The Speaker declared null and void all amendments to clauses 8 to 47, including new clause 13.1, except the amendment to clause 23, in Bill C-10, An Act to amend the Broadcasting Act and to make related and consequential amendments to other Acts, as adopted by the Standing Committee on Canadian Heritage, and ordered that they be struck from the bill as reported and that the bill be reprinted.

At 3:17 p.m., the sitting resumed.
Following a point of order regarding disorder in committee of the whole, the Deputy Chair of Committees of the Whole (Mrs. Hughes) reported to the Speaker, pursuant to Standing Order 12.
The Speaker took the chair.
Whereupon, the Deputy Chair of Committees of the Whole presented a report explaining that the member for Burnaby-South made unparliamentary remarks and that he refused to withdraw them or apologize.
