Mr. Chair, I want to thank my colleague for the question.
I completely agree. I think that the coronavirus crisis has highlighted the importance of having high speed Internet across the country and especially in the regions where this service is still not available.
I agree with my colleague that the Internet is important, not just for young people and workers who use it, but also for our seniors. I believe that families celebrated Easter over the Internet with their seniors, and we must improve access to that service. Even before the crisis, this was a priority for our government and we had announced a $500-million investment. However, I now think that we must do more.
Monsieur le président, je voudrais remercier mon collègue de sa question.
Je suis absolument d’accord. Je pense que la crise du coronavirus a souligné l’importance d’Internet haute vitesse partout au pays et surtout dans les régions où ce service n’existe pas encore.
Je suis d’accord avec mon collègue qu’Internet est important, pas seulement pour les jeunes et pour les travailleurs qui l’utilisent, mais aussi pour nos aînés. Je crois que les familles ont célébré Pâques sur Internet avec leurs aînés, et nous devons accroître l’accès à ce service. Même avant la crise, c’était une priorité pour notre gouvernement, et nous avions annoncé un investissement de 500 millions de dollars. Cependant, je pense maintenant que nous devons faire davantage.

Mr. Chair, Canada, as a member of the Five Eyes, as a member of NATO, as a member of NORAD, is a close intelligence partner with all of those allies, very much including the United States, and is privy to a great deal of intelligence. Of course, the global pandemic is an issue that has concerned our intelligence agencies and those of our partners, so we have been in close communication with them.
Monsieur le président, le Canada, en tant que membre du Groupe des cinq, de l'OTAN et du NORAD, travaille en étroite collaboration avec ces alliés en matière de renseignement, y compris bien sûr avec les États-Unis, et reçoit une grande quantité de renseignements. As I have said, Mr. Chair, our intelligence sharing is very important. Our intelligence sharing with our allies during this global pandemic, which poses particular security challenges, has been very energetic, and we continue to work with them.

Mr. Chair, when it comes to border control, our government is very aware of the importance of ensuring that people coming into the country today are subject to mandatory quarantine. That quarantine is being enforced. That includes Canadians and non-Canadians. As Canadians know as well, there are strict limits today on anyone who is not Canadian entering the country.
Monsieur le président, en ce qui concerne le contrôle des frontières, le gouvernement est très conscient de l'importance de veiller à ce que les personnes qui entrent dans le pays aujourd'hui soient soumises à une quarantaine obligatoire. Cette quarantaine est appliquée aux Canadiens et aux non-Canadiens. Mr. Chair, we became aware that the coronavirus was indeed a threat and that there were a number of places around the world from which we were receiving people who could have the contagion of the coronavirus. That is why at the border we were very clear about giving clear instructions about the need for self-isolation.
Monsieur le président, nous avons réalisé que le coronavirus posait effectivement une menace et qu'il y avait des voyageurs qui risquaient d'être porteurs du virus puisqu'ils revenaient de certaines régions infectées. C'est pourquoi nous avons fait valoir l'importance de donner des instructions précises, à la frontière, sur la nécessité de s'isoler.

Mr. Chair, as I hope the member opposite knows, “quarantine” is a very specific legal term, and the measures of quarantine are currently in place. Prior to that obligatory quarantine being in place, incoming travellers, whether they were Canadian or not, were very clearly told to self-isolate.
Monsieur le président, j'espère que le député d'en face le sait, mais « quarantaine » est un terme juridique bien précis, et les mesures de quarantaine sont actuellement en place. Avant que la quarantaine obligatoire soit instaurée, on disait clairement aux gens qui arrivaient au Canada de s'isoler, qu'ils soient Canadiens ou non.

Mr. Chair, guaranteeing our food supply is absolutely essential, particularly at a time of a global pandemic. In terms of designating what are and are not essential services, it is incredibly important for the federal government to work collaboratively with the provinces, and that is what we are doing.
We have issued federal guidelines, which is important, and the provinces are issuing their own guidelines based on provincial realities. That is the way to work co-operatively.
Monsieur le président, il est absolument essentiel d'assurer notre approvisionnement alimentaire, particulièrement pendant une pandémie mondiale. Pour ce qui est de la désignation des services essentiels, il est extrêmement important pour le gouvernement fédéral de collaborer avec les provinces, et c'est ce que nous faisons.
Nous avons établi des lignes directrices fédérales, et c'est important, et les provinces établissent leurs propres lignes directrices en fonction de la réalité chez elles. C'est comme cela qu'on travaille en collaboration.

Mr. Chair, we are very aware of the importance of canola exports to the Canadian economy and I think all of us are more aware than ever of the importance of farmers to Canada.
We continue to work on getting Canadian canola accepted around the world. That includes working with China.
Monsieur le président, nous sommes très conscients de l'importance des exportations de canola pour l'économie canadienne. Je pense que nous sommes tous plus conscients que jamais de l'importance des agriculteurs pour le Canada.

Mr. Chair, it is absolutely essential that, first and foremost, we do everything we can to protect the health and lives of Canadians as we fight this first wave of the coronavirus. What that means is that we must practise physical distancing and we have to stay at home. We are well aware, of course, of the economic impact. That is why we are here in the House bringing in today's economic measures. Of course, we need to work on an exit plan, but we can only do that once we know that we have hit and moved past our peak.
Monsieur le président, d'abord et avant tout, il est absolument essentiel que nous fassions tout notre possible pour protéger la santé et la vie des Canadiens tandis que nous luttons contre la première vague du coronavirus. Cela signifie que nous devons pratiquer la distanciation physique et rester à la maison. Nous sommes bien sûr tout à fait conscients des répercussions économiques. C'est pourquoi nous nous sommes réunis à la Chambre pour présenter les mesures économiques d'aujourd'hui. De toute évidence, nous devons travailler sur un plan de relance, mais cela ne sera possible qu'une fois que nous saurons que le Canada a atteint et a passé le pic de l'épidémie.

Mr. Chair, we are definitely working on such a plan, as would any prudent government. I will mention some of the things that are going to be necessary as Canada thinks about how we move past the current stage.
We are going to have to work on serological testing. We are going to need to know who has antibodies against this virus and who does not. We are going to need to be aware and realize, as the Prime Minister and our public health officials said in their presentation this week, that it is quite likely there will be one, two or even three additional waves. We are going to need to have a very sophisticated approach.
Monsieur le président, comme le ferait tout gouvernement prudent, il est certain que nous travaillons à l'élaboration d'un tel plan. Je vais souligner certains des éléments qui seront nécessaires, tandis que le Canada réfléchit à la façon de passer à la prochaine étape.
Il faudra prendre des mesures de dépistage sérologique. Il faudra savoir qui possède des anticorps contre le virus et qui n'en a pas. Comme le premier ministre et les responsables de la santé publique l'ont mentionné dans leur présentation cette semaine, il faut être conscient qu'il est fort probable qu'il y ait encore une autre, voire deux ou trois autres vagues. Nous devrons adopter une approche très sophistiquée.

Mr. Chair, we are very aware that there are communities of particularly vulnerable Canadians who need particular support during this crisis. That, of course, includes our veterans, many of whom are also older people and so fall into a category doubly at risk. We are very much focused on them.
I want to take this opportunity to thank all of the individual Canadians who are making such efforts to reach out to fellow Canadians who are suffering from the necessary isolation.
Monsieur le président, nous sommes très conscients que certains groupes de Canadiens particulièrement vulnérables ont besoin d'un soutien spécial durant la présente crise. Évidemment, les vétérans sont l'un de ces groupes et, par surcroît, bon nombre d'entre eux sont âgés et sont, de ce fait, doublement à risque. Nous nous concentrons beaucoup sur leur cas.
Je profite de l'occasion pour remercier les Canadiens qui s'efforcent de soutenir leurs concitoyens qui souffrent de cet isolement nécessaire.

Mr. Chair, that, I am sad to say, is an excellent question.
One of the prices we are all seeing right now through this period of physical distancing is that more Canadians are suffering from mental health problems. We are very much focused on it. Health Canada is definitely putting forward some measures to be sure to help people at this time.
I also want to encourage individual Canadians to keep doing what they have been doing, which is to help their neighbours, friends and family.

Nous constatons que la période de distanciation sociale a des répercussions, notamment le fait qu'un plus grand nombre de Canadiens souffrent de problèmes de santé mentale. Nous suivons ce problème de très près. Santé Canada s'emploie à mettre de l'avant des mesures pour venir en aide aux gens.
J'encourage les Canadiens à continuer d'aider leurs voisins, leurs amis et les membres de leur famille.

Mr. Chair, when it comes to our land borders, we have taken unprecedented action to restrict travel between Canada and the United States. We have done this with great care. It has been important to restrict non-essential travel even as we have taken steps to ensure that essential travel, the travel which is necessary for trade, the travel which is necessary to keep food in our grocery stores, the travel which is essential to get medical devices across the borders, continues to happen. That is work that is being done in close collaboration with the United States. It is being done by CBSA, and CBSA works closely with the provinces and with Health Canada.
Monsieur le président, en ce qui concerne les frontières terrestres, nous avons pris des mesures sans précédent afin de restreindre les déplacements entre le Canada et les États-Unis. Nous avons agi avec beaucoup de prudence. Il était important d'empêcher tout passage non essentiel à la frontière tout en permettant les passages essentiels, c'est-à-dire les passages nécessaires pour le commerce, pour la disponibilité des marchandises dans les épiceries et pour le transport d'appareils médicaux d'un pays à l'autre. Ce travail s'effectue en étroite collaboration avec les États-Unis. Il est réalisé par l'Agence des services frontaliers du Canada, laquelle collabore de près avec les provinces et Santé Canada.

Mr. Chair, our government, working closely with the Province of Alberta, has been very engaged in efforts at the G20, in efforts led by the NAFTA energy ministers to ensure that this unacceptable international manipulation of the price of oil comes to an end. The G20 energy ministers meeting yesterday did bring some positive results, and we will continue to be very engaged in this important issue.
Monsieur le président, le gouvernement libéral, en étroite collaboration avec l'Alberta, participe activement aux efforts déployés au sein du G20, aux efforts menés par les ministres responsables de l'énergie des signataires de l'ALENA pour mettre un terme à cette manipulation internationale inacceptable des cours du pétrole. La réunion des ministres responsables de l'énergie du G20 a donné quelques résultats encourageants, et nous allons continuer de travailler assidûment dans cet important dossier.
