Madam Speaker, the pharmacare deal by the governing coalition makes Canadians again wait for the smoke and mirrors to clear. They have seen a dented dental deal that leaves out the middle class and makes seniors wait until age 87. They have seen numerous carbon tax grabs rake in billions but do little for the environment, and they have seen a child care strategy eliminate 100,000 spaces. Finally, they have seen a cannabis policy that has actually grown a huge black market. Canadians are not fooled by the half-schemes of the Liberal government and its NDP buttress.
The emperor has no clothes. When will he take his walk on the beach?

Mr. Speaker, since the Liberal government took office in 2015, we have been running deficits every year.
The country's debt has been skyrocketing since then, and more and more people are concerned. The cost of living continues to rise, federal spending seems to be out of control, and then there are the various financial scandals, with ArriveCAN being the most recent.
My question for the Minister of Finance is very simple. Will she finally introduce a plan to balance the budget when she tables her next budget on April 16?

Madam Speaker, in Toronto, auto thefts have increased by 25.4% and half a billion dollars' worth of cars were stolen last year. Because the government was asleep at the wheel, our cities are less safe and experts are projecting car insurance premiums could be going up by as much as 25%. On average, that is an extra $600 a year that people cannot afford. Auto theft summits make for good photo ops, but what people need is action. The government must put up serious roadblocks to combat thefts.
Will the government finally give police and the CBSA the tools, funding and personnel they desperately need to keep us safe?

Mr. Speaker, after question period, every member will have the opportunity to rise to vote on the NDP's Bill C‑273 to repeal section 43 of the Criminal Code, which allows an adult to use corporal punishment on a child for so-called educational purposes.
More than 65 countries in the world have done this and 27 others have initiated the process. It is what the UN committee on the protection of children has called for. Call to action 6 of the Truth and Reconciliation Commission of Canada is calling for it, as is the Canadian Medical Association.
Can the Prime Minister confirm that his government will support this initiative to protect our children?

Mr. Speaker, on October 23, I asked the Minister of Environment a question about why the federal government was taking an unreasonably long time to reimburse people under the Canada greener homes grant. I was told that the government was aware of the problem and that the situation was going to improve.
However, some people in my riding received a letter in December that said that their grant application had been approved and that they would get their cheque in the next 30 days. What they actually ended up getting, 30 days later, was a letter saying that their grant application had been denied. It takes two months to be reimbursed by the Government of Quebec, but it takes more than 18 months to be reimbursed by the federal government.
Is there anyone responsible in this government who could make sure that this program, which is so important, actually works?

Mr. Speaker, whistle-blower information from HSBC documents shows rampant mortgage fraud by people using fake high salaries from fake jobs in China to get mortgages and buy houses in Canada. How is it possible for a person with no income to buy four houses?
These frauds fuel real estate bubbles and the information supports FINTRAC findings on Chinese money laundering in Canadian real estate. How can the Prime Minister make housing more available and affordable when fraudsters are buying up multiple homes? Why is the government ignoring the damage created by money laundering and mortgage fraud in Canada?

Madam Speaker, on December 2, 2022, and on February 15, March 23 and March 25, 2023, I asked the government a question concerning a 30-year old tax law that penalizes Canadian businesses,despite the fact that they use only local products that are good for our health.
Life is getting more and more expensive, and eating healthy is becoming harder and harder for families. By addressing this situation, the government would be helping people to buy healthy food that is less expensive while putting an end to an injustice that forces SMEs to compete unfairly with multinationals.
Will the Minister of Finance take action on this file?

Mr. Speaker, some UNRWA personnel are said to have participated in the October 7 Hamas terror attack. However, Canada had sent UNRWA $48 million by the time the government got around to suspending its funding. Aside from transparency, timing and creative accounting, International Development, Global Affairs, is now shocked to learn taxpayer dollars have been going to an agency joined at the fanatical hip with Hamas.
Does the Minister of International Development still think UNRWA is a “trusted” agency, or is he finally going to recognize that taxpayers do not like funding an agency linked to a listed terror group?

Mr. Speaker, despite evidence on the misuse of international aid by Hamas, Canada recently pledged $16.2 million to non-profit organizations in the region, including $10 million to the UN Relief and Works Agency, UNRWA, for its Palestinian programs.
How can Canada fund UNRWA when one of its own employees held an Israeli citizen hostage in Gaza? Hamas uses UNRWA buildings to launch rocket attacks. Over 100 Hamas terrorists attended UNRWA schools that teach anti-Semitism and Israel's elimination.
Will Canada review its UNRWA funding and suspend it if the agency is found to be in non-compliance with UN operational standards?

Mr. Speaker, it is only two months until the long-awaited inquiry into foreign interference. Sadly, foreign operatives even remotely involved are retired and back in Beijing or Tehran. The Hogue inquiry faces serious time constraints in issuing an interim report in February and a final report by the end of 2024.
It took two months to create a website, which is harder to find than the interference itself. It strains credulity that the inquiry will be in full force with Santa and the new year. Aside from its desire for this thorny issue to disappear, does the government find it odd that Canadians can get more information on foreign interference in Canada simply by reading The New York Times?

Mr. Speaker, members of the House are often very critical of the government, but we should also applaud its successes. I would like to thank the minister for the work she has done to sign this first agreement with a major online player, Google. This agreement will help our media industry.
However, I would like her to confirm whether measures have been taken to help our local and regional media. I am thinking of local media like www.lanouvelle.net and Actualités l'étincelle. I am also thinking of private radio stations like Attraction Radio or CJAN-FM.
I am hoping she can tell us whether there are any measures, any guidelines, that have actually been put in place so that these players also get their share of the pie and so that we can help them for the future.

Mr. Speaker, 35 doctors and addiction experts recently wrote to the Minister of Mental Health and Addictions, recommending significant reform or outright abolishment of the safe-supply strategy. Harm reduction without treatment does not break the cycle of addiction. In Toronto and across Canada, the strategy is not working and is wreaking havoc on communities. Without a federal exemption, injection sites would be illegal.
Will the Prime Minister listen to the experts and either reform safe supply and provide funding to keep host neighbourhoods safe, or eliminate injection sites altogether?

Mr. Speaker, access to clean drinking water is a human right.
Could the Minister of Indigenous Services inform the House as to when the government will provide appropriate funding and technical resources to train and certify first nations people to become water infrastructure operators in their home communities? Can the minister also indicate whether indigenous operators will be paid at a level that eliminates the wage gap with operators in non-indigenous communities? It is 2023. First nations should be empowered with the skills and the jobs to provide clean water. The government clearly has not been able to do it.

Mr. Speaker, it has been eight years since the Phoenix pay system was implemented, and instead of getting better, things are getting worse. As of today, 242,000 transactions are still pending, which is double what it was two years ago.
I understand that, in the beginning, the government was playing partisan games and trying to put the blame on the former Conservative government, but that was eight years ago. Today, there is no excuse for the fact that this problem has not been solved.
Is someone at Public Services and Procurement Canada responsible for this fiasco, which is costing taxpayers a fortune and affecting thousands of federal employees?

Mr. Speaker, for the past few weeks I have been asking questions about the Governor General's outrageous spending. Each time, the ministers who answer me get a little offended and they half-heartedly condemn the practice, but then nothing is done to change the culture that has taken root in this institution.
Meanwhile, we keep changing governors general, but the extravagant spending on meals, alcohol, luxury hotels, travel and cleaning services continues unabashedly. Today, I put my question to the Prime Minister. Does his government intend to cut the Governor General's $33-million budget? Clearly, she does not seem to be able to manage taxpayers' money seriously and responsibly.
