He said: Mr. Speaker, I am pleased to introduce the constitution compliance review act, legislation that would require, for the first time, constitutional examination of all bills introduced in Parliament, the tabling of a report of constitutional compliance and an independent non-partisan review and compliance mechanism.
It is imperative that parliamentarians be informed of the constitutionality of bills, given our obligation to uphold the Constitution and to oversee the public purse. This bill would thus seek to improve transparency in the parliamentary process by ensuring that all parliamentarians are given an independent analysis of the constitutionality of all bills, regardless of whether they are introduced by the government or opposition, in the House or in the Senate.

He said: Mr. Speaker, the importance of protecting our natural resources is something I value. I feel the need for it every time I take a moment to stop and appreciate all the beauty my community of Surrey has to offer. That is why I applaud the initiative of the member for Halifax to ensure the protection of lakes and rivers across our great country. It is in this spirit of protection that I am proud to introduce this private member's bill to ensure the protection of Bear Creek, a special and very important creek located in Surrey.
Bear Creek is both meaningful and valuable to the people of Surrey, and it is vital that we protect it. The creek is unique, because it provides spawning and rearing habitat for five species of salmon and trout as well as a variety of wildlife.
If people visit the stream in mid-November, they may be fortunate enough to see spawning salmon returning from their long journey from the Pacific Ocean. In one season over 900 spawning chum salmon have been observed at Bear Creek.
I believe that protecting the environment is important to the people of Canada, as demonstrated in my riding of Surrey North. It is my pleasure to introduce this bill and to work hard to keep Bear Creek a protected creek.

moved for leave to introduce Bill C-539, An Act to promote local foods.
She said: Mr. Speaker, this is the first bill I am introducing in the House. It is about promoting local foods.
This bill will raise awareness of the work that producers in our regions do and improve access to high-quality, fresh products. It will reduce transportation and associated greenhouse gas emissions.
The bill recommends developing a pan-Canadian local foods strategy. It directs the minister of agriculture to meet with his or her provincial counterparts to develop a definition of what constitutes a local food, to create a forum for sharing best practices, to consult with producers and distributors and to raise awareness of the strategy.
The bill also suggests a local foods procurement policy for federal institutions. The federal government would set an example and enable all of our producers to sell their products to federal institutions.
I hope that all members of the House will be able to vote in favour of this bill to recognize the work of our local producers. They make a tremendous contribution to regional economies and Canada's economy as a whole.

He said: Mr. Speaker, I am pleased to rise and table this very important piece of legislation today. I thank my colleague, the member for New Westminster—Coquitlam, for agreeing to second the bill.
In the constituency I represent, the tragic death a short time ago of Rehtaeh Parsons led to people across the country, and not just across the country, mourning her death and the circumstances around her death. At the same time, people began to urgently ask what they could do to make sure this type of situation or incident was not allowed to happen again.
People in Nova Scotia, Ontario, British Columbia, municipalities, school boards and provinces throughout the country have been working towards developing strategies to make sure this type of event does not happen again.
A cyberbullying task force in Nova Scotia has been working away at developing protocols and standards of contact for identifying who needs to accept responsibility, whether it be in schools, health care or justice.
One thing identified as a gap was the responsibility of the federal government. It is a matter of making sure that the Criminal Code of Canada is brought up to current times to reflect the circumstances of what is happening on the Internet. That is what this bill is intended to do. It is to recognize that there is a gap and that we need to take action to make sure there are consequences for this type of behaviour.

She said: Mr. Speaker, I am pleased to introduce my navigable waters protection bill, which is seconded by my colleague from Abitibi—Baie-James—Nunavik—Eeyou. We represent neighbouring ridings, so he clearly has had the opportunity to visit my riding a number of times, and he knows the lakes and rivers in my riding well.
I would like to point out that there are more than 20,000 lakes and rivers in my region. It is impossible to count them all. We do not know the exact number, but we know that there are more than 20,000. I am asking that fewer than 50 of these lakes and rivers be added to the Navigable Waters Protection Act because they were mistakenly overlooked in the bad budget bill introduced by the Conservatives.
I would like to stress that the number of lakes and rivers I am asking to have added represents less than 0.25% of the lakes and rivers in my riding. I believe it is a very reasonable request. I would also like to state that these lakes and rivers have been navigated by aboriginal communities and truly are navigable waters. Many aboriginal people in various communities in my riding can speak to the past and future of these lakes.

As everyone knows, in northern Quebec we are quite attached to our lakes and rivers. We know that we cannot take them for granted. They are an integral part of our lives: our work, our play, our economy, our social well-being, our history and our common future.
In the previous budget bills, the Conservatives took away the protection of these important sources of water and life. With this bill, I am proposing a way to start repairing the damage. I am calling on my colleagues from all parties to support this bill and to help us, as members of the official opposition, right the wrongs this government has done to us.

He said: Mr. Speaker, it certainly is a pleasure for me to introduce this private members' bill today, which would amend the Navigable Waters Protection Act in order to protect Trout Lake in the beautiful community of North Bay, the gateway to northern Ontario.
I want to thank my colleague from Timmins—James Bay for seconding this motion.
There are some reasons I want to protect this lake. First, Samuel de Champlain, the famous explorer, paddled Trout Lake 400 years ago. It is historic. Also, the pristine waters are another source of the drinking water for the residents of North Bay. A natural gas pipeline that borders both sides of Trout Lake is being considered for a switch to bitumen, and that worries the people of North Bay.
Another reason I want to present this private member's bill is that, unfortunately, when the Conservatives changed the Navigable Waters Protection Act, they did not include North Bay and Trout Lake. As we know, Trout Lake, as I said a while ago, is the drinking-water source for the community of North Bay. I do not know where the MP for Nipissing—Timiskaming was when this decision was taken. However, I want to assure the people of North Bay that even though their MP, my good friend sitting over there, was not looking after their best interests, they do not have to worry, because the NDP will look after their interests.

He said: Mr. Speaker, recently in Thunder Bay we have had some violent incidents. Two transit drivers from Local 966 of the Amalgamated Transit Union have become victims of assault while carrying out their duties on our behalf.
Harassment and assault against those who have dedicated their lives to the service of the public is completely unacceptable to the people of Thunder Bay—Rainy River and indeed Canadians coast to coast.
Because of the nature of their work and their inherent inability to defend themselves against aggressive acts while carrying out their primary duties, transit drivers face a number of unusual and unpredictable threats in their workplace that most Canadians do not.
I hope this bill will act as a deterrent to such violent incidents upon transit drivers in our communities and complement what I hope will be more vigorous efforts by provincial and local governments to offer greater physical protections to transit operators while they are on the job and serving the public.
This bill has been drafted in consultation with my New Democrat colleagues from across Canada, and I would like to thank them for sharing their thoughts and support for putting this bill forward. I would also like to thank the newly independent member of Parliament for Edmonton—St. Albert, who tabled a similar bill in the last Parliament and consulted with me on the drafting of this bill, and who indeed supports this bill.
In closing, I would like to assure members of the Amalgamated Transit Union and other transit operators across Canada who devote themselves to providing a very high level of public service that New Democrats and Canadians stand with them and are committed to making their workplace as safe as possible.

moved for leave to introduce Bill C-532, An Act to amend the Navigable Waters Protection Act (Rouge River).
She said: Mr. Speaker, I am proud to rise today to introduce the bill, an act to amend the Navigable Waters Protection Act in relation to the Rouge River. Our lakes and rivers deserve the utmost environmental protection, and this bill would ensure that the Rouge River is listed in the act.
The Rouge River is a beautiful component of Scarborough—Rouge River and Scarborough itself. It runs through our local gem, Rouge Park, and it is visited and enjoyed by residents across the GTA. Moreover, it is a vital component of the ecological integrity and biodiversity of Scarborough and eastern Toronto.
Under the Conservative changes, fewer than 2% of our lakes and rivers are left protected. Certainly Rouge River, which runs through what will be Canada's first urban national park, should be among these protected waterways.
Environmental protection is a priority of mine, as it is for the NDP and Canadians across the country. I am proud to introduce a bill that upholds this Canadian value.

He said: Mr. Speaker, I am pleased to have the opportunity to present this private member's bill, providing an alternative approach to the one that was tabled earlier by the member for Thunder Bay—Rainy River. I look forward to all members of the House having an opportunity to collaborate as these pieces of legislation move forward.
More than 2,000 Canadian bus drivers are assaulted annually in the course of their duties. They may be spat upon or punched or attacked with a knife or even sexually assaulted as they perform their jobs of providing open, inclusive service to the general public in all places and at all hours of the day and night.
While courts sometimes make a point of taking the public service and the vulnerability of bus drivers into account when sentencing those who are convicted of offences against transit operators, this is not a comprehensive legal requirement.
The bill that I am proposing would change that. Section 718.2 of the Criminal Code sets out the overarching rules that deal with sentencing; this bill would insert the specific requirement that courts shall, when imposing a sentence for any offence, take into consideration as an aggravating circumstance the fact that the victim was a public transportation employee on duty.
This would provide a higher degree of protection for bus drivers, especially when coupled with a vigorous public communications campaign to warn potential offenders that attacking a transit employee will expose them to more severe criminal penalties.
I am glad to have the support of the Canadian Council of the Amalgamated Transit Union in my hometown of Regina and across the country. I hope that all hon. members will see the merit in this particular approach.

He said: Mr. Speaker, it is with pleasure that I rise this morning to say something of substance for the first time in more than five years.
The Trent-Severn Waterway is a vast network of water management and recreational boating infrastructure in central Ontario that stretches from Lake Ontario to Georgian Bay. The TSW region is home to more than a million people, including more than 120,000 properties, homes and cottages that front directly on the system.
The Trent-Severn Waterway is many things to many people, but, in my view, one thing it is not is a park. That is why I am introducing this private member's bill that would create an independent entity called the Trent-Severn water authority. It would help to realize the unbelievable potential that many of us believe the Trent-Severn has. Over the years the Trent-Severn Waterway has reported to Transport Canada as well as Canadian Heritage, and currently to the minister responsible for Parks Canada. This independent entity ought to report directly to the Minister of Transport, Infrastructure and Communities.
I look forward to ongoing discussions with my colleagues about this idea of realizing the potential of the Trent-Severn Waterway.

She said: Mr. Speaker, I would like to thank the member for Drummond for seconding this bill, which is designed to add several rivers, waterways and lakes in four Conservative Quebec ridings to the too-short list of waterways that will continue to be protected. Less than 2% of Canada's waterways are being protected.
Among the waterways this bill would add is the Chaudière River, which runs through a large part of the Quebec region of Beauce. Chutes-de-la-Chaudière park, near Lake Mégantic, is an important spot because numerous outdoor and tourist activities take place there.
Lac des Abénaquis, near Sainte-Aurélie, is known for its fishing. There is a fishing tournament there every summer. The fact that this lake is no longer protected because of Conservative legislation means that the right to fish and the right to navigate are no longer guaranteed.
That is why we, the NDP, have introduced bills such as this one. First of all, we want members of the public to know about the changes, and second, we want them to try and change the Conservatives' minds about Bill C-45, which has resulted in less than 2% of our waterways being protected.

He said: Mr. Speaker, I would first like to thank the hon. member for Edmonton Centre for seconding my private member's bill.
I am happy to rise today to introduce this bill. It is an act to provide funding for the conservation of national historic sites. This bill would provide the means by which individuals and corporations could donate money to be used for the preservation of national historic sites and receive tax receipts. It also sets out how the money would be used.
Our national historic sites are important cultural places that help link us to our past, but there are costs to repair them, and those costs are increasing all the time. In my time at the St. Lawrence Parks Commission, when it oversaw the operation of Fort Henry in Kingston, I saw this first-hand. People came forward with ideas to contribute and get tax receipts.
There are additional national historic sites that need long-term support, such as the Rideau Canal in my riding of Leeds—Grenville, as well as Fort Wellington and the Delta mill and other national historic sites. This bill would help do that. It would help to see that these sites plan for the major restoration work that always needs to be done.
I look forward to this bill being debated and passed in order to help all of our national historic sites.

She said: Mr. Speaker, I am pleased to table my bill, an act to amend the Navigable Waters Protection Act for Slave River. I wish to thank my colleague, the member for Western Arctic, for seconding this bill, which is of great significance to his constituents.
The purpose is both simple and necessary. It will add the mighty Slave River, flowing from Alberta to the Northwest Territories, to the substantially diminished list of rivers the government has deemed worthy of protection.
According to David Livingstone, former director of Indian and Northern Affairs' water division:
Life in the North has always revolved around water in an intimate way that many other jurisdictions have lost. The value of water in the North is the same as the value of water to people who live in deserts: central to life.
This bill actually amends the 2012 Budget Implementation Act. Why? The government, absent any advance consultations, including with those directly impacted, used its budget bill to further eviscerate this century-and-a-half-year-old protection law.
The Navigable Waters Protection Act, originally enacted to guarantee navigation rights, has been upheld by the Supreme Court of Canada as an important trigger for federal action to protect rivers and lakes. The law, pre-evisceration, served as key trigger for federation assessment and permitting.
The decision to remove protective measures for the Slave River was made absent any consultations with the aboriginal peoples who have a long-standing connection to the river. In so doing, the government violated its overriding constitutional duty of prior consultation and accommodation of aboriginal rights and title.
According to Cheyeanne Paulette, former chief of Smith's Landing First Nation, located on the banks of the Slave River:
The Slave River has sustained our people since time immemorial. We have a vision for the river that ensures it will continue to be a home for our people for all time, and we know many other Northerners share our vision.
For centuries the river has provided the major transportation route between Fort Fitzgerald in the Northwest Territories and Fort Chipewyan. According to elder François Paulette, who was raised on the river, the Slave River is considered sacred and is to be respected.
