Ms. Campbell, I want to ask you about the terms of reference, where there's a provision that if there is a declared person of interest, or if a member of the advisory committee has a business or a personal relationship with somebody who has been nominated, they recuse themself from the discussion. Did that happen in your process this time?

Yes, it did. One of our committee members had served in a firm. I don't want to go into too much detail, but he recused himself from the conversations about that person.

I think that is perfectly appropriate to mention. Again, I want to go back to the point that the committee members were very conscious of their responsibility and desired to conduct themselves in a way that was beyond reproach.

Civil society's main concern is about the need to ensure the independence of this famous committee, independent panel or administrative entity, call it what you will. How can we protect the independence of the decisions to be made by this body, about which we will have more detailed knowledge in a few weeks?

Just to update colleagues before I ask Mr. de Burgh Graham for his seven minutes of questions, TD does have a concern about sitting at the same table with a regulator. I think we should respect that concern, so I'm therefore going to have to divide the time in half, in which case members are not going to get the same amount of time for questions of the Office of the Privacy Commissioner, which I think is quite regrettable.

Thank you for the question.
I worked at Infrastructure Canada and then left and went to be chief of staff at Indigenous Services. I had absolutely no contact with Sidewalk Labs while I was chief of staff for the infrastructure minister. My first contact with them was after the RFP was completed, when I was at Indigenous Services.

Following that, multiple conversations took place until late January 2018, at which point I was expecting an offer from Sidewalk Labs. I got in touch with the Office of the Conflict of Interest and Ethics Commissioner and had that conversation. Once the offer was received, I submitted that and all of the other information that was required by the commissioner, and the office greenlit my ability to accept that offer in early February 2018.

I had fairly frequent contact with them on a number of files. They had the Port Lands flood protection, so I had fairly regular contact with them in general.
