Madam Speaker, I thank my colleague for his important question and his work with Laval business owners.
Our government knows that, when everyone participates in the economy, everyone benefits. That is why, earlier this week, we announced the launch of two of the three pillars of the Black entrepreneurship program, the first program of its kind in Canada.
We know that systemic racism exists. It exists everywhere, including in the business community, and to fight it, we need to take concrete action like we are doing with this innovative program.

Mr. Speaker, I am pleased to rise in the House today to congratulate Saskatchewan entrepreneur Murad Al-Katib for being selected CEO “Innovator of the Year” by The Globe and Mail for his incredible innovations in crop proteins.
Known affectionately at home as the “lentil king”, Murad's company AGT Food exports its products to over 100 nations and has 29 manufacturing plants in five different countries. Murad and AGT have also donated enough food parcels to feed around 15 million people in Iraq, Syria and other countries.
Whether he is in the boardroom or coaching football, Murad has the heart of a champion. He strives for excellence in everything he does and it shows in the business he has built. Murad and AGT Food continue to showcase not only the potential of Saskatchewan agriculture but the power of Saskatchewan entrepreneurship.
I would ask my colleagues to join me in congratulating Mr. Al-Katib on this notable accomplishment and thank AGT Food for its excellent contribution to Canada's agricultural industry.

Mr. Speaker, this week the government launched calls for proposals for three programs: the Black entrepreneurship program; the community support, multiculturalism, and anti-racism initiatives program; and the supporting Black Canadian communities initiative.
I am pleased that my government has introduced these measures to help Black communities in particular combat discrimination.
Could the Minister of Small Business talk about why these programs are important?

Mr. Speaker, today I would like to commend all chambers of commerce, particularly those in Montmagny, Kamouraska-L'Islet and Rivière-du-Loup for their buy-local initiatives during the holiday season.
Many of my riding's business owners and artisans are not feeling very festive because they will have to make some tough business decisions soon. I would also like to commend the bold steps taken by associations, community groups and foundations to raise funds for those in need.
They are organizing ingenious charitable activities, cooking benefit meals to go, fashioning their own face masks, hosting virtual performances, and more.
Now, more than ever, is the time to show community spirit by rolling up our sleeves and encouraging local business owners, who are the lifeblood of our municipalities. I would like to pledge my support to all volunteers who are preparing meals and food baskets for families that never would have thought they would need to ask for food to meet their needs in these difficult times.
My team and I are here for them. We wish them all a happy holiday season, despite the situation.

Madam Speaker, it is Global Entrepreneurship Week and I cannot think of a better time to highlight the winner of our local Vaughan chamber's young entrepreneur under 40, Robert Federici, owner of Ciao Roma in my riding of Vaughan—Woodbridge.
The Vaughan Chamber of Commerce has been serving our dynamic and entrepreneurial city of Vaughan for years, strengthening and fostering business relationships. The VC's 2020 Business Achievement Awards took on a virtual look this year, but the connection was not lost among the nearly 500 virtual attendees, cheering on winners such as DuROCK Alfacing, winner of the innovation and technology award; Pizza Nova, winner of hospitality; and other winners such as Fazzari + Partners, TACC Construction and the Cortel Group. There was a special recognition for the community spirit award winner, Peter Wixson, the founder of the Vaughan Food Bank, whose dedication over three decades inspires so many.
Small businesses know and can rest assured across this country that our government has their backs, as we all continue to face and battle COVID-19.

Madam Speaker, a number of measures to support our small and medium businesses have been announced over the past few months. From the Canada emergency wage subsidy to the regional relief and recovery fund to provide more support for our businesses, our government has answered the call.
The Prescott-Russell Community Development Corporation helped finance 64 businesses owned by women. Can the minister tell the House about other measures the government has taken to support female entrepreneurs across Canada?

Madam Speaker, COVID-19 is affecting all Canadians and is having a significant impact on female entrepreneurs. To address that reality, we are committed to advancing women's economic independence.
We provided an additional $15 million to support women through the women entrepreneurship strategy. The independence of female entrepreneurs is a priority, and we know that when women succeed, everyone succeeds.

Mr. Speaker, I rise today to recognize and celebrate Global Entrepreneurship Week. This initiative is hosted by Futurpreneur, a uniquely Canadian success story that has supported the creation of well over 11,000 Canadian businesses since its inception. Global Entrepreneurship Week celebrates entrepreneurs as the backbone of the Canadian economy. They are a driving force for innovation, job creation and prosperity from coast to coast to coast.
We know that our entrepreneurs have been particularly hard hit by the COVID-19 pandemic, but we also know that they will prove instrumental in our mission to build back better. The entrepreneurial spirit of Canadians remains unflappable, contributing to our culture, economy and local identity. In small towns and big cities across the country, entrepreneurs are still launching new businesses, revitalizing main streets and creating jobs and economic opportunity.
I invite all colleagues to join me in recognizing Global Entrepreneurship Week and thanking Futurpreneur Canada for its peerless work in supporting innovators and risk takers throughout our beautiful country.

Mr. Speaker, it is an honour and privilege for me to pay tribute to Ferruccio “Fred” Fazzolari, owner of Fred's Bar and Grill. Fred tragically passed away with COVID this past week. He always strove to be the best he could be: family man, entrepreneur, brother, friend and champion to others.
Arriving in Canada in 1956 from Marina di Gioiosa Ionica, Italy, he was always an entrepreneur at heart and he saw opportunity and made the most of it. He wanted to see his name in lights, which is what led him to open the very successful Fred's Bar and Grill in Mississauga. Over the past 50 years, Fred's hard work, long hours, devotion and sacrifice were key to his success. He always went above and beyond to treat his customers, staff and our community like family.
Some of his best qualities were storytelling, engaging conversation and great sense of humour, which will forever be cherished by not only his family, but everyone he met. Fred leaves an amazing legacy behind. To his loving wife, Susanne and children, Richard, Lisa, Juliana and his six grandchildren, Fred has passed away, but he leaves our community and world a better place. My thanks to Fred.

Mr. Speaker, it is said, “To whom much is given, much is expected”. Today, I rise to honour someone to whom nothing was given and yet gave so much.
This past summer, Canada lost Ignat Kaneff.
Born in Bulgaria, Mr. Kaneff arrived in Canada in 1951 with not a dollar to his name, but he was exceptionally hard-working. He started supporting himself by washing cars, floors and dishes. Eventually he saved enough money to build a house, and eventually he went on to develop subdivisions, apartments and public buildings that have shaped Toronto, Mississauga and Brampton.
Iggy and his wife Didi have donated generously to a range of causes across Canada, and for this community and philanthropic work, Mr. Kaneff has received many awards, including the Order of Canada. I came to know Mr. Kaneff as I went to school with his daughters, Anna-Maria and Kristina. This past year, Kristina got married. During his speech at the wedding, Mr. Kaneff said something very telling. He said, “Canada is the greatest country in the world...but you have to earn it.”
Mr. Kaneff not only earned it, but gave back generously to those around him and to Canada. In so doing, he made the greatest country in the world even better.

Mr. Speaker, I rise today in praise of Canadian women. Their strength, ingenuity, bravery and intelligence are evident every day in Canadian society.
As a member of Parliament, lawyer and mother of four, I marvel at the professionalism, enthusiasm, dedication and caring hearts that my three grown daughters bring to their careers, studies and relationships.
Women make up a huge share of our front-line workers and are often sandwiched between their children and elderly parents. Many are entrepreneurs and small business owners. They are bearing the brunt of this pandemic on every front imaginable. They should be recognized and respected for their immense contributions.
I have always believed in the value of mentoring and encouraging young women. I was the founding chair of the CBA Women Lawyers Forum both nationally and in B.C. We championed formal mentorship, resilience and leadership education, and intergenerational collegiality. It has been proven that increased numbers of women on corporate boards leads to business excellence and success.
All women should consider mentorship and should encourage their peers during these trying times. I thank them for everything they do.

Mr. Speaker, this truly is not a reality for all. It is no secret that women who own businesses are facing the challenges of this pandemic. I receive pleas from many women who are working as travel agents, curators at museums or who run small boutiques and have gone months with little or no business at all. Many of them have worked hundreds of additional hours to fill the gaps to keep their businesses afloat. Now is not the time to have big brother knocking at the door.
Will the government take the reasonable step of backing off small businesses as they regroup to survive this pandemic?

Mr. Speaker, I thank my hon. colleague for her advocacy of women. Truly, this pandemic has hit women the hardest. I will say at the same time, with a lot of humility, that no country in the world has done a better job at applying an intersectional gendered analysis to its COVID response than Canada has. We have much to do. The path to recovery depends on women doing well and this is the right government at the right time to get it done.

Mr. Speaker, we have all seen the disproportionate economic impact that COVID-19 has had on women and their businesses. We quite simply cannot allow the wealth gap between men and women to grow during this pandemic.
What measures is the federal government taking to ensure that Canadian women will not bear the economic burden of this pandemic?
