Mr. Speaker, once again, the Prime Minister is announcing measures at the border without thought to the consequences of his ad libbing.
This time, he is loosening health guidelines for people who are fully vaccinated, but not for their children, who will still have to quarantine. There is also no easing of restrictions for people who contracted COVID‑19 and who are not allowed a second dose, nor for vaccinated international travellers. From start to finish, it is confusion and ad libbing.
Has the Prime Minister learned nothing during the year and a half of the pandemic?

Mr. Speaker, it is not terribly clear for those who did not have to quarantine.
The Prime Minister is telling us that everything he is announcing now will no longer be valid as of July 21. On July 21, in the middle of summer, when no one is watching the news anymore, Ottawa is going to again change the rules and the way the border is managed and create even more confusion.
We need clear rules. We need simple rules that have been agreed upon with Quebec public health. There are more variables in the way the borders are being managed than there are variants in the world.
Can the Prime Minister explain how he is making reopening the borders even more confusing than closing them?

Mr. Speaker, I know that the leader of the Bloc Québécois wants simple answers, but we are in the midst of a complicated pandemic. We are going to have to look at how vaccination efforts in Canada are going, what is happening with the variants across Canada, the new cases that are cropping up in various regions and what is happening internationally.
We will continue to proceed with a responsible reopening plan in partnership with the provinces and territories to ensure that we keep Canadians safe and healthy every step of the way. That is what people expect.

Mr. Speaker, as I represent a border community, I hear daily from families and business owners who need to cross the border. This requires a 14-day quarantine, a three-day lockdown and substandard fare, all at their own expense. Meanwhile, the Prime Minister enjoys 12 hours in a posh hotel of his choosing at the taxpayers' expense. There is one set of rules for regular Canadians and another for him and his entourage.
When will the Prime Minister present a plan to safely reopen the borders?

Mr. Speaker, we are all incredibly excited as we start to see life post-COVID. That is precisely why we have started to release or adjust some of the border measures, but we are going to do this in a cautious, responsible manner to ensure that all of the hard work and all of the sacrifices that Canadians have made are not lost. We are so grateful that Canadians continue to step up to get vaccinated and follow local public health guidelines. By doing so, we are going to get through this. We are going to save lives.
We are going to follow the science and evidence to make sure that Canadians are safe.

Madam Speaker, on Wednesday, the federal assistance that farmers are receiving to cover the costs of quarantine for their temporary foreign workers was cut in half.
Ottawa was giving farmers a reimbursement of up to $1,500 to apologize for forcing them to cover the costs of quarantine. Now, the federal government has cut that amount to $750, but farmers still need to bring in workers, and quarantine is still mandatory. The health measures have not changed. The costs have not changed either. The only thing that has changed is that Ottawa is no longer doing its part.
Will the Minister of Immigration, Refugees and Citizenship immediately reverse those cuts?

Madam Speaker, when the minister announced $1,500 to help cover the cost of worker quarantines, she gave farmers her word. She said, “This program will be available as long as the Quarantine Act is in force.” Quarantine is still mandatory. There is no logical reason for her to cut this financial assistance in half.
Will the minister keep her promise to farmers and put an end to the cuts as long as quarantining is mandatory?

Madam Speaker, our government doubled the number of temporary foreign workers in Quebec from 11,000 in 2015 to 23,000 in 2019.
Last year, despite the pandemic, we brought in the second-highest number of temporary workers ever, and we will be bringing in even more this year.
In addition, we have already brought more than 8,500 skilled workers into Quebec this year. We will keep working with the Government of Quebec to support its economic recovery.

Mr. Speaker, my constituents are very frustrated with the government's handling of the border. The government has insisted on forcing Canadians into hotel quarantine despite the Liberals' own science expert panel recommending that the government scrap the program. These are the same hotels that have had reports of sexual assaults and a lack of food and water.
On what date will the Liberals finally listen to the science and end the hotel quarantine program?

Mr. Speaker, last week, a family from Virden, Manitoba took their son to an eye specialist in North Dakota, due to his condition. Their son had a referral from a doctor in Canada, but when they returned across the border into Canada, they were slapped with a fine of $10,000. This is absurd, given that the Prime Minister has just exempted NHL players but is willing to fine a mom and a dad $10,000 for taking their son to a medical appointment.
Therefore, I am asking the Minister of Health or the minister of public safety to intervene and fix this injustice.

Mr. Speaker, I have heard from so many constituents who tell me that the mandatory hotel quarantine program of the government makes no sense. It is expensive and, given the lack of supporting data, people are not convinced that it is better than a stay-at-home order.
I recently heard from a constituent who is doing humanitarian work overseas as a volunteer. She has not been able to be fully vaccinated and cannot afford the government's inflated prices for a hotel on her return. When will the government scrap this botched program?

Mr. Speaker, our measures of protection at the border have been guided through science and evidence, to ensure that we protect Canadians from the importation of the virus. We will continue to adjust border measures as the science and evidence and advisers recommend to do so.
Over the last year and a half, Canadians have made tremendous sacrifices in their lives. Small businesses have struggled. Individual families have sacrificed. We can see the finish line. It is important that we are careful and cautious in our next steps.

Mr. Speaker, the COVID-19 testing and screening expert advisory panel has officially recommended doing away with the failed Liberal hotel quarantine policy. Instead, the Liberals increased fines for non-compliance, and only the day before the Prime Minister left for the U.K. was it modified. Mr. Speaker, before I answer that question, let me just say that any kind of allegation that the Prime Minister is not complying with the measures that are in place for all Canadians is untrue.
In terms of the progress on alleviation of border measures, we will be guided by science and evidence, on this side of the House. As I said, Canadians have made extraordinary sacrifices to fight this virus. We see the finish line. Canadians are stepping up to get vaccinated. By the way, we are first in the G7, the G20 and the OECD for first shots. We are on our way. It is important that we protect our progress.

Mr. Speaker, today the Prime Minister announced the indefinite continuation of the unsafe and unscientific hotel quarantine program. Even for fully vaccinated Canadians, no firm date was announced as to when they would be able to forgo staying at federal facilities where sexual assaults, worker abuses and COVID-19 outbreaks have occurred.
Will the Prime Minister listen to the advice of his expert scientific panel and give a firm date for when the hotel quarantine program will be scrapped?

Mr. Speaker, while other Canadians are doing their part and avoiding travel, the Prime Minister is about to travel internationally to go on a cocktail-party-loaded photo op trip to London. Upon his return, he will not quarantine at the same facilities that every other Canadian has because he wants to personally avoid all the problems that Canadians have experienced. That is despicable. Worse, today he announced the indefinite extension of the hotel quarantine program.
Why will the Prime Minister not listen to the expert panel advice of scientists and give a firm date for when the program will be scrapped? Sometime soon is not a date.

Mr. Speaker, like all Canadians returning home via air during the pandemic, the delegation and I will be staying in a government-approved airport hotel. These are the same strict protocols that every traveller must follow and we expect them to be applied to everyone.
At the same time, we recognize that being double vaccinated, as increasing numbers of Canadians are as millions of doses continue to arrive every week into Canada, gives one an extra level of protection, which is why we are talking about loosening the restrictions for fully vaccinated Canadians in the coming weeks.

Mr. Speaker, just in time for the Prime Minister's trip to the United Kingdom, he has decided to eliminate the hotel quarantine requirement for fully vaccinated travellers arriving in Canada beginning in July.
While the Conservative Party has been calling for this for months now, the Prime Minister is suddenly realizing how his bad decisions will affect him personally.
Will the Prime Minister admit that his hotel quarantine policy has done more harm than good?

Mr. Speaker, the mandatory hotel quarantine has been a fiasco from day one. There have been stories of sexual assault, hotel room doors without locks and for some travellers the conditions were horrible. Many Canadians have suffered unnecessarily because the Prime Minister did not take action in a timely manner during this health crisis.
I will give him another chance. Will the Prime Minister admit that the hotel quarantine program is shoddy?

Mr. Speaker, I want the Prime Minister to tell me what he is going to say to Canada's Olympic athletes, who thrill and unite us and inspire entire generations. These athletes go into debt to carry the maple leaf to the very top of the podium.
The Prime Minister chose to eliminate the hotel quarantine for professional hockey players but not for athletes such as Meaghan Benfeito, Charles Philibert-Thiboutot and Camille Fiola-Dion.
How can the Prime Minister justify that decision to our Canadian athletes?

Mr. Speaker, as I said, the delegation returning from the G7, including me, will quarantine in an airport hotel, which is equivalent to what all Canadians have to do when they return from a trip.
I should point out that we have often disagreed with the Conservatives on their approach to this pandemic. I know that Canadians have seen that our approach of putting the safety of Canadians first and investing to support Canadians has been the right choice.

Mr. Speaker, yesterday, at the Standing Committee on Health, we heard devastating testimony about hotel owners who are under contract for the federal hotel quarantine program and are using the pandemic to lay off their workers. It should be noted that 70% of these workers are women, people of colour and new Canadians. The Prime Minister funded this quarantine program without thinking about the details and the men and women who would be affected.
What will the government do for the less fortunate people who lost their jobs?

Mr. Speaker, unfortunately, it is clear that the minister did not listen to the question at all. I have another one for her.
After spending weeks ignoring a report she had received from a group of experts describing how to ease federal restrictions at the border, last week, the Minister of Finance scoffed at the idea of relaxing the rules for people who are vaccinated. Today, the Prime Minister, under pressure from the media on this issue, said that the restrictions could be eased for people who are fully vaccinated.
Is the Prime Minister going to jump the queue and get his second dose to try to avoid the mandatory quarantine?

Mr. Speaker, yesterday the health committee heard that the Prime Minister is using his unscientific and unsafe hotel quarantine program to discriminate against women and persons of colour. An overwhelming number of Pacific Gateway's long-term workers are women and persons of colour, but they were laid off under the auspices of this program in order to hire lower-paid workers. They have now filed a human rights complaint.
Will the minister immediately stop using hotel companies that discriminate against women and persons of colour, and that union bust, to run these unsafe programs?

Mr. Speaker, it is the federal government that is paying Pacific Gateway to run an unsafe, unscientific hotel program that is allowing for these abuses. At these hotels, there have been worker abuses, COVID-19 outbreaks and sexual assaults, yet the government persists in propping it up. However, the Prime Minister himself will not stay at one of these facilities, and to me, that says it all.
There is no evidence to keep these programs going, and workers are being abused. Will the minister commit to immediately scrapping the hotel quarantine program?

Mr. Speaker, as I have said, this matter falls under provincial jurisdiction, but let me share with members what we have done as a government in order to support unions and workers from the time we were elected.
In 2015, one of the first measures we implemented was Bill C-4, which repealed Bill C-525 and Bill C-377, which were actually anti-union pieces of legislation. We have been there for workers. Members can look at the enhancements we have made under the Labour Code, such as increasing leaves and creating new leaves. We have been there, and we will continue to be there for workers every step of the way.

Mr. Speaker, the Liberal government's hotel quarantine program has been a failure from the start. It seems that even the Prime Minister knows this, as he refuses to undergo the process that his government has mandated for every other person arriving in Canada. Canadians were outraged when they heard about alleged sexual assaults taking place at a quarantine hotel. Now it seems these facilities are laying off their workers, 70% of whom are women.
When will the government admit its program is a failure and protect Canadians by scrapping it?

Madam Speaker, the Prime Minister has announced that next week he will be travelling to Europe for in-person meetings. He has been able to attend these types of meetings virtually for the last several months.
I do not doubt that he is itching to travel abroad and put himself an ocean away from parliamentary scrutiny, but there are countless businesses that rely on customers crossing the border that are not being extended this same courtesy.
Which hotel will the Prime Minister be staying at when he returns home or will he just have the taxpayers of this country pay his new $5,000 fine for him, as he walks past the rest of us with his nose in the air?

Madam Speaker, when it comes to our border measures, Canada has some of the strictest border measures in the world and we have done so precisely to add layers of protection. Each of these layers of protection is in place to track, trace and stop the spread of COVID-19.
While the Conservatives one day say they want stricter border measures, the next day they say they do not. Madam Speaker, I am glad that the parliamentary secretary said they will listen to science and data, because for months we have asked the Liberals to provide data proving that the mandatory quarantine hotels are more effective at limiting the spread of COVID than quarantining at home. However, thus far the Liberals have refused to provide that data, likely because it does not exist.
The report from the expert panel could not be more clear. The hotel quarantines are expensive, ineffective and should be shut down. The Liberals did not consult provinces when they initiated the hotel quarantine, so they do not need to consult now.
Will the Liberals listen to those experts, listen to science and data and shut down the hotel quarantine program now?

Madam Speaker, once again, leave it to Conservatives to have an Ottawa-knows-best approach. We do not think so. We actually agree with working with provinces and territories on public health measures, including working with them when it comes to lifting restrictions. As I said before, the border measures are in place specifically as layers of protection to track, trace and stop the spread of COVID-19, which will save lives.

Mr. Speaker, in spite of repeated requests, the Liberals have never produced evidence to show that their hotel quarantine program stops the spread of COVID over other measures. However, there is evidence of COVID-19 outbreaks at these facilities and there is also evidence of sexual assaults occurring there. Now the government's own expert panel of scientists has called on the Liberals to scrap the program, but instead today the Liberals are inexplicably doubling down on it.

Mr. Speaker, in early 2020 this health minister did not listen to science. She said that border measures did not work and subsequently refused to close the border when it really mattered. She is continuing the trend of not making science-based decisions today and that is really unfortunate. The government's own expert panel of scientists, with a report full of science, is calling on the government to immediately scrap the hotel quarantine program in favour of other measures.
Will the minister finally listen to science and let the hotel quarantine program expire on June 21?

Mr. Speaker, yet again, we see the member opposite fail to recognize that science evolves, that it is a new virus and that it is a global pandemic the likes of which we have not seen in 100 years. In fact, that is exactly what we have been doing. We have been following the advice of public health scientists and researchers. That is why we are in the position we are in today. I want to thank all of the immunizers across the country and Canadians who have stepped up in historic ways to get vaccinated. We are leading the G7. Over 28.6 million vaccines have been delivered to provinces and territories.

Mr. Speaker, the agriculture minister said that support for the 14-day quarantine for foreign agricultural workers was “an emergency program, not a compensation program.”
However, it expires August 31, even though farm workers will continue to arrive in Canada for the fall harvest and farmers will continue to incur expenses. Ending the program before quarantine restrictions are lifted is premature and completely unacceptable.
Either the minister thinks the emergency is over, or the government just does not care about food sovereignty. Which is it?

Mr. Speaker, our government is obviously very committed to supporting our agricultural producers and agribusinesses, because our food security depends on them.
We have created a wide range of programs to help them, including everything from making their workplaces and workers' residences safe, to helping them bring in foreign workers.
The program that helps cover some of the costs associated with quarantine will indeed come to an end at the end of August. It is an emergency program, not a compensation program.

Mr. Speaker, the Liberal quarantine hotels have been a disaster from the beginning. Before it officially began, some confused Canadians were put into the program. Families were not told where their loved ones were being taken.
Stories of mistreatment and sexual assault were not enough for the Liberals to reconsider. They kept saying it would prevent new variants from entering Canada. Guess what? It did not work the way they said it would, and they failed to protect Canadians.
Will the Liberals listen to the expert advisory panel and scrap the failed program?

Madam Speaker, yesterday, the COVID-19 testing and screening expert advisory panel recommended that the government stop hotel quarantines, not for health reasons, but because the quarantines are ineffective owing to the government's disastrous management. That is not a recommendation; it is a statement of failure.
The experts are right when they say that it makes no sense that people who cross land borders do not have to quarantine. They are right when they say that it makes no sense that people can avoid hotel quarantines by paying a fine. Rather than end the program, will the government finally start managing it properly?

Madam Speaker, we welcome the report from the COVID-19 testing and screening expert advisory panel. These recommendations are going to be incredibly helpful as we move forward in adjusting measures. One of the fastest ways to adjust restrictions is for Canadians to continue to get vaccinated.
Every step of the way our process at the borders has been about adding layers of protection. Every single layer of that protection is an additional measure that is going to stop the spread and protect Canadian lives. We will stop at nothing to do so.

Madam Speaker, public health authorities must be the ones driving the process. The hotel quarantine program is not the problem. The problem is the federal government's incompetent management of the border. Until travel is safe again, returning travellers must be monitored.
People have been making sacrifices for 15 months. As we near the end of the pandemic, the federal government cannot tell them that it is abandoning border security because of an administrative foul-up. Will it get its act together instead of shirking its responsibilities?

Madam Speaker, absolutely not. As I just said, our approach has been about adding layers of protection to ensure that all Canadians are safe. That is why we have some of the strictest border measures anywhere around the world.
In fact, we know these requirements are working because air travel has reduced by 96%, compared to pre-pandemic travel levels. As the situation evolves, we will absolutely take into account any science and evidence, but we are going to ensure that the hard work done by Canadians is not sacrificed and we will keep them safe.

Mr. Speaker, nearly one-third of travellers are being deemed exempt from the hotel quarantine requirement. Obviously, exceptions should be made for certain people, such as essential workers, but one-third of travellers seems like a lot of exceptions.
The problem is that Health Canada is unable to explain which travellers are exempt and why. Given that the number of exempt travellers is compromising the effectiveness of the whole hotel quarantine program, what is the Prime Minister going to do to address this lack of transparency?

Mr. Speaker, it has been more than a year now since we closed our borders to almost all travellers arriving in Canada. We restricted travel significantly, and that has worked. Travel is down to less than 5% of what it was a year ago because our measures are working.
We will continue to ensure that tests are being conducted prior to boarding, upon arrival and on day eight, that mandatory quarantines are being imposed and that checks are being done. We will always follow up to keep Canadians safe.

Mr. Speaker, workers at the Pacific Gateway Hotel in British Columbia are on strike after management fired 100 long-service employees. Most of these union members are women, many people of colour. This hotel and others are cynically using the pandemic to gain economic advantage.
Instead of standing up for workers, the federal government is using this hotel for quarantine while its management is assaulting its staff. This is not the action of a government that is truly feminist, committed to working people or fighting discrimination.
Will the Liberals stop giving money to an employer who is attacking workers, women and marginalized communities?

Mr. Speaker, I agree that workers everywhere need to be protected, especially as they face the front lines with such determination and courage.
Protecting the health and safety of Canadians is our top priority. Keeping travellers and staff at designated quarantine facilities safe requires training in infection prevention and control practices. I understand that the employer is having conversations with the workers. As this process is under way in a provincial workplace, I cannot comment further.
