Mr. Speaker, free speech is the foundation of a free society, yet after erasing the statement of the member for St. Albert—Edmonton from the record, the justice committee proposed several measures to censure free speech on the Internet.
Does the government understand that the novel 1984 was meant to be a warning against the dangers of a totalitarian society and not an instruction manual?

Mr. Speaker, there have been a series of attacks against free speech by the government recently. At the same time that it is trying to influence mainstream media with its $600-million bailout, the Liberal government wants to control what Canadians can say on social media.
Will the Minister of Democratic Institutions confirm that she is thinking about shutting down Twitter during the election if the company does not comply with her demands, yes or no?
Monsieur le Président, la liberté d'expression a été mise à mal par le gouvernement dernièrement. En plus de vouloir influer sur les médias grand public avec un plan d'aide de 600 millions de dollars, le gouvernement libéral veut dicter aux Canadiens ce qu'ils peuvent dire, ou pas, sur les médias sociaux.
La ministre des Institutions démocratiques peut-elle confirmer qu'elle songe à suspendre les activités de Twitter pendant la campagne électorale si l'entreprise refuse de se conformer à ses exigences? Oui ou non?

Mr. Speaker, Canada's equalization program is creating more and more division in our country. The Premiers of Alberta and Saskatchewan said that they might call a referendum on that topic. The Premier of New Brunswick agrees that the program is not helping his province to prosper.
Will the government admit that it made a mistake by renewing the equalization formula without change last year and that this unfair and inefficient program needs to be downsized and reformed?
Monsieur le Président, le programme de péréquation du Canada divise de plus en plus le pays. Les premiers ministres de l'Alberta et de la Saskatchewan ont indiqué qu'ils allaient peut-être tenir un référendum sur la question. Le premier ministre du Nouveau-Brunswick pense aussi que ce programme ne contribue pas à la prospérité de sa province.
Le gouvernement va-t-il reconnaître qu'il a fait erreur en renouvelant la formule de péréquation sans la modifier l'an dernier et que ce programme inéquitable et inefficace doit être réduit et modifié?

Mr. Speaker, I would like to present two petitions, an electronic one, E-1906, and a paper version of the same petition. They were initiated by Mr. George Browne, a resident of Ontario. They deal with the protection of our borders and note that limited, merit-based immigration is essential to Canadians' rights and well-being. They call on the Canadian government to withdraw from the United Nations global migration compact.
The two petitions contain more than 68,000 signatures.
Monsieur le Président, je souhaite présenter deux pétitions, soit la pétition électronique E-1906 et sa version papier. Les pétitions ont été lancées par M. George Browne, un résidant de l'Ontario. Selon les pétitionnaires, la préservation de nos frontières et l’immigration fondée sur le mérite d’un nombre limité de personnes sont essentielles à la protection des droits et du bien-être des Canadiens. Les pétitionnaires exhortent le gouvernement du Canada à se retirer du pacte mondial pour les migrations des Nations unies.
Les deux pétitions contiennent plus de 68 000 signatures.

Mr. Speaker, earlier this week gas prices went up in the four provinces where the government imposed its carbon tax. It was reported this morning that the environment minister is also preparing to release new regulations that will push up gas prices even more.
Why does the minister falsely claim that she is making life more affordable for Canadians, when she keeps adding taxes and costly regulation?
Monsieur le Président, plus tôt cette semaine, le prix de l'essence a augmenté dans les quatre provinces où le gouvernement a imposé sa taxe sur le carbone. On a appris ce matin que la ministre de l'Environnement s'apprête également à publier de nouveaux règlements qui feront hausser encore davantage le prix de l'essence.
Pourquoi la ministre prétend-elle, à tort, qu'elle rend le coût de la vie plus abordable pour les Canadiens alors qu'elle ne cesse d'ajouter de nouvelles formes d'impôts et des règlements coûteux?

Mr. Speaker, we are learning that the government has entered into discussions with the U.S. to close the loophole in the safe third country agreement. The government has allowed thousands of illegal migrants to flood into Canada and has spent hundreds of millions of dollars, yet it has done nothing to resolve the issue.
Why did the government allow the situation to deteriorate so badly before sitting down with the Americans to enforce our border laws?
Monsieur le Président, on apprend que le gouvernement a entamé des pourparlers avec les Américains pour fermer l'échappatoire concernant l'Entente sur les tiers pays sûrs. Le gouvernement a laissé entrer au pays des milliers de migrants illégaux, et il a dépensé des centaines de millions de dollars. Pourtant, rien n'a été fait et rien n'est réglé.
Pourquoi a-t-il laissé la situation se détériorer autant avant de s'assoir avec les Américains pour faire respecter nos frontières?

Mr. Speaker, in 2010, the MP for Papineau gave his support to a campaign for the establishment of a United Nations parliament that would have power to adopt binding regulations on Canada. His government has been imposing UN recommendations on Canada on issues such as climate change and migration.
Is the government planning to turn our country into a post-national subdivision of the UN or is it going to stand up for Canada as a sovereign nation deciding its own future?
Monsieur le Président, en 2010, le député de Papineau a appuyé une campagne visant à établir une Assemblée parlementaire de l'ONU qui aurait l'autorité d'adopter des règlements ayant force exécutoire au Canada. Son gouvernement impose déjà des recommandations de l'ONU au Canada dans des dossiers tels que les changements climatiques et la migration.
Le gouvernement prévoit-il faire du pays une subdivision postnationale de l'ONU, ou va-t-il défendre le Canada en tant que pays souverain pouvant décider de son propre avenir?

Mr. Speaker, after being lobbied by SNC-Lavalin, the government changed the Criminal Code and tried to cut a deal to avoid a trial. Two former SNC-Lavalin executives just had their corruption cases thrown out of court because of unrealistic delays, and we learned that SNC has received more than $2 billion in government aid since 2002.
Will the Prime Minister recognize that crony capitalism is an unjust system that must be eradicated?
Monsieur le Président, à la suite des activités de lobbying de SNC-Lavalin, le gouvernement a modifié le Code criminel et tenté de conclure une entente avec l'entreprise pour lui éviter un procès. Deux anciens dirigeants de SNC-Lavalin, accusés de corruption, viennent de bénéficier d'un arrêt des procédures judiciaires en raison de tous les retards qui se sont produits. Nous avons aussi appris que SNC a reçu plus de 2 milliards de dollars d'aide gouvernementale depuis 2002.
Quand le premier ministre reconnaîtra-t-il que le capitalisme de copinage est un système injuste qu'il faut éliminer?
