That an order of the House do issue for the unredacted version of all documents produced by the Public Health Agency of Canada in response to the March 31, 2021, and May 10, 2021, orders of the Special Committee on Canada-China Relations, respecting the transfer of Ebola and Henipah viruses to the Wuhan Institute of Virology in March 2019, and the subsequent revocation of security clearances for, and termination of the employment of, Dr. Xiangguo Qiu and Dr. Keding Cheng, provided that:
(a) these documents shall be deposited with the Law Clerk and Parliamentary Counsel, in both official languages, within 48 hours of the adoption of this order;
(b) the Law Clerk and Parliamentary Counsel shall promptly thereafter notify the Speaker, who shall forthwith inform the House, whether he is satisfied the documents were produced as ordered;
(c) the Minister of Health shall be ordered to appear before the special committee, for at least three hours, at a televised meeting, to be held within two weeks of the adoption of this order, to discuss the documents and the matters referred to in them;
(d) the Law Clerk and Parliamentary Counsel shall confidentially review the documents with a view to redacting information which, in his opinion, could reasonably be expected to compromise national security or reveal details of an ongoing criminal investigation, other than the existence of an investigation;
(e) the Speaker shall cause the documents, as redacted pursuant to paragraph (d), to be laid upon the table at the next earliest opportunity and, after being tabled, they shall stand referred to the special committee;
(f) the Law Clerk and Parliamentary Counsel shall discuss with the special committee, at an in camera meeting, to be held within two weeks of the documents being tabled pursuant to paragraph (e), what information he redacted pursuant to paragraph (d); and
(g) the special committee may, after hearing from the Law Clerk and Parliamentary Counsel pursuant to paragraph (f), decide to make public any of the information which was redacted, as well as, in lieu of making such information public, rely on such information for the purpose of making findings and recommendations in any subsequent report to the House, provided that, for the purpose of this paragraph, the documents deposited pursuant to paragraph (a) shall be deemed to have been referred to the special committee.

Qu’un ordre de la Chambre soit donné en vue de l’obtention de la version non caviardée de tous les documents produits par l’Agence de la santé publique du Canada en réponse aux ordres du 31 mars 2021 et du 10 mai 2021 du Comité spécial sur les relations sino-canadiennes en ce qui concerne le transfert des virus de l’Ebola et de l’Henipah à l’Institut de virologie de Wuhan en mars 2019, ainsi que la révocation subséquente des habilitations de sécurité des docteurs Xiangguo Qiu et Keding Cheng, et leur licenciement, pourvu que:
a) ces documents soient déposés auprès du légiste et conseiller parlementaire, dans les deux langues officielles, dans un délai de 48 heures suivant l’adoption du présent ordre;
b) le légiste et conseiller parlementaire en informe ensuite immédiatement le Président, qui devra informer immédiatement la Chambre s’il est convaincu que les documents ont été produits comme il a été ordonné;
c) la ministre de la Santé reçoive l’ordre de comparaître devant le Comité spécial pendant au moins trois heures lors d’une réunion télévisée qui aura lieu dans les deux semaines suivant l’adoption du présent ordre pour discuter de ces documents et des renseignements qui y figurent;
d) le légiste et conseiller parlementaire examine confidentiellement les documents afin de caviarder les renseignements qui, à son avis, risquent de nuire à la sécurité nationale ou de révéler le contenu d’une enquête criminelle en cours autre que l’existence de cette enquête;
e) le Président fasse déposer sur le bureau les documents tels que caviardés conformément au paragraphe d) à la première occasion et, que, après avoir été déposés, ces documents soient renvoyés d’office au Comité spécial;
f) le légiste et conseiller parlementaire discute avec les membres du Comité spécial, lors d’une réunion à huis clos, dans les deux semaines suivant le dépôt des documents conformément au paragraphe e), des renseignements qu’il a caviardés conformément au paragraphe d);
g) les membres du Comité spécial puissent, après avoir entendu le légiste et conseiller parlementaire conformément au paragraphe f), décider de rendre publics tous les renseignements qui ont été caviardés, et, au lieu de divulguer ces renseignements, les utiliser en vue d’en arriver à des conclusions et de formuler des recommandations pour les prochains rapports qui seront présentés à la Chambre, pourvu qu'aux fins du présent paragraphe, les documents déposés conformément au paragraphe a) soient réputés avoir été renvoyés au Comité spécial.
