Mr. Speaker, patient groups across the country have been calling on the government to delay the implementation of the PMPRB guidelines, which are set to come into force on July 1. Most of the witnesses we have heard at health committee on the subject were unanimous in their position that they want less pandemic distraction and more time for a transparent discussion, to ensure that the new regulations will do more good than harm.
The implementation of the new regs has already been postponed twice. Will the minister postpone the regs again, as requested by patients?

Mr. Speaker, talking about the weather is truly Nova Scotian, and the weather radar is an important tool for farmers and fishers alike, allowing them to plan and make sure they and their workers are safe. Currently, a big chunk of southwest Nova Scotia, the most lucrative fishing grounds in Canada, is not covered by weather radar. As of tomorrow, the existing radar in mainland Nova Scotia will be offline for months, creating more uncertainty in the forecast.
Can the minister commit to not only the quick replacement of the Gore facility, but an expansion that will finally cover all Nova Scotians to make sure that our citizens are safe on land and on sea?

Madam Speaker, the residents along the Avon River in Nova Scotia are looking for the Minister of Fisheries’ final decision on the Windsor causeway.
Her interim decision a few months ago has created chaos along the river. Lake Pisiquid is now a dusty, dry basin, apparently causing respiratory problems for residents of the town of Windsor. There are reports of fish and turtle kills upstream, where fresh water and salt water are now mixing. The new unpredictable water flow is causing bank erosion, causing nightmares for families and farmers.
What decision will the minister make, aboiteau or no aboiteau?

Mr. Speaker, a few weeks back, I sent a letter to the Minister of Fisheries and Oceans asking for details on the possible indigenous fishery beginning June 1 and how she and her department would respond. The minister's statement about regulations and seasons in March was what coastal communities had been waiting for since tensions blew up back in September. Nobody wants a repeat of that.
Will the minister allow tensions to blow up once again, or have there been meaningful negotiations with all sides to avoid another fisheries crisis in St. Marys Bay?

Mr. Speaker, budget 2021 proposes to provide $300 million on a cash basis over the next two years to Fisheries and Oceans Canada to repair, renew and replace small craft harbours. This amount is ridiculous, as we know that in western Nova Scotia almost $500 million is needed to address deferred maintenance and safety upgrades.
Fishers across our country have worked and continue to work tirelessly to contribute directly to their communities. They deserve wharves that are safe and that respond to their modern needs.
Can the minister tell me how much will be allocated to the ports that need it in West Nova?

Mr. Speaker, 12 months have passed since the innocent victims lost their lives in the worst killing rampage in this country. The scars of the victims' loved ones are still very difficult to heal. One of the reasons is that the investigation has been slow since day one, revealing little information and keeping the victims' families in the dark. We know that the final report is due November 2022, but details continue to trickle out to the media.
When will the minister put the victims' families first and respect their right to information as guaranteed by the Canadian victims bill of rights?

Mr. Speaker, let me be sure that Canadians understand this. The Liberal MP for Sydney—Victoria was correct when he said that the minister's pronouncement was only an interim measure. Clarity is extremely important here.
Is the minister telling us that flexible, moderate livelihood plans will be established by each first nation outside existing lobster seasons and will not be enforced by DFO after this interim plan is done?

Madam Speaker, on February 23rd, I wrote the minister of DFO and the CRA regarding the new fisheries regulations that go into force on April 1, just a few days away. There are conflicting rules between DFO and the CRA that need to be addressed.
Many fishing enterprises utilize spousal income splitting to help spread the tax burden, which is allowed under CRA rules, but now disallowed under DFO's new owner-operator policy. This situation is another example of how this government is not taking the fisheries seriously.
Will the minister fix it before the April 1 deadline?

Madam Speaker, on March 3, the Minister of Fisheries, Oceans and the Canadian Coast Guard issued a statement that was supposedly meant to bring clarity and certainty ahead of the spring lobster fishery. This 180° change in direction has failed to set a path that would bring back peace, security and fairness for all participants in the lobster fishery.
We did not get an answer for the member for Tobique—Mactaquac. However, could the minister confirm today in the House when the details of her so-called interim plan will be finally disclosed?

Mr. Speaker, last spring the federal government faced a PPE shortage and desperately needed to respond to Canada’s demand due to COVID-19. Last month, the Liberal member for Cumberland—Colchester stated on social media that her government had invested $27.9 million to enable Stanfield’s in Truro, Nova Scotia, to manufacture PPE for frontline workers. The fact is that no such investment exists.
Can the minister elaborate on what the member for Cumberland—Colchester falsely conveyed to Stanfield's and her constituents?

Mr. Speaker, not a cent went to Stanfield's, but it stepped up and made sure there was domestic production of PPE. It invested in itself and upgraded its facility to participate in making sure Canadians were not caught off guard again. It was assured by the local MP and others that procurement was interested in a more collaborative approach to domestic production of PPE. This also turned out to be false, as no contract was awarded to an Atlantic Canadian company.
Could the minister tell us why Atlantic Canada was left out of the most recent procurement of PPE?

Mr. Speaker, it has been a year since I first raised concerns about the fisheries crisis in West Nova with the Minister of Fisheries, and we all know how bad events played out due to her inaction. Spring fishing is just around the corner, and although the minister says that she has been holding discussions with stakeholders, no official agreements have yet been made.
Will the Prime Minister ask the Minister of Fisheries to take on her responsibility and assure indigenous and non-indigenous fishers in Nova Scotia that they will not have to relive another season of insecurity, fear and violence?

Mr. Speaker, in a few weeks, a year will have passed since Canada's worst mass murder occurred in Portapique, Nova Scotia. After severe public pressure from family and opposition intervention, the government finally did the right thing and called for a public inquiry. However, the families of the victims are still in the dark and are still battling with the Liberal government for answers.
Federal institutions must respect the Canadian Victims Bill of Rights, which includes the right to information. When will the minister provide families with the information for which they have been calling?

Mr. Speaker, for months, Canadians who work and depend on the aviation sector have been calling on the Liberal government for a concrete action plan. After suspending service between Sydney and Halifax earlier this fall, all flights to Sydney have now been cancelled indefinitely, leaving many Cape Bretoners without air service for the foreseeable future. As a result of this suspension, airport employees, rotational workers, university students and many others will be greatly impacted.
Ten months into this pandemic, will the government finally act and present its plan for the aviation sector?

Mr. Speaker, it has been seven months since the worst mass murder in Canadian history sadly took place in my province of Nova Scotia. The families of victims continue to call for information on this tragic event. The report of the inquiry is only due in 2022, and in the meantime, families are having to fight and beg the government for answers.
This week marks the 15th federal Victims and Survivors of Crime Week. Will the Minister of Public Safety commit to providing an update to the families before Christmas and respect their right to information, as protected by the Canadian Victims Bill of Rights?

Mr. Speaker, the community of Saulnierville has been ground zero for the fisheries crisis in Nova Scotia and the wharf is still being occupied by indigenous fishers. The district 34 lobster season will be under way in a few weeks and the fishers who pay DFO to dock at the Saulnierville wharf are wondering when they will finally be able to get back into preparation mode.
Could the minister explain how the port authority can get the wharf back so fishers can prepare for and start their season on time?

Madam Speaker, one week ago the new PMPRB regulations and guidelines were announced. These changes have been expected for quite some time by patients and patient groups. These groups warn that, without serious revisions to the draft guidelines, new life-saving drugs like Trikafta will not be released here in Canada. Unfortunately, the proposed changes do not reflect the concerns communicated to the government.

Mr. Speaker, it has been over two weeks of questions about the Nova Scotia fisheries crisis without getting great answers.
The Prime Minister made reconciliation with our first nations a priority, speaking of understanding, friendship and redressing past digressions. Honest discussions must take place with both sides so they can work together for a better future.
In its desire for reconciliation, why is the government knowingly pitting indigenous and non-indigenous against each other in St. Mary's Bay and destroying any friendship that has been maintained for over 300 years?

Mr. Speaker, the Nova Scotia fisheries crisis is entering its third week and no agreement seems to be possible in the short term. The Minister of Fisheries and the Minister of Crown-Indigenous Relations had discussions with the Mi'kmaq chiefs, but are leaving the commercial fishermen in the dark. Conflict resolution requires honest and transparent communications with both sides in a dispute.
When will the Minister of Fisheries do her job, show some leadership and respect, and open a true dialogue with all parties for a lasting solution?

Madam Speaker, we all know the aviation industry has been hard hit by the global pandemic. We now hear that Nav Canada is cutting 14% of its workforce, losing another 720 jobs due to layoffs and closing two flight information centres, including one in Halifax.
The Minister of Transport promised months ago that the government would be supporting the aviation industry, but we are still waiting for its plan.
Could the Minister of Transport tell me how many people will be losing their jobs in Halifax and what is the government's plan and timeline for reopening?

Mr. Speaker, we understand that the Nova Scotia massacre investigation is complex due to the number of lives lost and of course the crime scenes that it has. The only information the families and the public are getting are through the media from heavily redacted RCMP documents and it looks like they are hiding something, leading to the Premier of Nova Scotia saying that it was up to the Prime Minister and the government to call for an independent inquiry.
The gunman is dead. The families deserve answers. Will the minister of public safety ask his partners to break from the secrecy and provide information as it becomes available?

Mr. Speaker, the role of the Auditor General is very important to Canadians. An auditor general provides information based on facts and expert advice on government programs and activities. Never before has an auditor general said that his or her budget was insufficient because of the increased workload caused by the additional audits required to review the Liberal government's out-of-control spending.

No auditor general has ever had to cut audits under any prime minister until now. The government should be ashamed of that. We know that Liberals are not fans of auditors general. Who could forget when Sheila Fraser blew the whistle on the Liberal sponsorship scandal?
It is clear that the work of the Auditor General is critical to the functioning of our democracy. When will the government give the Office of the Auditor General the money it needs to audit Liberal spending?

Mr. Speaker, today in Truro, Nova Scotia, a memorial service was held for 23-year-old Chantelle Lindsay. Last week, Chantelle passed away due to complications with cystic fibrosis. Of course, our condolences go out to her family.
Trikafta is a drug that treats CF, is available in the U.S., but is not available here in Canada. It could have saved Chantelle's life. Chantelle's father, Mark, said the government's chess game with the pharmaceutical industry cost Chantelle's life.
What is the Prime Minister going to do to make sure Trikafta and other life-saving drugs are available to Canadians who need them?

Mr. Speaker, the Prime Minister's weak leadership has led Atlantic Container Lines to stop using the port of Halifax. Instead, it will now use American ports.
The CEO of the port of Halifax, Andy Abbott, said there are virtually no containers left in Ontario to even truck goods. Its Canadian operations have been shut down for almost two weeks. The port of Halifax is at risk of never seeing that container traffic again.
When will the Prime Minister show leadership and help lift the blockade?

Mr. Speaker, the Prime Minister's weak leadership is hurting Nova Scotia. Acadian Seaplants, which employs over 400 people in my riding, has run out of propane and cannot ship its products to market. Autoport in Eastern Passage, which handles thousands of cars for the North American market and employs dozens of people, issued layoff notices. Even Royal Propane in Digby, a small business in West Nova that employs about 40 people supplying products, had to issue layoffs.
How many more jobs must be lost before the Prime Minister acts?

Mr. Speaker, the Minister of Public Safety knows that Ralph Goodale issued a number of directives to the RCMP in the past. He simply has his facts wrong. No one should be surprised by that when we see a government that has no plan to restore the rule of law, no plan to get our transportation network moving again and no plan to even get fuel to parts of our country.
What is the Prime Minister doing to address the propane shortages in Quebec and in Nova Scotia that are causing the layoff of hundreds of employees?

Madam Speaker, today marks the day that Northern Pulp mill in Pictou County, Nova Scotia, closes indefinitely. This is truly a sombre day as it affects the livelihoods of mill workers in Pictou County, and thousands of forest workers and truckers from all regions of Nova Scotia.
My question is pretty simple. What is the Liberal government doing to help these families in Nova Scotia who no longer have jobs?

Mr. Speaker, one of the biggest issues for proud Atlantic Canadians is realizing that we are constantly being forgotten. It happened yet again when the Liberals across the way appointed someone from Montreal as the minister responsible for the Atlantic Canada Opportunities Agency, apparently forgetting that Montreal is not part of my region. Not once since coming to power have they given someone from my region that portfolio.
When will the government show some respect for the Atlantic provinces and give them the representation they deserve?

Mr. Speaker, this government's failed economic policies have led to the recent news of 71,000 jobs lost nationwide. This will hit home in my riding, where the jobs for 200 people at Web.com centre in Yarmouth will be lost as a result of the company's departure. Being so close to Christmas, this, of course, is devastating.
What will the government do to reassure those workers?
