Mr. Speaker, first, the Conservative Party's position was that the bill did not go far enough, that we needed to do more and include, according to some of the member's colleagues, companies like YouTube. Then it decided to move the needle and said that it was about freedom of speech. Then when the justice department said that there was no issue with freedom of speech, the Conservatives moved the needle again and said that it was about net neutrality. When it was explained what net neutrality was and the fact that Bill C-10 had nothing to do with net neutrality, they moved the dial again and said that it was these secret amendments.
Every time we have spoken about the bill, the Conservatives have been against it. They have clearly decided that they are siding with Google, Facebook and some of the wealthiest companies in the world. We have seen the contempt, which are not my words but the words of many artists, that the Conservative Party has shown to artists and our cultural sector.
Monsieur le Président, la position du Parti conservateur a d'abord été que le projet de loi n'allait pas assez loin, que nous devions en faire plus afin d'inclure des sociétés comme YouTube — selon certains collègues du député. Puis, les conservateurs ont décidé de changer la donne et d'invoquer la liberté d'expression. Ensuite, quand le ministère de la Justice a dit qu'il n'y avait aucun problème avec la liberté d'expression, les conservateurs ont encore une fois changé leur angle d'approche en alléguant que c'est une question de neutralité du Net. Quand on a expliqué ce qu'est la neutralité du Net et confirmé que le projet de loi C‑10 n'avait rien à voir avec la neutralité du Net, ils ont décidé de centre leur attention sur les amendements secrets.
Chaque fois que nous avons parlé de ce projet de loi, les conservateurs lui ont été défavorables. Ils ont clairement choisi de se rallier à Google, à Facebook et à certaines des sociétés les plus riches de la planète. Nous avons été témoins du manque de respect — ce ne sont pas mes propos, mais ceux de nombreux artistes — du Parti conservateur envers les artistes et notre secteur culturel.
