Was there any discussion about using SIN numbers, as has been suggested by the AG? We've seen Chinese state-owned companies receive this subsidy, but we have been giving money, subsidies, to non-Canadians on payrolls. We saw other issues, such as dead people receiving the CERB, and people outside the country.... Is that an opportunity? Why didn't we use social insurance numbers?

Ms. Hogan, I need further clarification on some comments you made in your opening remarks, particularly with regard to the Canada emergency wage subsidy.
I know it was important for Finance Canada and the Canada Revenue Agency to get the help out quickly to these businesses throughout our country. It was vital, absolutely. However, you indicated some concerns, particularly with the subsidy applications and the way businesses were filling out these application forms to get their funds. You said, “To prioritize issuing payments, the Canada Revenue Agency chose to forego certain controls” that could have been used “to validate the reasonableness of subsidy applications.” Then you gave an example—that they decided not to ask for social insurance numbers—and you say that “this information could have helped prevent the doubling-up of applications for financial support.”
My question is this: Why did they choose to not ask for social insurance numbers? What did they use, then, to prevent the doubling up of applications for financial support?

In terms of the updating of information, I guess you could hypothetically have two Bob Smiths born in Toronto on the same day, or whatever the case is. There's no other unique identifier. Is there a system for...?
I'm thinking about the provinces. This is the largest unique identifier system or database in the country. Are there similar systems? What would be the next biggest system that you could use to compare information with your system to find out whether there are inconsistencies in the data?

I was thinking about the privacy laws, and I just had a question on.... Is there a possibility that certain privacy laws might actually work counter to the overall privacy interests of Canadians in this case? By way of an example, I'm thinking about whether or not there may be walls set up between government departments and things like that in order to protect privacy. It may be possible that sometimes those walls would block information that might point to social insurance number abuse, in a sense, if organizations were able to share that information.

The Auditor General had expressed two main concerns in her opening statement. One of those was that Service Canada “has not determined how accurate, complete, and reliable the data should be, and it does not have a systematic means for measuring data quality”.
In your statement, you talked about some of the things you're doing. You said, “We will then determine the potential cost to federal programs of any errors”, and you have some measurement things in there. What's your timeline? When are you planning to be finished the work to that end?

Staying on the social insurance numbers, Madam Auditor General, again, congratulations on a fine report. We do appreciate the information that you bring to Parliament.
I'm looking at “Recommendations of the Standing Committee”, on page 40 of chapter 6. The first three recommendations of the public accounts committee were, one, that the new act should be tabled in Parliament no later than September 30, 2003; two, that the new action plan should be tabled in Parliament no later than September 30, 2003; and three, that the department should provide semi-annual reports to the public accounts committee starting September 30, 2003. Do you know if they follow through on these types of things?

Yes, I do, Mr. Chairman. Thank you.
Madam Fraser, I'm still on these social insurance numbers. The last time we investigated this, it seems to me you could actually download a birth certificate off the Internet, fill it in, and get a social insurance number. I take it that's not going on anymore.
Still, given the report of the public accounts committee, I can't imagine why they haven't done anything about building a rapport with the departments of vital statistics to ensure they capture the people who are deceased.
Also, since it's Canada Revenue Agency that's writing all these cheques for old age security and the child tax credit and everything else, when people file a final tax return with the date of death of the deceased, why the Privacy Act would prevent them from saying.... It's the same department issuing the cheques and receiving tax returns. Why can't they say that the database can't collect it or they can't send a cheque to that social insurance number anymore? Is this beyond them? What's the problem that they can't add two and two and get four?

Right. I think sometimes employers may give it a little bit more credibility than that.
There are 2.4 million more social insurance numbers than Canadians. I know they cleaned up the 2.6 million that were dormant, but do you have any idea on the progress towards fixing the former? Has that number come down since?
