Mr. Speaker, the fate of the CETA hangs in the balance of the government's callous short-shifting of the Newfoundland and Labrador fisheries investment fund. It is to everyone's advantage to move forward.
My question is for the Minister of International Trade. Have his officials estimated what a challenge to this trade agreement would cost taxpayers if the province does not remove minimum processing requirements? If so, what is that estimated cost, and what would be the other trade ramifications on an MPR challenge under a future agreement?

Mr. Speaker, the government's rhetoric regarding the negotiations for the trans-Pacific partnership is not reassuring anyone at all. In fact, farmers are so worried that the Quebec minister of agriculture, fisheries and food and the Ontario minister of agriculture, food and rural affairs had to write a letter to the federal minister of agriculture, asking him to honour the motion on supply management that I had unanimously adopted in 2005. Minister Pierre Paradis said this week that if it falls apart, it will be a disaster. He emphasized that the federal government is what poses the threat.
Will the Minister of Agriculture and Agri-Food commit to maintaining his previous position, which was to support the key pillars of this system, as Quebec and Ontario are calling on him to do?

Mr. Speaker, the agreement that was ratified yesterday at the WTO opens the door to negotiations on market access, including supply management.
The Minister of International Trade, who is eager to reach a comprehensive agreement and always on the fast track, needs to take into account the warning issued this week by the chairman of the Producteurs de lait du Québec, Bruno Letendre, who said that dismantling supply management would lead to a drop in prices for producers and bankruptcies without any guarantee of lower prices for consumers.
Will the minister be clear with his counterparts as we move forward and protect supply management, unlike what he did with the Canada-EU agreement and unlike what he is preparing to do with the trans-Pacific partnership agreement?
