I think what I have to offer will actually assist in one respect: it will clarify to an extent a small concern about the extent to which we are committing in advance to move forward in the fall on the exact same motion adopted in the House on June 18. I think that's absolutely in the spirit of everything I've heard from Tom. I want to suggest an amendment that makes it even clearer.
In suggesting this amendment I think I'm probably helping on the point by Mr. Lamoureux as well, because my amendment makes it exceptionally clear that in the motion of June 18, the provision “examine the subject-matter of the motions, standing in the name of the Member for Papineau, placed on the Order Paper on June 10, 2013” will be part of the study. This will be made even clearer by my amendment.
What I'd like to do now is just to read the amendment. Tom's motion would stand exactly as is, and then I would suggest simply adding these words:
and that the Committee further show respect for the will of the House by instructing the Chair of the Committee to write to the Government House Leader to request that he, on the first day of the return of the House, seek unanimous consent from the House to bring back the House order of June 18 2013, in the exact form adopted on that day.
I think this is a good idea procedurally, because we are going to have prorogation—it's almost certain—between now and when we'll be able to really study this. In that case I think it's really a good idea to have the exact same motion back before this committee, and the mechanism I'm suggesting here would accomplish that.
At the same time, it absolutely makes clear something that is possibly just a little bit too general in the first three lines of Mr. Lukiwski's motion. The first three lines talk about holding meetings pursuant to the House order regarding transparency and accountability, but then it says, “and that the Committee show respect for the will of the House”, and it only specifies paragraph (h). The idea of showing respect for the will of the House with respect to including a non-recognized party member is really important, but it's isolating one element of the motion, whereas the first three lines are quite general. All I am doing, I think, is crossing the t’s and dotting the i's with what we've exactly heard already from Tom, that the government is in support of the motion as adopted.
I would like to add the extra procedural boost by asking you, the chair, to write to the House leader to ask him to seek unanimous consent when we return.

Je propose une solution qui, à mon avis, sera utile sur un point. Elle précisera dans une certaine mesure comment nous donnerons suite cet automne à la motion adoptée à la Chambre le 18 juin. Je pense que c'est tout à fait conforme aux propos que vient de formuler Tom. Je veux proposer un amendement pour préciser encore davantage le tout.
Mon amendement sera, à mon avis, utile puisqu'il abordera le point soulevé par M. Lamoureux. Il précisera sans l'ombre d'un doute que, dans la motion du 18 juin, les termes « étudie, l'objet des motions, inscrites au Feuilleton du 10 juin 2013, au nom du député de Papineau » s'appliquera à l'étude qui est proposée. Mon amendement le précisera encore davantage.
Je voudrais maintenant simplement lire mon amendement. Le libellé de la motion de Tom ne serait nullement modifié. Je proposerais simplement d'ajouter ce qui suit:
et que le Comité respecte la volonté de la Chambre des communes en donnant instruction au Président du comité d'écrire au Leader du gouvernement à la Chambre afin qu'il demande, dès la première journée du retour de la Chambre, le consentement unanime de la Chambre afin de ramener l'ordre de la Chambre du 18 juin 2013, dans sa forme originale telle qu'adoptée.
Sur le plan de la procédure, c'est selon moi une solution pertinente étant donné la prorogation presque assurée, entre aujourd'hui et le moment où nous pourrons véritablement entreprendre cette étude. C'est donc une solution vraiment pertinente que de reprendre le libellé de la motion initiale et d'y ajouter la solution que je propose, ce qui permettrait d'atteindre l'objectif.
Parallèlement, mon amendement préciserait un aspect peut-être un peu trop général dans les trois premières lignes de la motion de M. Lukiwski. Il y est alors question de tenir des réunions conformément à l'ordre de la Chambre en ce qui concerne la transparence et la responsabilisation. Cependant, la motion de M. Lukiwski ajoute ceci: « et que le Comité fasse preuve de respect pour la volonté de la Chambre », pour ensuite reprendre les termes du paragraphe (h) de l'ordre de renvoi. J'estime qu'il est important de faire preuve de respect pour la volonté de la Chambre en permettant à un député qui n'est pas membre d'un parti reconnu de participer aux audiences. Cependant, cela s'ajoute aux trois premières lignes qui ont une portée passablement générale. Je ne fais qu'apporter des précisions afin de donner suite aux propos formulés par Tom, l'objectif étant que le gouvernement donne son appui à la motion adoptée.
Je voudrais ajouter cette précision sur le plan de la procédure en vous priant, monsieur le président, d'écrire au leader à la Chambre pour lui demander le consentement unanime à la reprise des travaux.
