One always has to be concerned about processing and announcements, because it's the nature of the beast, as it were. However, the government is probably reasonably comfortable that it can meet its targets, or at least make progress towards its targets. The processing capacity will be there, but that's looking from the outside rather than from the inside.
Are the levels appropriate in the current context, when you've had a large number of immigrants, visible minorities and women who have been affected and lost their jobs? Those are my broader concerns.
Il faut toujours se préoccuper du traitement et des annonces, parce que c'est la nature de la bête, pour ainsi dire. Cependant, le gouvernement est probablement raisonnablement sûr de pouvoir atteindre ses objectifs ou, à tout le moins, de réaliser des progrès vers l'atteinte de ses objectifs. Absolutely. Definitely I would agree with you that we do need to modernize. It's been a common theme, but, again, my question was very specific about getting there and what the plan is.
Of course, there have been consultations. What is the actual plan? Do we have a deadline of when we can expect this to happen? That will be one question, but I just want to add to that quickly as well.
All of our offices keep hearing about the same hardships that people are facing due to delays. There's a lack of transparency. People are having to do their own ATIPs, which are lengthy. Family reunification is one that's causing.... They've been going through so much already with the pandemic. They're suffering even more. We all know the mental health issues that it's caused and all the grief behind that.
Again, what is the plan to modernize? What kind of timeline are we looking at? Have we procured anything? On top of that, how are you going to address the transparency issues and the backlogs?

The first thing I want to do, Madam Chair, is to sound a note of compassion for those who have been kept apart as a result of the pandemic. As my colleague knows, that's one of the reasons we introduced a pathway to reunite families during the pandemic. I'm very proud of the fact that we have been able to reunite tens of thousands of families.
With regard to the specific question about a plan, we do have a plan. That plan involves a strategy that will add resources, as I've said—frontline personnel to the front lines of our department. That has not only cast its eyes forward to long-term modernization with budget 2020 investments, but we've already started to leverage technologies now during the course of the pandemic. That has led to concrete results with regard to citizenship, with our welcoming over 64,000 new citizens. With regard to our landing processes, we've moving our processes online so we can achieve the outcomes of landing more permanent residents. Again, as my colleague knows, we've made significant progress in achieving our 2021 levels plan, landing over 100,000 new permanent residents already. That's the proof the plan is working.
La première chose que je veux faire, madame la présidente, c'est d'exprimer ma compassion envers ceux qui ont été tenus séparés à cause de la pandémie. Comme mon collègue le sait, c'est une des raisons pour lesquelles nous avons créé une voie d'accès particulière pour faciliter la réunification des familles durant la pandémie. Je suis très fier que nous ayons pu ainsi réunir des dizaines de milliers de familles.
Quant à la question précise à propos d'un plan, nous en avons un, qui prévoit entre autres d'ajouter des ressources, comme je l'ai dit, du personnel de première ligne jusqu'aux premières lignes de notre ministère. Il ne s'agit pas seulement de se tourner vers la modernisation à long terme avec les investissements du budget de 2020; nous avons déjà commencé à tirer avantage des technologies au cours de la pandémie. Nous avons obtenu des résultats concrets en matière de citoyenneté, puisque nous avons accueilli plus de 64 000 nouveaux citoyens. En ce qui concerne nos processus d'établissement, nous les mettons en ligne afin de favoriser l'arrivée d'un plus grand nombre de résidents permanents. Là encore, comme mon collègue le sait, nous avons bien progressé vers l'atteinte des niveaux d'immigration de 2021, en accueillant déjà plus de 100 000 nouveaux résidents permanents. C'est la preuve que le plan fonctionne.

First of all, I'm looking forward to having tabled by the officials the processing times and what the effect is. Given all these new programs coming up, there is a huge concern about backlogs.
I want to know from the officials what we are going to be doing to address those backlogs. Do we have a timeline as to when those backlogs are going to be cleared up?

We have a number of applications that we are holding onto, because as you know, the border remains closed to new permanent residents. We continue to accept applications and are happy to accept applications. We continue to [Technical difficulty--Editor] and express entry, because we have a three-year levels plan. The levels plan for 2022 and 2023 will see increases. We'll go to 411,000 and 421,000. I need that inventory to be able to process and to be able to make sure that we meet those targets.
I would be a lot more worried about being able to clear those backlogs, once we have the border reopened, if I didn't have really good levels space as we move ahead.

The year 2021 has been a strange year for so many different reasons. From an immigration point of view, the minister has said previously that it's the ultimate paradox that we're trying to run an immigration system and keep the border closed at the same time. This year we have pushed and experimented with some new things. That includes the TR to PR pathways. It includes what we've done in express entry on those Canadian experience class draws.
I will come back to express entry. Express entry gives us a lot of control over what we're able to do and the number of applications we are bringing into the system. I would also point out that in budget 2021 there was a very small item on express entry, giving us a go-ahead to try to secure some additional flexibilities in express entry. I think that's going to be a really important component of doing it.
As for resources, the department did receive additional resources with the levels plans from the previous two years as we saw the levels go up, so that there is a corresponding increase in resources for the department to be able to handle that.
L'année 2021 a été une année étrange pour tellement de raisons différentes. Du point de vue de l'immigration, le ministre a déjà dit que le paradoxe ultime est que nous essayons de gérer un système d'immigration et de garder la frontière fermée en même temps. Cette année, nous avons proposé et expérimenté de nouvelles choses comme, par exemple, la voie d'accès RT à RP, ainsi que tout ce que nous avons fait dans le système Entrée express en ce qui concerne les tirages dans la catégorie de l'expérience canadienne.
Je reviens à Entrée express. Ce système nous donne beaucoup de contrôle sur ce que nous pouvons faire et sur le nombre de demandes que nous recevons. J'aimerais également souligner que dans le budget de 2021, il y avait un très petit poste concernant Entrée express, ce qui nous donne le feu vert pour essayer d'obtenir une certaine souplesse supplémentaire dans le système. Je pense que ce sera un élément très important.
Pour ce qui est des ressources, le ministère a reçu des ressources supplémentaires avec les plans de niveaux des deux années précédentes, au fur et à mesure que les niveaux augmentaient, de sorte qu'il y a une augmentation correspondante des ressources pour que le ministère puisse traiter la hausse des demandes.

I'm going to talk about Phoenix. On the departmental side, PSPC expects to spend less in 2023‑2024 than in 2021‑2022, in part due to the end of funding to stabilize payroll operations and bring down the backlog of payroll issues. PSPC has reduced the number of financial transactions in excess of its normal workload from a peak of 384,000 in January to 104,000 in February 2021, which is very good.
PSPC also awarded six contracts between March 2019 and January 2021 to acquire a next-generation human resources and payroll solution.
When will the backlog of payroll issues, so the backlog of money we owe people, be completely eliminated?

We are in the process of eliminating the backlog within the time frame that is in the mandate letter, which is one year, maybe 15 months.
There's still work to do on the backlog. I think we are on track, and we continue to update our approaches to automate where we can and drive efficiencies so we can properly continue to make progress that is being done on the backlog.

In the past two weeks, I have seen situations reoccur where government employees are simply not being paid. I am forced to say that all of the cases are women, unfortunately. I don't know if it's a coincidence or not, but these employees don't know why they didn't get a notice that their pay would be withheld. They also did not get anything stating that they owed money and that that is why they would not be paid. They were completely in the dark. One of them went more than seven weeks without receiving a single penny.
Why are such situations happening again?

Je suis forcée de dire que tous les cas sont des femmes, malheureusement. Je ne sais pas si c'est un hasard ou non, mais ces employées ne savent pas pourquoi elles n'ont eu aucun avis de rétention de salaire. Elles n'ont rien reçu non plus qui expliquerait qu'elles ne recevaient pas de salaire parce qu'elles devaient de l'argent. Elles étaient dans le noir complet. L'une d'entre elles a été plus de sept semaines sans recevoir un seul sou.
Qu'est-ce qui explique que de telles situations recommencent?

There are a couple of points here, Mr. Chair.
Number one, I think years ago it was far more common where employees would get no pay. We've worked very hard to make those cases a priority, and they're quite rare now. That's not to say there isn't the odd one; there certainly is. Then, as we deal with overpayments, because we don't want to surprise people, we have a regime in place where, before we start collecting any overpayments, we make sure the employee has received three correct pays consecutively before that collection regime kicks in.
Deux ou trois choses entrent en jeu dans ce cas‑ci, monsieur le président.
Tout d'abord, je pense qu'il y a quelques années, il était beaucoup plus fréquent que les employés ne soient pas payés. Are there still level 1, 2, 3, and 4 codes to explain case processing speeds, with level 1 being urgent cases, as I was told, and level 4 being non-urgent problems?
