Mr. Therrien, two questions that I'm looking for a bit more clarity on were ones that Mr. Cullen raised but I don't think was quite finished working on.
The first one is the temporary foreign worker program. You had some concerns about the sharing of social insurance numbers with the provinces. I'm just trying to think of why. We share information with the provinces on a regular basis. They have the majority of control and the regulatory regime over workers. We share it not just with provincial officials but with unions and other people interested in labour market agreements. Why the concern on the SIN in particular?

I appreciate that, but you would agree that social insurance numbers in particular are shared now. I would think that information would be in the best interests of the worker vis-à-vis working with provincial authorities, labour groups, and anyone interested in the temporary foreign worker program. That information is fairly available.

There might be some concern out there as we move towards a more unified system of the social insurance number with the potential of identity theft and people maybe causing mischief by misinforming. I think, for the vital statistics network that the provinces have set up in conjunction with the federal government, there's protection against that already built into the system.

Can you speak about the frequency of actual breaches, of cases in which somebody has actually used someone else's SIN card or SIN inappropriately?

I just had a new granddaughter on Sunday so we're going through that as we speak.
Again, this may be outside your lane, but are you aware of the level of penalties for identity theft or misuse of SIN cards? I guess my question is if you are, do you think they're adequate? Or should they be looked at ?

From Service Canada's point of view, what would your advice be on how to keep the document secure electronically? I'm also thinking of seniors. Many seniors still keep things in paper form. Do you have any advice, from Service Canada's point of view, on where Canadians should keep their SIN number and on how they should keep it secure?
