government has to come with a core set of principles. From there on it's pretty much on an issue-by-issue basis that you would negotiate the governance and the criteria for analysis and the outcomes wished. It's really tough to have a template other than bringing those core set of principles to addressing an issue. Perhaps you could comment further on that.
Then probably you'll just have time to go back—either Sally or Mr. Mulvale—on the risk you see, or the fact that we can't solve all our problems with social financing models. The state still has a role to play, especially in very complex issues.

What we've heard from a great number of witnesses is the concern around measurement and trying to get a handle on success, or the lack thereof, on outcomes. That seems to be the challenge: measuring it. If the government is contracting with another firm to provide those sorts of outcomes, how good are we at measuring those types of outcomes? I don't imagine in public you're going to say that we suck at it or whatever, but how good are we at ensuring that we're getting value for dollar with contracting out?

You were going pretty fast with the numbers. I heard somewhere in the last couple of weeks that math is hard. I was having trouble keeping up. You were extrapolating out over the years the number of dollars it would take eventually. I think we can all agree that early intervention and prevention would be the most effective use of public money. If we can keep young people from not engaging in the justice system, I think that's ideal.
That's why I like what you're doing with the absentee program. Can you share with the committee...? Truancy would have been a responsibility of the school board before you changed the approach. Could you give us some kind of indication as to the numbers before the change in direction? And why wasn't it getting done before, if in fact it wasn't getting done?

Dr. Juppe, you haven't really shared with us any great success stories from states that have taken the social impact bond approach. I think the broader rationale is that there may be some issues that can be dealt with using social impact bonds, and these may be some of the lower-hanging fruit. At least doing so would unlock some potential public dollars to deal with more complex problems. That's what we've picked up from a number of the witnesses now.
Are you seeing any of this take place? Are you aware of any instances in which this has been able to free up money for other investments by state governments?

How do you build a fence around to make sure the importance of financial success doesn't trump the social outcomes, the social impacts that you're...? I think what we sense from those witnesses is that you pick a particular area of interest and they deal with it in this fashion. Then the organizations that have taken it on will take some of the low-hanging fruit, but maybe not some of the more complex and complicated issues within the realm of the issue. Then the government says, “No, we're looking after that, that's being handled.” How do we guard against that idea if we want to make good recommendations going forward?

Thank you very much, Mr. Chair. It's great to be here with the industry committee today.
It's great to have my friend, the honourable member, here today. As a matter of fact, I appreciate the fact that he was able to solve this problem, because I've spent a number of late evenings with him and we've solved quite a few of the world's problems. It's nice to see one of the resolutions brought forward in legislation.
That being said, more out of curiosity than anything, Mr. Smith, I have a question about the fact that Statistics Canada supports this legislation. Is it the norm, on anything that impacts Statistics Canada, for the organization to take a position on legislation that comes forward; that is, whether you support it or don't support it? I'm thinking of Ted Hsu's bill about resorting back to mandatory census forms. Is it common for you guys to take a position?

I'll ask a question similar to what you're going to ask, maybe from a different tack.
Madame Kenny and Madame Côté first, I have a number of Acadian communities within my riding. Some of the most self-reliant communities in my riding are the Acadian communities. The social economy is very prominent. The co-ops in Cheticamp and Isle Madame are a huge part of what that community is.
But I agree. Many of the francophone Acadian communities are smaller rural communities. The base of their economy is seasonal industries, and that big corporate dollar just isn't there. They have to find a way, so I can see the uniqueness of it.
You said you have been advocating for a specific study. Who are you hoping would undertake this study, and where has it been falling on deaf ears? You might want to make a comment or elaborate on that a little.
