Madam Speaker, the second petition calls on the government to take meaningful action to address the conflict in the Tigray region of the Ethiopia. Civilians are being subjected to human rights abuses and are being blocked from accessing humanitarian aid.
The petitioners are asking the government to immediately work with the Ethiopian and Eritrean governments to end the violence and promote democracy and the rule of law. It is in such a time as this that the world needs Canada to have a principled foreign policy.

Madam Speaker, the second petition says that the undersigned citizens of Canada draw the attention of the House of Commons to the following: Ethiopia has experienced alarming bouts of unrest and violence in the last year; conflict has engulfed the Tigray region of Ethiopia, leading to egregious human rights abuses and a humanitarian crisis; and humanitarian actors and independent journalists and researchers have almost no access to the affected regions. They are being shut out from human rights, and many human rights violations have been going on. There are many other things listed in this petition.

Mr. Speaker, the fourth petition highlights the situation in the Tigray region and more broadly in Ethiopia. The petitioners are concerned about the human rights and humanitarian situation in Ethiopia and want to see greater engagement from the Government of Canada on these issues. That includes promoting greater engagement in elections and in the election monitoring coming up in Ethiopia.

Madam Speaker, the third petition highlights the fact that, following the recent conflict between Azerbaijan and Armenia that dealt with the Republic of Artsakh or Nagorno-Karabakh, various Armenian prisoners of war were taken who, in violation of agreements, continue to be held. The petitioners want to see action on the fact that prisoners of war continue to be held. They call on the government to condemn Azerbaijan's illegal detention of Armenian POWs, call for their immediate release, use all diplomatic tools available to advocate for the release of those held captive, condemn state-sponsored anti-Armenian hatred in Azerbaijan, denounce the aggressive rhetoric from Turkey and Azerbaijan against Armenia and Artsakh, provide the necessary humanitarian assistance to ensure the safety and viability of the population of Artsakh, and facilitate the exchange of remaining fatalities.

Mr. Speaker, the fourth and final petition I am presenting today highlights the human rights situation in the Tigray region of Ethiopia.
The petitioners are concerned about that, and are calling on the Canadian government to exercise more leadership, to be more engaged with that situation, and indeed to engage directly with the Ethiopian and Eritrean governments around the advancement of human rights.
I commend these petitions to the consideration of members.

Mr. Speaker, last week, the United Nations reported that since the start of the conflict in Tigray, Ethiopia, over two million people have been internally displaced. Rape and sexual violence have become widespread and systematic. Civilians, human rights defenders, journalists and aid workers have been arbitrarily detained, beaten and killed.
Starvation-related deaths have begun and will accelerate exponentially without immediate intervention. Canada's $37-million commitment to the region is critical, but if the Eritrean and non-regional military forces continue impeding aid to Tigray, this assistance helps no one. The international community must work together to demand an immediate withdrawal of the Eritrean and non-regional forces from Tigray and seek unfettered humanitarian access to the region, including support for survivors of sexual violence.
I reiterate my call for an independent, international investigation into gross violations of human rights and humanitarian law by all parties as a critical starting point to ensuring accountability, peace and security in the region.

Mr. Speaker, the second petition is in relation to the ongoing conflict in the Tigray region of Ethiopia. The petitioners are calling on the Canadian government to immediately engage with the Eritrean and Ethiopian governments in order to come to a peaceful solution. Thousands of people have lost their lives and it is a tremendously deteriorating humanitarian situation, so the petitioners would deeply appreciate Canada's involvement in this.

Mr. Speaker, today I have the privilege of presenting three petitions to the House.
The first petition is calling on the Government of Canada to respond to the violence in the Tigray region of Ethiopia. Petitioners are asking the government to call for an end to the violence in the region and to help to ensure that the innocent victims of the violence are able to access humanitarian aid. Canada has a history of supporting democracy around the world, and in addition to calling for an end to the violence, we need to do our part to ensure the fairness and legitimacy of the democratic process in Ethiopia.

Mr. Speaker, the next petition I am presenting today is from Canadians from across Canada. They are concerned about the situation in Ethiopia, particularly in the Tigray region. Petitioners and concerned Canadians are highlighting the situation in Ethiopia, in Tigray and more broadly. They are calling for an end to conflict, restraint from all sides, humanitarian access, independent monitoring and international investigations around credible reports of war crimes and gross violations of human rights. They want to see the Government of Canada engage directly with the Ethiopian and Eritrean governments regarding this conflict and promote short-, medium- and long-term election monitoring.

Mr. Speaker, Palestinian civilians are suffering profound hardship, as a result of the recent violence, displacement and loss of life and have endured unimaginable pain. All human beings are born with equal, unalienable rights. We must all work to uphold them.
Canadians, including residents of my community, are expressing deep concern over these rights, the urgent need for humanitarian assistance in Gaza and the West Bank, and unfettered access to provide this assistance.
Could the Minister of International Development tell the House how Canada will support Palestinians in coping with the effects of this devastating violence and work to build a foundation for lasting peace?

Mr. Speaker, I would like to thank my colleague for Mississauga—Lakeshore for his hard work on this issue.
The $25 million in funding announced last week is being provided through trusted partners and will ensure that emergency relief quickly reaches Palestinian civilians whose humanitarian needs have only been worsened by this conflict. It will go beyond these urgent and immediate needs to also support recovery and rebuilding efforts. It will support critical peacebuilding and people-to-people initiatives to advance the goal of a just and lasting peace in the Middle East.

Madam Speaker, the rapidly deteriorating humanitarian situation within the Tigray region of Ethiopia has been heartbreaking for Canadians across the country to witness. As the number of refugees fleeing the region grows and the violence toward innocent people continues, I want to reiterate Canada's call for immediate de-escalation and for a peaceful resolution between both parties.
The human rights violations taking place, particularly against women and girls, are beyond horrific. The protection of civilians must be upheld in accordance with international law and humanitarian principles. In doing our part, I want to commend the Minister of International Development on providing $3 million in aid to help those affected by the conflict in Tigray and those who have fled to Sudan seeking safety. This funding will respond to urgent needs, including emergency health care, shelter, non-food items, water, sanitation and protection.
Our government will always speak out against human rights abuses, no matter where they occur, and reiterate our commitment to peaceful resolution.

Mr. Speaker, the second petition I am presenting today calls on the government to take action to end the violence in the Tigray region of Ethiopia. Credible reports indicate that war crimes, such as the indiscriminate shelling of civilian towns and villages, extrajudicial killings, at least one large-scale massacre, looting and sexual violence, have all occurred in Tigray. Petitioners are asking that the government engage directly and consistently with the Ethiopian and Eritrean governments and immediately call for an end to violence and for the restraint of all parties involved in the Tigray conflict. The world needs Canada to have a principled foreign policy and to promote and defend human rights across the world.
