Mr. Speaker, grain farming in Ontario contributes 75,000 jobs and approximately $18 billion in economic output. A recent survey done by the Grain Farmers of Ontario has indicated the following: 86% expect their net income to be reduced in 2020. Over half of the grain farmers are already seeing a reduction in sales, and another 24% are experiencing cancellations or delays of existing contracts. One-third are experiencing cash flow issues and another one-third expect cash flow issues in the near future. Fifty-five percent fear that they have an inability to cover the costs of production.
What is the government actually doing to help the farmers during this pandemic and for the future?

Mr. Speaker, the agriculture minister is telling farmers that they cannot say the programs offered just are not good enough. She is also saying that she does not know where the gaps are or where the funds should go.
Well, here is a start. Exempt agriculture from the carbon tax. Regain the $5 billion in lost markets that Liberal blunders have cost farmers. Improve the livestock insurance program. Instead, her advice to farmers is to drain their savings or go further into debt.
Can the minister tell me what other essential Canadian industries the Liberal government has told to drain whatever savings they may have before being offered any meaningful assistance?

Mr. Speaker, the Liberals are letting down Canadian farm families. Not only are they imposing higher carbon taxes and failing to defend them against actions by the government in China, but now the agriculture minister is claiming that farmers who are upset about being let down during this crisis just do not understand the programs her government is putting forward. She claims that the $252 million of reannouced money for farmers is good enough.
When will the Prime Minister put forward programs that actually work for farmers instead of telling them to be happy with what they got?

Mr. Speaker, even before COVID-19, Canadian farm families were struggling. Farm revenues fell by 45% in 2018, the largest drop in Canadian history. During the pandemic, the Liberals increase the carbon tax on farmers and do not offer any assistance for an essential industry. The situation is dire. Planting is down 25% and 30,000 farms are at risk of bankruptcy.
During a financial crisis, why do the Liberals feel the best lifeline for Canadian farmers is an online calculator?

Mr. Speaker, the minister obviously does not understand how dire and desperate the situation is for Canadian farmers and agri-food businesses. Her response to farmers is that they just do not understand the programs. What programs: an online calculator and more debt? How out of touch can the Liberals possibly be? The business risk management programs were never designed for a global pandemic.
Instead of insulting farmers, why will the minister not listen to them and design a program they can actually use?

Mr. Speaker, grain and oilseed farmers are in a cash crunch crisis as they prepare for spring seeding. They are trying to buy seed, fuel and fertilizer. Most do not qualify for the Canada emergency business account, and the funding to Farm Credit Canada only benefits existing FCC customers. According to the Canadian Federation of Agriculture, only 25% of Canadian farmers will benefit from the additional credit to FCC.
Since the government has failed to account for the specific needs of farmers, when will it announce a real plan that will help feed the people who feed this country?

Mr. Speaker, Teck Frontier's application withdrawal was yet another devastating blow to western Canadians. That decision was a direct result of the Prime Minister's anti-energy death-by-delay tactics.
Canadians know that Liberals killed Teck. Recent revelations that senior cabinet ministers were actively campaigning for its rejection prove that. Among the most vocal was the Minister of Agriculture.
How can the Minister of Agriculture expect to have any credibility with farmers in western Canada when she attacks our region?

Mr. Speaker, I have bad news for the government: that is not really how things went down. The Globe and Mail reported this morning that senior ministers with economic portfolios did everything they could to block the very important Teck Frontier project. We knew that was happening, and The Globe and Mail identified the culprits, who included the Minister of Agriculture and Agri-Food.
How can the Minister of Agriculture and Agri-Food say that she is standing up for farmers in the west and across Canada, while staunchly opposing a project that is good for the west's economy and Canada's economy? I hope that the Minister of Agriculture will answer this time.

Mr. Speaker, the agriculture minister was not standing up for farmers before and she is not standing up for farmers now, and we know why. It is because she was too busy ensuring that Canada's oil and gas workers remain unemployed by opposing the Teck Frontier mine at cabinet. Her focus should have been reopening lost trade markets, removing the carbon tax from farm fuels, addressing the processing capacity for Ontario ranchers or removing illegal blockades, things that actually would have had an impact on Canadian agriculture.
Instead of advocating for farmers and standing up for Canadian agriculture, why is her top priority attacking Canadian energy workers?

Madam Speaker, farmers in Saskatchewan and across Canada just cannot catch a break this year. Whether it is the weather, illegal rail blockades or a carbon tax, this past year has been a costly one for farmers, and now they do not have the cash flow to put in this year's crop. However, the Minister of Agriculture and Agri-Food can actually do something. The question is, will she?
Will the minister commit to pushing back the repayment date for the advance payments program to help our farmers get back on their feet?

Madam Speaker, spring is supposed to be a time of hope and renewal for Canadian farmers. Unfortunately, our railways have been shackled by the government due to the lack of action in removing illegal blockades. Farmers are about to experience payment deadlines from creditors next month. With no hope of getting their grain to market, farmers will be hit with an interest rate of approximately 20%.
Our farmers need action. When will the government commit to modifying the cash advance program to address this current crisis?

Mr. Speaker, 300,000 chickens: That is how many birds will go hungry on one farm in Salmon Arm in a few days. This family farm's existence is being threatened by the rail blockades. The farmers have the trucks ready to pick up the grain from the railcars, but they cannot get the railcars moved.
The livestock and the livelihoods of farmers are at risk. When will the Prime Minister remove these blockades?

Mr. Speaker, Saskatchewan grain farmers are facing serious financial hardships after a difficult harvest season.
The Liberals have failed to resolve trade disputes with China. The carbon tax is making everything more expensive. Now illegal blockades are shutting down the rail system. The Liberals must act to help our struggling farmers.
The deadline for loan repayment through the advance payments program is fast approaching. Will the minister agree today to waive the interest on the loans and extend the repayment deadline?

Mr. Speaker, farmers are facing their challenges now and the deadline is fast approaching for the advance payments repayments.
Farmers are facing challenges. A wet harvest meant the money for crops stayed in the ground. Those who did get their crops off are now facing delays because of a CN Rail strike and illegal blockades. When we asked the Prime Minister this question yesterday, it appeared as though he did not even know what this program was.
Therefore, my question is for the Minister of Agriculture. Will she extend the deadline for the advance payments program and will she waive the interest charges, yes or no?

Mr. Speaker, Canada's farmers have been hit with blow after blow by the Liberal government.
Last fall's early snowfall left so many crops buried under the snow. Rail strikes and illegal blockades are preventing crops that are in the bins from even getting to the market. The Liberal carbon tax and crumbling trade relationships only compound this crisis.
Advance payments program loans are coming due, but with so many hardships beyond their control, farmers are strapped for cash. Our farmers are in desperate need for more than just empty platitudes.
When will the Prime Minister commit to extending the advance payments program deadline and waiving the interest on its loans?
