Uqaqtittiji, I rise on a point of order in response to the erroneous comment made by the member for Kings—Hants when, in response to my question, he said, “I noticed that she voted against the fall economic statement and the measures that actually contain the housing that was put to Nunavut just recently.”
I abstained on the ways and means vote because this government has and continues to fail Inuit and indigenous communities. The housing crisis and all the consequential impacts of overcrowding continues among my territory.
For the record, I abstained. I did not vote against as the member indicated. I ask that the member apologize.
Uqaqtittiji, j'invoque le Règlement pour relever une remarque erronée faite par le député de Kings—Hants. En réponse à ma question, il a dit: « J'ai remarqué qu'elle a voté contre l'énoncé économique de l'automne et les mesures qui prévoient justement la création des logements pour le Nunavut qui ont été annoncés tout récemment. »
Je me suis abstenue de voter sur la motion des voies et moyens parce que le gouvernement continue de laisser tomber les communautés inuites et autochtones. La crise du logement se poursuit dans mon territoire, où se manifestent les innombrables conséquences du surpeuplement.
Je tiens à préciser que je me suis abstenue. Contrairement à ce que le député a indiqué, je n'ai pas voté contre la motion. Je lui demande donc de s'excuser.

Uqaqtittiji, I would indeed like to rise on that same point of order because I am quite offended that I am being told that I might not be smart enough or might not have the level of information that I need to be able to ask smart questions. I did point to the effectiveness of what the NDP has done and pointed to the difference between that and what the Liberals have not done. The member did not answer my question in this manner.
Uqaqtittiji, je voudrais effectivement intervenir sur le même recours au Règlement. Je trouve très insultant qu'on me dise que je ne serais peut-être pas assez intelligente ou que je n'aurais pas l'information nécessaire pour poser des questions avisées. J'ai parlé de l'efficacité du NPD, puis j'ai souligné l'écart entre ce que les néo-démocrates ont fait et ce que les libéraux n'ont pas fait. Le député n'a pas répondu à ma question.

Uqaqtittiji, I am rising on a point of order based on what the Conservative leader said today during question period regarding first peoples. He used a possessive term that means indigenous peoples belong to another nation.
I need to remind the House that first nations, Inuit and Métis are not owned by governments and that this Parliament needs to make sure it is educating Canadians that we are not owned by governments. There were children in the House when he made that statement. We need to remind Canadians that first nations, Métis and Inuit are first peoples and are not owned by anyone, especially the Conservatives. We need to also remind the Conservatives that when my colleague, the member for Winnipeg Centre, was making her intervention about genocide, Conservatives were laughing at her about her terms, her statement about genocide in the House.
This Conservative Party needs to be reminded to respect first nations, Métis and Inuit.
Uqaqtittiji, j'invoque le Règlement au sujet de ce que le chef conservateur a dit aujourd'hui lors de la période des questions au sujet des premiers peuples. Il a utilisé un terme possessif qui signifie que les Autochtones appartiennent à une autre nation.
Je dois rappeler à la Chambre que les Premières Nations, les Inuits et les Métis n'appartiennent pas aux gouvernements et que le Parlement doit s'assurer d'informer les Canadiens que nous n'appartenons pas aux gouvernements. Il y avait des enfants à la Chambre lorsque le chef conservateur a fait cette déclaration. Nous devons rappeler aux Canadiens que les Premières Nations, les Métis et les Inuits sont des premiers peuples et qu'ils n'appartiennent à personne, surtout pas aux conservateurs. Nous devons également rappeler aux conservateurs que, lorsque ma collègue la députée de Winnipeg-Centre a fait son intervention au sujet du génocide, ils se sont moqués d'elle quand elle a utilisé le mot « génocide » à la Chambre.
Il faut rappeler au Parti conservateur de respecter les Premières Nations, les Métis et les Inuits.

Mr. Speaker, this is a very serious issue. The shortage is a concern. Canadians can have confidence that I will take the necessary steps to protect the health and safety of Canadians.
For the last 18 months, my department has been working very closely with the experts, the provinces and the territories on contingency measures that are being used in situations like this.
Monsieur le Président, c'est une question très sérieuse. La pénurie d'isotopes est une source de préoccupation. Les Canadiens peuvent être certains que je prendrai les mesures nécessaires pour protéger leur santé et assurer leur sécurité.

Mr. Speaker, this is a serious issue. The shortage is of concern. Other alternatives are available. Over 50% of the uses of TC99 are for heart scans. Thallium can be used as an alternative in many of these cases. The next largest use of TC99 is for bone scanning. Again, there are other alternatives. Sodium fluoride can be used in these cases.
We have approved clinical trials and special access program requests. This provides Canadians with greater access to alternatives. For the last 18 months, my department has been working very closely with the provinces and territories.
Monsieur le Président, ce dossier est important. La pénurie est préoccupante. D'autres solutions existent. L'isotope TC99 est utilisé, dans plus de 50 p. 100 des cas, pour des scintigraphies cardiaques. Dans bien des cas, le thallium peut aussi être utilisé comme solution de rechange. La scintigraphie osseuse est la deuxième utilisation en importance de l'isotope TC99. Là encore, d'autres produits peuvent être employés, notamment le fluorure de sodium.
Nous avons approuvé des essais cliniques et des demandes relatives au Programme d'accès spécial. Ces mesures assurent aux Canadiens un accès plus facile à des solutions de rechange. Depuis 18 mois, mon ministère travaille en étroite collaboration avec les provinces et les territoires.

Mr. Speaker, this is a serious issue. I have been in regular contact with my provincial and territorial counterparts. For the last 18 months, my department has been working very closely with the experts in the provinces and territories on contingency measures.
Some of the strategies being used by doctors include triaging patients to ensure that when alternatives are available, they are used, and working flexible hours when they receive the Tc99. This way they can maximize the use and minimize the delay. There is also the sharing of supplies between rural and urban centres. These are some of the measures that we are taking with the provinces and territories.
Monsieur le Président, l'heure est grave. Je communique régulièrement avec mes homologues provinciaux et territoriaux. Depuis 18 mois, mon ministère travaille en étroite collaboration avec les spécialistes des provinces et des territoires pour mettre en place des mesures d'urgence.
Au nombre des stratégies utilisées par les médecins, mentionnons le triage des patients, pour veiller à ce que les solutions de rechange soient utilisées lorsque c'est possible de le faire, et les quarts de travail souples, lorsqu'ils reçoivent le Tc99. Ils peuvent ainsi maximiser l'utilisation du produit et réduire au minimum les retards. Il est aussi possible de partager les stocks entre le milieu rural et les centres urbains. Voilà quelques-unes des mesures que nous prenons de concert avec les provinces et les territoires.

Mr. Speaker, I am in regular contact with my provincial and territorial counterparts on this issue. We have to remember that I have to work very closely with the provinces and territories, which are responsible for the delivery of health care, as we deal with the situation.
An ad hoc group of health experts prepared a report on lessons learned from December 2007. I am pleased to say that all the recommendations within Health Canada's mandate have been implemented. We have improved communications by developing a communication notification protocol. We are ensuring physician engagement in decision making.
Monsieur le Président, je communique régulièrement avec mes homologues provinciaux et territoriaux sur cette question. Nous devons nous rappeler que je dois travailler très étroitement avec les provinces et les territoires, qui sont responsables de la prestation des soins de santé, pour gérer cette situation.
Un groupe spécial de spécialistes de la santé a rédigé un rapport sur les enseignements tirés en décembre 2007. Je suis heureuse de dire que toutes les recommandations contenues dans le mandat de Santé Canada ont été mises en oeuvre. Mr. Speaker, yes, the shortage is very serious. Canadians can have confidence that we are taking the steps that are necessary to protect the health and safety of Canadians.
Together with the provinces, the territories and medical experts, we have actively planned for disruptions by working with isotope experts to develop guidelines on dealing with the shortage. We are using all regulatory powers, such as the special access program and clinical trials, to ensure that alternatives are available for Canadians.
Monsieur le Président, la pénurie est effectivement un problème très grave. Cela dit, les Canadiens peuvent être certains que nous prenons les mesures nécessaires pour protéger leur santé et leur sécurité.
De concert avec les provinces, les territoires et des experts médicaux, nous avons travaillé fort afin de pouvoir faire face aux problèmes créés par cette situation. I can assure the member that we are doing everything within our power to ensure that alternatives are available for the provinces and territories. We will continue to work with the provinces and territories as we manage the situation.
