Mr. Speaker, the ongoing blockades by activists continue to hurt ordinary Canadians. Last week the Prime Minister said he hoped we will see positive developments. The public safety minister was hopeful the police would help restore rail shipments. The Liberals repeatedly speak of their hope that the protests will be resolved peacefully, yet we see protesters starting fires in front of moving trains.
Hope is a wonderful sentiment, but hope is not a management tool. When will the blockades finally come down and stay down?

Mr. Speaker, that simply cannot be true because people are pulling investments out of Canada because he does not have a plan for either the environment or the economy.
In terms of inventing things, that was a direct quote from his Minister of Natural Resources, so he might want to check with him on that.
For three weeks, we witnessed the Prime Minister's weak leadership in response to the rail blockades. They sprang up across the country, blocking streets, ports and railways. They are negatively impacting workers who want to get to work.
Does he realize that his own weakness is the reason this situation is “out of control”?

Mr. Speaker, he is continuing to elevate radical protesters with no connections to indigenous issues. That is shameful.
These are not people who are reflecting the will of the Wet'suwet'en First Nation. If they did, they would be standing in solidarity and fighting to get this project built. These are radical groups, like Extinction Rebellion, an organization that has been listed as a terrorist organization in the United Kingdom.
Is the Prime Minister not embarrassed that he has shown less leadership and less of a backbone than radical protesters who just want to shut down our economy?

Mr. Speaker, we know he is a teacher, because we have all seen his picture in the yearbook.
We know that he has taught protesters a valuable lesson. They can bring our economy to its knees and they can hold illegal blockades, holding up our rail traffic leading to layoffs, and he will do absolutely nothing.
Does the Prime Minister realize that his weakness has caused the situation to spiral out of control?

Mr. Speaker, the rail blockades have exposed the extent of the Prime Minister's weakness. He could have used the tools available to him to show that we, as a country, are governed by the rule of law.
Rather, he chose to side with the radical protesters who appropriated the first nations' claims. All those who dare suggest that the law be enforced are condemned.
Will the Prime Minister do things differently to stop these illegal blockades in the future?

Except, Mr. Speaker, these illegal blockades had nothing to do with reconciliation. If people in Ontario want to support reconciliation efforts, then they would listen to the members of the Wet'suwet'en First Nation who support the Coastal GasLink project. The problem is that there is now a clear playbook for radical activists to follow, and they know that the Prime Minister will do literally nothing as the economy is brought to its knees.
Knowing that there are future projects that may be proposed, what will the Prime Minister do differently in the future to prevent the types of layoffs and economic damage that these radical activists have caused?

Mr. Speaker, the Prime Minister was willing to break the law, bend the rules and even fire his Attorney General when he was trying to do a favour for his corporate friends at SNC-Lavalin, but when thousands of energy sector jobs are at stake and when dozens of first nations communities will benefit from these energy projects, the Prime Minister does literally nothing.
Why is it that when it comes to his corporate, crony, insider friends, the Prime Minister is willing to break the law, but when it comes to providing hope and opportunity to thousands of Canadians, the Prime Minister refuses to uphold the law?

Mr. Speaker, last night I received an email from Kevin, a farmer from the Shellbrook area in my riding. Kevin has half a million dollars' worth of undeliverable contracts that he cannot deliver on.
A month from now, road bans are going to hit. Grain elevators are saying they need at least two weeks to clear the backlog.
When can I tell Kevin the barricades will be taken down, and in the meantime, where can Kevin send his bills?

Mr. Speaker, farmers are feeling the damaging effects of the illegal rail blockades. They are not getting paid because the elevators are either full or will not accept any more grains or pulse crops. Eighty-five ships are in the Vancouver harbour waiting to be loaded. If the shipments do not arrive on time, farmers will also have to pay demurrage charges.
One farmer from my riding named Doug shared with me that he even had to start withdrawing his RRSPs just to pay the bills. There is no more time to wait.
When will the Prime Minister support farmers and stand up against the illegal blockades?

Mr. Speaker, we have almost 100 ships waiting to be loaded, a backup of 20,000 grain cars costing farmers more than $300 million. Where is the agriculture minister? She is away in Washington at a forum on agriculture outlook. I can already tell the ag minister what that outlook for Canadian agriculture producers is. It is bleak.
Why is the minister dining with diplomats in Washington instead of being here, working with the incident response team, standing up for farmers and trying to resolve the crisis of the illegal blockades?

Mr. Speaker, there are so many examples.
There are examples of forestry workers who are going to be laid off because the sawmills have no more room to store that lumber.
Last week I was at Rio Tinto in Chicoutimi with the member for Chicoutimi—Le Fjord. They were talking about how they are trying to bring in trucks to keep that mill going. An aluminum mill does not just get turned on and off. It is not just a switch in the wall. It is a big deal.
The Liberals do not understand how big a deal this is to Canadians. By doing what we are doing today, if that makes Liberals frustrated, maybe they will get a sense of how big a deal it is. Do Liberals not understand that we are fighting for Canadians here this afternoon? That is what we are doing. If they do not understand that, then they really do not understand what their constituents' needs and wants are.

Madam Speaker, I have great respect for that member. I am delighted he talked about the rule of law.
The Supreme Court said that police independence underpins the rule of law. That was also outlined in several other cases in speeches during the emergency debate, where the Supreme Court maintained police independence from governments. I am assuming the member supports that, in his support of the rule of law.
I assume also when he talks about supporting the rule of law he is talking about enforcement of aboriginal title. That was outlined in the Delgamuukw case. It was reinstated again in the Tsilhqot'in case. It is one of the tenets of Canadian law. I assume the member is saying that enforcement of the rule of law is enforcement of the aboriginal title of the Wet'suwet'en people.

Mr. Speaker, one of the many ways we can tell that the Prime Minister does not know what he is doing is when his message changes every single day. First, the Prime Minister elevated the protesters, talking about how they were defending their communities in the cold. Then he tried to make a link between radical anti-energy activists and reconciliation. Then he said that the protests were illegal, but it was not up to him to enforce the rule of law.
I have a simple question. Can the Prime Minister tell us on what day these illegal blockades will come down?

Mr. Speaker, these anti-free market, anti-energy activists have nothing to do with reconciliation, and it is completely unjust for up to 1,500 people to have to go without a paycheque because some people are breaking the law.
Helen Michelle of the Wet'suwet'en First Nation said, “A lot of the protestors are not even Wet'suwet'en people. Our people said go ahead” to Coastal GasLink.
Once again, can the Prime Minister tell this House on what day these illegal blockades will come down?
