Mr. Speaker, I would like to thank the member opposite for his hard work and commitment. We agree that now, more than ever, everyone needs to pay their fair share and do their part. That is why, in the budget, we commit to taking action to reducing credit card interchange fees.
We know that small businesses have been among the hardest hit by this pandemic. We know those credit card fees hurt them. That is why we are committed to working to support them.
Monsieur le Président, je voudrais remercier le député d'en face de son travail acharné et de son engagement. Plus que jamais, nous convenons que chacun doit payer sa juste part. C'est pourquoi, dans le budget, nous nous engageons à prendre des mesures visant à réduire les frais d'interchange des cartes de crédit.
Nous savons que les petites entreprises comptent parmi les plus durement touchés de la pandémie. Nous savons que les frais de carte de crédit leur nuisent. C'est pourquoi nous sommes déterminés à leur venir en aide.

Mr. Speaker, I thank the member for his question.
I want to emphasize that our government agrees that all Canadians must do their part, especially now during the economic crisis caused by COVID-19.
That is why our budget increases taxes on luxury vehicles, on vacant property owned by non-Canadians and non-residents, and on large digital service providers. In addition, our budget includes measures to combat tax evasion.
Monsieur le Président, je remercie le député de sa question.
Je veux souligner que notre gouvernement est d'accord sur le fait que, surtout maintenant, pendant la crise économique causée par la COVID-19, tous les Canadiens doivent fournir leur part d'efforts.
Pour cette raison, notre budget augmente les taxes sur les véhicules de luxe, sur les biens vacants appartenant à des non-Canadiens et des non-résidents, et sur les grands fournisseurs de services numériques. De plus, notre budget prévoit des mesures pour lutter contre l'évasion fiscale.

Mr. Speaker, let me just underscore that our government absolutely believes that, particularly now during the pandemic and the economic pain caused by it, everyone in Canada needs to pay their fair share. That is why we are introducing in this budget a luxury tax, we are introducing a tax on digital service providers and we are taking unprecedented steps to fight tax evasion and tax avoidance.
Monsieur le Président, permettez-moi de souligner que le gouvernement croit fermement que tous les Canadiens doivent payer leur juste part, surtout maintenant, en cette période de pandémie et à la lumière des difficultés financières que cette dernière a occasionnées. C'est pourquoi nous avons présenté une taxe de luxe dans le budget ainsi qu'une taxe sur les services numériques, et c'est pourquoi nous avons présenté des mesures sans précédent pour lutter contre l'évasion et l'évitement fiscaux.

Mr. Speaker, when it comes to the tourism industry, our government absolutely understands how essential it is to the Canadian economy and how it was hit particularly hard by COVID. That is why the budget includes $1 billion specifically to support tourism. When it comes to the hiring credit, it has been designed such that it will provide particular support to seasonal businesses such as tourism businesses.
Monsieur le Président, le gouvernement sait à quel point l'industrie du tourisme joue un rôle essentiel dans l'économie du pays, et il sait qu'elle a été très durement touchée par la pandémie. C'est pourquoi le budget prévoit 1 milliard de dollars qui servira spécifiquement à soutenir le tourisme. Mr. Chair, let me start by quoting someone I respect very much, the former governor of the Bank of Canada, who was appointed by the member's own prime minister, Mr. Stephen Poloz. He pointed out, in testimony to the finance committee last week, that:
A credible fiscal plan in which the level of government debt relative to national income stops rising and debt service costs are manageable meets the....technical—standard of sustainability. I draw your attention to the table on page 328 of the budget, which shows that these criteria are met—
Monsieur le président, j'aimerais d'abord citer une personne pour qui j'ai beaucoup de respect, l'ancien gouverneur de la Banque du Canada, M. Stephen Poloz, qui a été nommé par l'ancien premier ministre du gouvernement dont faisait partie le député. Lorsqu'il a témoigné devant le comité des finances la semaine dernière, M. Poloz a signalé:
Un plan financier crédible où le niveau de la dette du gouvernement par rapport au revenu national cesse d'augmenter et où les coûts du service de la dette sont gérables satisfait à la norme [...] technique de viabilité. Mr. Chair, as the member for Abbotsford knows very well, our budget presents a credible and sustainable plan with the debt-to-GDP ratio falling to 49.2% in fiscal year 2025-26, and the deficit falling to 1.1% in that year.

Mr. Chair, I welcome that question, because it allows me to underscore for Canadians that this budget is a significant and serious investment in long-term growth for Canada.
It is an investment in social infrastructure and, for sure, child care and early learning is an important part of that. It also invests in the green transition. It invests in housing. It invests in transit. It invests in small and medium-sized businesses and innovation.
Monsieur le président, je suis heureuse qu'on me pose cette question, parce que cela me donne l'occasion de mentionner aux Canadiens que le budget représente un investissement important et réfléchi dans la croissance à long terme du Canada.
Le budget prévoit des investissements dans l'infrastructure sociale, et la garde d'enfants et l'éducation préscolaire sont, évidemment, des éléments importants de cette infrastructure. Mr. Chair, I would like to ask the member opposite if he agrees with his own prime minister's chosen governor of the Bank of Canada. He spoke, in his testimony to the finance committee, about the value of policies that increase investment, either directly, such as in infrastructure, such as in social infrastructure like child care, and such as in investments to vastly increase investments in carbon capture, for example, which is investment on the green line.

Dans son témoignage devant le comité des finances, l'ex-gouverneur a parlé de la valeur des politiques d'augmentation des investissements, notamment des investissements directs, par exemple dans l'infrastructure sociale comme les services de garde d'enfants, et des politiques d'augmentation massive des investissements dans le stockage du carbone, qui sont des investissements verts.

Mr. Chair, I am sorry, but I am afraid I cannot allow the unsubstantiated assertions with which the member opposite began his question to stand. The fact is that this budget invests substantially in increasing Canada's long-term growth potential. It does that through significant investments in labour force participation, with early learning and child care, with the Canada workers benefit. It does it through direct investments in fiscal infrastructure, like transit and housing.
Monsieur le président, je suis désolée, mais je ne peux pas laisser le député d’en face avancer des affirmations inexactes dès le début de son intervention. Again, Mr. Chair, I cannot allow that unfounded assertion to stand. Let me just say I consider Stephen Poloz to be an outstanding expert and I also have a lot of time for the people at Standard & Poor's who reaffirmed Canada's AAA credit rating and put the outlook as stable.
Une fois de plus, monsieur le président, je ne peux pas laisser passer ces affirmations sans fondement. Je considère que Stephen Poloz est un remarquable expert en la matière et j’ai aussi consulté de nombreuses personnes chez Standard & Poor’s qui ont renouvelé la cote de crédit AAA du Canada et qui considèrent que les perspectives économiques sont stables.

Mr. Chair, I do welcome that question and that is because, particularly as a former foreign minister, I absolutely believe that human rights considerations need to factor into all of Canada's decisions around the world. Let me say that, in particular, when it comes to China, I believe that for our government and, I would say, for all members of this House, the arbitrary detention of Michael Kovrig and Michael Spavor can never be far from our minds.
Monsieur le président, je me réjouis de cette question parce que, en tant qu'ancienne ministre des Affaires étrangères, je crois fermement que toutes les décisions que le Canada prend dans le monde entier doivent tenir compte des droits de la personne. Mr. Chair, I actually believe the member did ask a question about Michael Kovrig and Michael Spavor and that is because I do not think our country can take any decision about our relationship with China without considering the arbitrary detention of those two brave Canadians.

Mr. Chair, I do welcome this focus because, as I said, in all of our relations with China, we need to take these arbitrary detentions into account. In fact, at a meeting of the G7 finance ministers, I raised that issue and I am pleased to say there was strong support around the table.
