Mr. Speaker, the role of the Auditor General is very important to Canadians. An auditor general provides information based on facts and expert advice on government programs and activities. Never before has an auditor general said that his or her budget was insufficient because of the increased workload caused by the additional audits required to review the Liberal government's out-of-control spending.
When will the minister fully fund the Auditor General's budget?
Monsieur le Président, le rôle du vérificateur général est très important pour les Canadiens et les Canadiennes. Il fournit des renseignements fondés sur des faits et des conseils d'experts relativement aux programmes et aux activités du gouvernement. Jamais un vérificateur général n'a déclaré que son budget était insuffisant du fait que sa charge de travail a augmenté pour donner suite aux vérifications additionnelles dans l'examen des dépenses hors de contrôle du gouvernement libéral.
Quand le ministre va-t-il financer entièrement le budget du vérificateur général?

Mr. Speaker, quite honestly, the answer says, “We are going to look at it, but we are not necessarily going to do it.”
No auditor general has ever had to cut audits under any prime minister until now. The government should be ashamed of that. We know that Liberals are not fans of auditors general. Who could forget when Sheila Fraser blew the whistle on the Liberal sponsorship scandal?
It is clear that the work of the Auditor General is critical to the functioning of our democracy. When will the government give the Office of the Auditor General the money it needs to audit Liberal spending?
Monsieur le Président, en toute franchise, la réponse du ministre veut dire que le gouvernement va examiner la question, mais qu'il ne va pas nécessairement prendre les mesures qui s'imposent.
À ce jour, jamais sous aucun premier ministre un vérificateur général n'a été obligé de réduire le nombre de vérifications. Le gouvernement devrait avoir honte. Nous savons que les libéraux n'apprécient pas particulièrement les vérificateurs généraux. Qui pourrait oublier que Sheila Fraser a dénoncé le scandale libéral des commandites?
De toute évidence, le travail du vérificateur général est essentiel au fonctionnement de notre démocratie. Quand le gouvernement accordera-t-il au Bureau du vérificateur général les fonds dont il a besoin pour vérifier les dépenses des libéraux?

Madam Speaker, taking a question from the Conservatives on officers of Parliament is like taking a question about the well-being of chickens from Colonel Sanders. When it comes to the Office of the Auditor General, I will point out to the hon. member that the Conservatives cut $6.5 million from its budget and removed 60 employees.
As part of budget 2018, during the past Parliament we committed to investing more than $41 million in additional funding for the Office of the Auditor General.
I will start taking these questions seriously when the Conservatives step up with actions, not just words.
Madame la Présidente, répondre à une question des conservateurs sur les mandataires du Parlement, c'est comme demander au Colonel Sanders comment ses poulets se portent. En ce qui concerne le Bureau du vérificateur général, j'aimerais rappeler au député que les conservateurs ont réduit son budget de 6,5 millions de dollars et y ont supprimé 60 postes.
Pendant la dernière législature, dans le cadre du budget de 2018, nous nous sommes engagés à investir plus de 41 millions de dollars supplémentaires dans les services du vérificateur général.

Madam Speaker, again I find it rich to take questions on the adequacy of funding to officers of Parliament, given the Conservatives' track record of cutting those resources in order to avoid scrutiny of the government when they were in power.
In budget 2018, our government beefed up the funding for the Office of the Auditor General by $41 million, which represents a 16% increase relative to the 2015-16 fiscal year. When it comes to ensuring that officers of Parliament have the resources they need, we are going to work with them to ensure they benefit not only our government but all Canadians.
Madame la Présidente, encore une fois, je trouve un peu fort que les conservateurs me posent des questions au sujet du financement adéquat des mandataires du Parlement compte tenu de l'habitude qu'avait prise le Parti conservateur de couper ces ressources afin d'éviter une surveillance trop serrée du gouvernement lorsqu'il était au pouvoir.
Dans le budget de 2018, le gouvernement a bonifié le budget du Bureau du vérificateur général de 41 millions de dollars, ce qui représente une augmentation de 16 % comparativement à l'exercice 2015-2016. Lorsqu'il est question de s'assurer que les mandataires du Parlement disposent des ressources dont ils ont besoin, nous collaborons avec eux pour nous assurer que leur travail ne profite pas seulement au gouvernement, mais aussi à l'ensemble des Canadiens.

Madam Speaker, I have already given a detailed answer on both Conservative cuts to officers of Parliament by the Conservatives and the investments we made in budget 2018.
The fact of the matter is we remain committed to supporting the work of the Auditor General and other officers of Parliament. We are going to ensure they are able to have the tools they need to do their job to ensure Canadians benefit from their advice and Parliament can work to its greatest capacity.
Madame la Présidente, j'ai déjà fait état en détail des coupes réalisées par les conservateurs dans les budgets des mandataires du Parlement et des investissements que nous avons faits dans le budget de 2018.
N'en déplaise à mon collègue, nous faisons absolument tout pour aider le vérificateur général et les autres mandataires du Parlement à bien faire leur travail. Ils disposeront toujours des outils dont ils ont besoin pour faire leur boulot, pour formuler des conseils à l'avantage des Canadiens et pour guider le Parlement afin qu'il fonctionne à plein rendement.
