Mr. Speaker, we take these calls to action very seriously. We know that the pandemic has impacted all Canadians, and disproportionately certain segments.
We know that systemic racism exists within our institutions. That is why, in budget 2021, we see numerous measures to address a lot of this important work. It is important that we pass this legislation, and it is really unfortunate that political games are being played.
We recognize that every department and agency and every minister has a role to play. We take this work seriously. That is why we are working closely with the anti-racism secretariat. I look forward to working with the member.

Mr. Speaker, I appreciate the opportunity to speak about the work that our government has been doing. Since taking office in 2015, we set out to create Canada's anti-racism strategy. It was created by Canadians informed by lived realities and experiences for Canadians. We have continued to look at our appointments process. The Prime Minister has acknowledged that systemic racism exists. It is going to take all of us to dismantle these institutions and I appreciate the member showing his support, because racism is real and we have a lot more work to do. Our government has made commitments through programs. I look forward to working with the anti-racism secretariat to ensure that we have a more consciously inclusive Canada.

Mr. Speaker, this is a very serious matter, and all members should take it very seriously. Canadians from coast to coast to coast are hurting. Racism exists in Canada, and every single one of us has a responsibility to do something about it.
Our government has brought forward measures including Canada's anti-racism strategy. Our government has put white supremacist groups on Canada's terrorist listing. Our government has committed to holding a national summit on Islamophobia, anti-Semitism and other forms of hate. We will work with all levels of government and all Canadians, and I look forward to working with that member.

Mr. Speaker, our government remains committed to combatting anti-Semitism and all forms of hate, prejudice and discrimination through measures such as Canada's anti-racism strategy, in which we adopted the International Holocaust Remembrance Alliance's definition of anti-Semitism.
Last week, our government announced that we will work alongside the Hon. Irwin Cotler, Canada's special envoy to preserving Holocaust remembrance and combatting anti-Semitism, on an emergency national summit on anti-Semitism, which was advocated for by many hard-working colleagues, including the member for York Centre and partners such as CIJA.

Mr. Speaker, our government will always work to ensure we work with all Canadians.
The member recognizes that Canadians are hurting right now. It has been a very challenging couple of weeks, actually months and years. We know there is quite the racist history within Canada, and right now is a time for us to work together.
That is why we have Canada's anti-racism strategy. That is why we are having conversations with all groups, because it will take every single Canadian from coast to coast to coast to counter hate. Hate does not belong in Canada.
I hope the member will join us in this much-needed battle.

Mr. Speaker, our hearts go out to the loved ones of the Afzaal family and to Fayez who remains in hospital. Our government knows we need to act against Islamophobia. We are doing this through Canada's anti-racism strategy, adding white supremacist groups to Canada's terror listing, increased funding to protect places of worship and community spaces.
More is needed, which is why we will lead a national summit on combatting all forms of hate, including a national summit on combatting Islamophobia, also advocated for by the hard-working member for Scarborough Centre.
We will continue to work with partners to tackle all forms of hate in Canada and to create a safer and more inclusive Canada for all.

Mr. Speaker, an agreement could not be reached under the provisions of Standing Orders 78(1) or 78(2) with respect to the third reading stage of Bill C-6, an act to amend the Criminal Code (conversion therapy).
Under the provisions of Standing Order 78(3), I give notice that a minister of the Crown will propose at the next sitting a motion to allot a specific number of days or hours for the consideration and disposal of proceedings at the said stage.
A majority of the members want to see this legislation through. It is only the Conservatives who do not, so we do not need to act on this notice if the Conservatives can respect the majority of members and—

Mr. Speaker, we respect our parliamentary institutions, including independent officers of Parliament, such as the Conflict of Interest and Ethics Commissioner. We also appreciate the work of committees.
The opposition seems to be focused on playing partisan politics during a pandemic, rather than focusing on the needs of Canadians. Today, we could have been debating the budget implementation bill to actually bring about measures that would waive interest on student loans and extend rent and wage subsidies, for example.
We appreciate their work. I look forward to reading the report and getting back to the matter at hand.

Mr. Speaker, I want to reassure the member and all Canadians that our government will remain focused on all Canadians, including students and youth. Today, we could have been debating waiving interest on student loans. We could have been extending the rent subsidy and wage subsidies. However, we have the Conservatives in the opposition playing political games.
We will remain focused on delivering for Canadians. That is why, exactly as the member is asking, waiving interest on student loans is in budget 2021, and it is within the budget implementation act. I would encourage her to talk to her Conservative counterparts to get the debate—

Mr. Speaker, for our government, LGBTQ2 rights are human rights. Whether that is domestically or internationally, Canada will always take a strong position. Our record demonstrates that.
What is unfortunate is that the member is very bold to ask that question when just yesterday we were debating Bill C-6 in regard to protecting LGBTQ2 rights for Canadians. What are the Conservatives doing? They are holding up that legislation. The Bloc, the NDP and the government are ready to call the question, and the Conservatives are stopping it. Maybe they want to get their act together and take a position, and state that LGBTQ2 rights are in fact human rights.

Madam Speaker, I appreciate the member putting the words of Ben into the record. I also want to thank Ben for his courage in sharing his story so hopefully we do not see more victims of conversion therapy.
I would like the member's comments and thoughts on the second reading vote on the legislation. We saw so many members, for the first time, providing qualifications as to why they were supporting it this time, almost setting the stage as to why they would be voting against it at third reading. Hopefully they will not. I appreciate the member's thoughts on that.
I would also like the member's thoughts on us, as representatives. Do we represent the voices of the majority or as decision-makers here, do we bring about laws that will allow more Canadians to be their true, authentic selves?

Madam Speaker, I thank the member for sharing the testimonies people have shared with her. I know that she has been listening throughout the debate today and, prior to this, to the work at committee where she heard several other testimonies. I would ask the member this: Is it important that their voices also be heard?
I have an additional question to the member, as she closed by sharing how she would be voting. Because she and numerous members have determined and shared how they would be voting, why are we not calling this legislation to a vote? We could ensure that we either allow the bill to continue in the democratic process or, if there is enough opposition to it, we would not see the bill proceed.

Mr. Speaker, let me begin by saying that I really appreciated the member's speech, just as I appreciate her support and that of all Bloc Québécois MPs.
Does my colleague think we need to keep debating this bill, or does she think it is time to pass it so it can be brought into force and enable more Canadians to be themselves?
I believe Canada is an inclusive country. We know we still have a lot of work to do.
Is it time to vote on this motion, or do we need to keep debating this bill?
