I have a question that I'd like to pose to all of our witnesses here today. I've heard from a number of students in my riding about the issue of mental health and socialization, and how learning from home and being away from the classroom environment with their peers, as well as reduced extracurricular activities, may affect their ability to succeed. What steps have all the witnesses here today undertaken with their respective institutions to help students with their mental health and social connections, both during this pandemic and moving forward?

I'll direct this to either chief. Perhaps both would like to weigh in on this. Some police agencies have identified that a full 20% to 30% of the calls for service are mental health calls, often not criminal in nature. I'd like you to comment on this. How is this affecting your services in terms of resources, and what solutions do you have to avoid violent conclusions to a lot of these calls?

My questions are for Mr. Stamatakis or Mr. McFee.
I would like to talk about the causes. Mr. McFee, you mentioned in a report that, in 80% to 92% of the responses, mental health problems were the issue. The people involved had drug or alcohol problems. When marijuana was legalized, the police associations said that there was a risk to the public.
Have you noticed any changes since marijuana was legalized? Has there been an increase in consumption and does it result in an increase in drug-related problems? Is there a tendency for people to use other drugs, which require interventions?

Mr. Chair, I certainly hate going behind Mr. Davies in questioning, because once again he has brought up some points that I wanted to bring up.
It's about that same article, Dr. McKenzie, that article in Global News regarding your experience in the U.K., in north London. It was about the team of the medical professionals who showed up first—not the police—when there was a mental health crisis in the community. You talked a bit about it. Can you explain to us how this came about, how it worked and how you dealt with violent or armed non-cooperative people?
I know that this wasn't a part of your testimony today, but I think it is very relevant in the mental health side of it. Can you elaborate a little more on how you began this?

I think one thing that has really concerned me as well is the mental health of farmers. We have been waiting and waiting and told over and over again to go for the BRMs, that they are going to be our solution, when we all know they are not. You're told to keep on paying your carbon tax and that it's not that big of a deal. Farmers come to the end of their rope.
Are you hearing more about the challenges that farmers are facing in regard to mental health issues?

Mr. Chair, this Sunday is Father's Day. It's also a time when we recognize men's mental health, a cause for which my friend from Edmonton Riverbend has been an advocate for nearly a decade. Sadly, over 75% of deaths by suicide involve men, and far too many of these are young men. With the isolation caused by COVID-19, access to normal supports is limited. Gyms and fitness centres are closed, affecting both the physical and mental health of Canadians. Far too often, alcohol and drugs are seen as coping mechanisms.
What actions will the government take to support mental health services, and particularly access to addiction services, during this time?

Yes, 40% is significant. That's a lot of people who might not be returning. It's something for public policy-makers to consider, for sure.
I'd also like to talk about mental health. This was discussed in the last hour and was also mentioned in your opening remarks.
Can we qualify the mental health impacts a little bit? What have been the causes of the mental health strain? I know these are very obvious to students, but just for parents who are watching, for example, can we qualify that a bit? Why are students feeling considerable mental strain? A list of the things would be great to hear.

I can understand that for sure, as uncertainty is very challenging. I remember coming out of university that trying to find a job was stressful enough, let alone in a COVID-19 economy.
I'd love to hear a little elaboration on those mental health impacts from the other panellists as well, given that 60% of students are being significantly impacted by their mental health. What are you hearing from your students?

Mr. Chair, obviously with COVID, many people are struggling with the loss of loved ones and their grief. The Canadian Grief Alliance has submitted a proposal looking for a very modest sum of funding from the government to extend their virtual grief counselling.
Can the Minister of Health let us know if that funding has been approved?
