Mr. Speaker, I have the honour to present, in both official languages, the fifth report of the Standing Committee on Environment and Sustainable Development in relation to Bill C-311, An Act to ensure Canada assumes its responsibilities in preventing dangerous climate change.
The committee agreed to report the bill back to the House without amendment.

The committee requests an extension of 30 days to be able to properly study the bill.

The study has allowed the committee to explore questions relating to both public and private pensions, and to examine the question of income security for women who have not participated in the paid workforce.

Mr. Speaker, on this day, which is United Nations Human Rights Day, I believe that if you were to seek it, you would find unanimous consent for the following motion. I move, seconded by the hon. member for Charleswood—St. James—Assiniboia, that this House calls upon the government to ratify the Convention on the Rights of Persons with Disabilities which was tabled in the House by the government on Thursday, December 3, 2009, as soon as all provinces have given their consent.
Monsieur le Président, en cette Journée des droits de l'homme décrétée par les Nations Unies, vous constaterez, je crois, qu'il y a consentement unanime à l'égard de la motion suivante. Je propose, avec l'appui du député de Charleswood—St. James—Assiniboia, que la Chambre demande au gouvernement de ratifier la Convention relative aux droits des personnes handicapées, déposée à la Chambre par le gouvernement le jeudi 3 décembre 2009, dès que toutes les provinces auront donné leur consentement.

Mr. Speaker, I am presenting petitions signed by constituents from a number of municipalities in my riding who are concerned that the moratorium on post office closures will be lifted.
Post offices are essential to the social and economic lives of communities, and the petitioners are urging the government to maintain the moratorium on post office closures. They also want the government to ask Canada Post to maintain, increase and improve postal services.
Monsieur le Président, je dépose des pétitions signées par des électeurs de plusieurs municipalités de ma circonscription qui craignent que le moratoire sur la fermeture des bureaux de poste ne soit levé.
Le bureau de poste est essentiel à la vie sociale et économique des collectivités, et les pétitionnaires demandent à notre gouvernement de maintenir le moratoire sur la fermeture des bureaux de poste. Ils veulent aussi que le gouvernement demande à la Société canadienne des postes de maintenir, d'accroître et d'améliorer les services postaux.

Mr. Speaker, I rise to present a petition in support of the Universal Declaration on Animal Welfare. Residents of Halifax West and other parts of Nova Scotia, who have signed the petition, believe that efforts should be made to prevent animal cruelty and reduce animal suffering. The petitioners note that over one billion people globally rely on animals for their livelihoods. Many more rely on animals for companionship. This petition asks the Government of Canada to support the Universal Declaration on Animal Welfare.
Monsieur le Président, je prends la parole pour présenter une pétition en faveur de la Déclaration universelle sur le bien-être animal. Les signataires, de Halifax-Ouest et d'autres régions de la Nouvelle-Écosse, croient qu'il faut tout faire pour prévenir la cruauté envers les animaux et pour réduire leurs souffrances. Les pétitionnaires signalent que plus d'un milliard de personnes partout dans le monde dépendent des animaux pour leur subsistance et que beaucoup d'autres comptent sur les animaux pour leur tenir compagnie. Les pétitionnaires demandent au gouvernement du Canada d'appuyer la Déclaration universelle sur le bien-être animal.

Mr. Speaker, I would like to present two petitions signed primarily by citizens of my riding, who are calling for the government to maintain the moratorium on rural post office closures. I have petitions signed by the people of Sainte-Clotilde-de-Horton and Kingsbury.
I have also received a number of resolutions from municipalities in my riding that urge the minister responsible for Canada Post to maintain public postal services and the related jobs.
The public wants postal services maintained.
Monsieur le Président, je tiens à déposer deux pétitions provenant pour la plupart de citoyennes et de citoyens de ma circonscription, qui demandent le maintien du moratoire sur la fermeture des bureaux de poste ruraux. J'ai en ma possession des pétitions qui viennent de gens de Sainte-Clotilde-de-Horton et de Kingsbury.
J'ai aussi reçu de nombreuses résolutions de la part de municipalités de ma circonscription demandant au ministre responsable de Postes Canada de maintenir le service postal public et les emplois qui y sont rattachés.
La population veut conserver ses services postaux.
